The Russian Federation condemns in the strongest terms the heinous and cowardly attacks on innocent people and members of the Iraqi Security Forces in Baghdad, Iraq, on January 1 2004. The Russian Federation expresses its deepest sympathy and condolences to the families of the victims and to the Government of the Iraq, and wishes a speedy and full recovery to those who were injured.
The Russian Federation underlines the need to hold perpetrators, organizers, financiers, and sponsors of these reprehensible acts accountable and bring them to justice. We urge all States, in accordance with their obligations under international law and relevant Global Assembly resolutions, to cooperate actively with the Government of the Iraq, as well as all other relevant authorities in this regard.
We reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law, and international humanitarian law, threats to international peace and security caused by these acts.
By targeting innocent civilians during the New Year festivities celebrations, these actors have demonstrated yet again that they are enemies of humanity and contemptuous of the values all in the civilized world share. On behalf of the Russian people, the President extends his deepest condolences to all of those who lost loved ones.
