With the culmination of the italian state visit to Argentina, the President's protocol office and the argentine ministry of foreign affairs would begin preparations to host the Korean President and a high-level Delegation. Minsitro Pistarini International Airport would be prepared to receive the official korean aircraft on a remote parking area, which would include a designated press area and a military band.

The Republic of Korea would privately be asked to inform their time of arrival to have everything going.

President Kim Daejung was escorted from the Blue House, entering his state car and departing from the Blue House as he left for the airport. The President's motorcade sped across the city as he headed to Incheon Airport to board Code One to fly to Argentina. An Il-76M would be joining the fleet as it carried the vehicles for the President's trip. The Korean security services cleared the path as the police escort and traffic police ensured the roads were secured. The President and his wife would be in the vehicle as the two sat in a bit of awkward silence. The silence was borne as the two sat in continued contemplation of the North Korea situation. In the vehicles behind him, the High Level Ministers drove in two vehicles and at the Airport the Directors and President of KPRI were already waiting. It was bright as the motorcade drove under the coverless skies with the sun bearing down on the motorcade. The motorcade did not experience any hiccups as they passed through their route, the P.S.S. still vigilant as the motorcade swept through Seoul. Deafening their sirens as they passed residential areas and continuing forward to the airport. As the final preparations were made in Seoul, in Buenos Aires the P.S.S. completed their advanced screenings and investigations with the Argentine Security Services. The Special Operators were transported to the Embassy in Buenos Aires for the purposes of accompanying the President to the Antarctic and the South Korean government monitored the weather on the arctic plates. Some 112 security personnel would be apart of the trip as the President left the country.

President Kim Daejung: "What is on your mind?"

First Lady Lee Heeho: "The something that is on yours."

President Kim: "I feel we have an unexpected opportunity. After all these years, that two can become one. The crimes of Imperialism and the War slowly healed by the reunification of our people.

First Lady Lee: "If we dwindle too long on this, we will only disappoint ourselves in the end. We need to ask at what cost will we be willing to go to reunify our two people. When will we deliver justice and rekindle the slowly extinguishing flames of our people. Are we really holding our values through remaining impartial to what happens inside that regime? Those were the questions you used to ask me a long time ago."

President Kim: "There is no price to big to pay for the lives of our people. Whatever the cost may be, if can not bring our people together, then we have failed not the nation and our people, but the ancestors who struggled against all threats. Some are not so

First Lady Lee: "If we act we are righteous alone without faults and must hold the North to the same standard and rescind the possibility of lifting the 25 million of our brothers from poverty and injustice, I think we would be committing the greater crime. Whatever the cost, you must not waiver. We may bring justice and new opportunities, but our duty is to the people of this country, that's limit does not stop at the demilitarized zone but goes to the Amnok River and Mount Paektu. We can do a lot more for a great many, and we will learn through our own faults and share that to help others."

President Kim: "I agree...I just wish it were as simple as that. We must contend with this behemoth power wobbling on its little legs. We must deal with the neighboring states who wish to see nothing but the weakened and crushed Korean people. I believe our team s doing a good job. They are making the framework for a Korea that can provide a dignified life for all Koreans. Even if it costs us billions, we must be ready to maintain this course of reunifying Korea. We are lucky to have this opportunity, but I am pained by the extreme circumstances that brought it about. The NIS says it is getting bad. At the port cities, there were no cargo vessels and the border between the North and China has gridlocked."

First Lady Lee: "Would you be willing to give them amnesty if they handed over the regime? Even if they are complicit with this crime against the Korean people?"

President Kim: "We are a nation built by this common struggle and shared pains of oppression. If I can achieve the liberation of 25 million through the amnesty of the crimes of a few, I would do so...It is not an easy choice...the crimes these men commit is despicable and rottens my heart. I wish for nothing but justice to their victims...They must be exposed for their crimes, even if they may not suffer, the globe will know of their wrongs."

First Lady Lee: "Hmm, it is not like we are saints. Let's just focus on what's ahead of us. Don't let them elude our minds with these fantasies. We know type of man he is. I know you will figure it out."

The two would go into silence before the phone would ring for the President. It was from the Foreign Ministry about the situation in Dhaka. The President would answer it as he head looked out into the window and beyond it as they neared the Airport. The Foreign Minister used a secure line at the Consulate where the Consul-General had given her his private room for the call to take place.

President Kim: "Foreign Minister. How is the weather in Honolulu, you must be enjoying this extended vacation."

Minister of Foreign Affairs Baek Jeonghee: "Thank you Kakao, the negotiations...are progressing. However, as all things, the Americans take their time."

President Kim Daejung: "Haha, they do. But, they always come in at the right time. Even if it doesn't seem like it. What is the situation with our Embassy?"

Minister of Foreign Affairs Baek: "Kakao, we still trying to figure out what purpose. However, it does not seem that any group has claimed responsibility. The attack appeared to be an attack of opportunity and diversion perhaps. The Nordic Council is discussing deploying some military forces to the region. We wanted to see the Blue Houses' opinions on the matter."

President Kim: "The Council's discussions are quite disturbing. If they were to deploy a sizable force, it may anger the Indians and Australians for a large presence. Not to mention, it may send a signal of interventionism by the Council in the affairs of the region. See what they are proposing and let me know before we signal anything. However, we should not be an obstruction force in their plans."

Minister of Foreign Affairs Baek: "Yes Kakao. On this note, the Special Forces were able to detain the four men who perpetrated the attack. Their quick intervention was enough to incapacitate and detain all four alive. The Bangladeshi's want them handed over. The NIS and Army want to keep them in our custody to interrogate them. However, the situation is delicate. The attack occurred outside the Embassy premise and they were detained outside the gates of the Embassy. They are also not our nationals and we do not have an extradition treaty with the Bangladeshis. The NIS also is suspicious of the Bangladeshi security forces. The Army doesn't trust them either since the incidents in India."

President Kim: "We won't be able to achieve much if we create a dispute over the matter. Let's try and get the NIS involved in the interrogations and for further Korean security forces to be deployed to the country to secure the Embassy. We'll have to work closely with them. The Bangladeshi people were also a victim of the attack Minister. Let's work as partners, and not in distrust. They let us intervene, we should reciprocate that act. Let's also keep monitoring the information in the country...and get the cyber division to plan some actions as well."

Minister of Foreign Affairs Baek: "Yes Kakao. We've also received some messages of support from the Polish and Americans inside the country. At this point, no Koreans were harmed in the other blasts outside the Embassy."

President Kim: "Make sure to appreciate their efforts. They were willing to put themselves at risk. Let's see what the Council is planning and cooperate with them the best we can. Someone needs to get in contact with the Bangladeshi Government to discuss this situation and ensure we get answers."

Minister of Foreign Affairs Baek: "Yes Kakao."

President Kim: "Keep up the pressure on the Americans and let's make sure the alliance proposal is mutually beneficial and supportive of our vision. We can never go it alone."

Minister of Foreign Affairs Baek: "Yes Kakao."

The President would arrive at the airport where his motorcade rolled into a private terminal reserved for the Government. There he would meet the Trade Minister with her staff as they briefed him on the trade negotiations.

Minister of Trade Yoo Myunghee: "Kakao, as you are aware we've begun reviewing the Latin American Model for economic development in diversifying the trade sector and export-oriented approach for our economic middles. As we outlined, the program would be greatly helped by technical insight into the government economic records of Argentina and Brazil. We hope you can push the issue and work some working relationship between trade representatives to develop the soft-power cultural politics and the culture and trade sector. Additionally, we need to address the fuel situation. We hope that we can increase the level of imports of fuel and by expanding our LNG carrier fleet through a number of purchases. We've outlined areas of possible cooperation on joint-refineries and joint-ventures and also pure import-export relations.

President Kim: "Minister, these are interesting proposals. Hopefully the trade sector will rebound soon, I know our numbers have been weaker than desired. Hopefully, we can change that with the Latin America summit."

Minister of Trade Yoo: "Kakao, the situation can hopefully improve. You asked about the trade proposals with the North. It seemed weird, but, here are the previous proposals for an inter-Korean trade sector through opening of manufacturing plants in the North with their labor force and our industrial and capital investments. The model appears to show great return and supporting the population in the area. She said as she handed him some graphs and data."

President Kim: "Thank you Minister Yoo. That will be all."


The delegations would walk up the portable connector as they entered Code One and into the President's Office where the Minister would leave the President after she finished handing the documents and policy plans. The different advisors, staff, security personnel, and delegation members boarded the plane and the aircraft would begin to fly off as it headed to Buenos Aires. As the plane began to near its destination, Director Kim Bookshin updated the President on recent arms sales to Argentine, the situation between Sweden and Argentina, the bilateral trade proposals, and consumer relations. The President would then be briefed by Presidential Secretary Kim Minseo who discussed the recent intelligence report privately about the North's collapsing energy sector. The Korean Air Force pilots passed necessary ICAO information as they began to arrive and land. As the Koreans touched down on the runway and prepared to leave the plane, the P.S.S. used the lower entrance to move the vehicles in the storage wing of the aircraft. On the Il-76M which landed with them, the vehicles would roll around to be lined up as the President remained onboard and readied. The Ministers lined up at the door as the President and his wife moved from their private suite towards the door, checking their clothes, aides wiped off any lint or fuzzy things. The President's Chief Bodyguard walked out first, stepping to the side of the upward staircase as the President descended. As the President descended, a handful of security personnel waiting already below fanned out to watch the permitter. The President walked to the reception zone at the mouth of the staircase.

With the aircraft coming to a halt in a remote parking area of the international airport, a staircase would be moved in to connect the korean presidential aircraft with the laid out red carpet on the floor. On each side of it was a line of neatly dressed Granaderos, the ceremonial guard of the Argentine Republic. Further back, a military band would tune in the Republic of Korea's national anthem. Minister of Foreign Affairs would be standing on the other end of the carpet and would politely greet and welcome the korean leader and his Delegation, accompanying them to the motorcade waiting.

The black SUVs would leave the airport accompanied by a police escort and would head directly to the designate lodging of the korean president. Argentine federal police would guarantee teh safety of the korean delegation at all times, closely cooperating with korean security itself.

The Argentine president would expect his korean counterpart for a first private meeting the next day in the morning at the Casa Rosada.

The President would be received by the Foreign Minister, introducing him to his wife then the rest of the delegation. The President would have his statements of best wishes and hopes for the President of Argentina translated while they headed to the motorcade. After their brief conversation, the motorcade would directly to the lodging for the delegation, where an advanced team of the P.S.S. and Argentine Federal Police would be have secured it. After arriving at the lodging, the P.S.S. detail with the President did their checks and sweeps, setting up a secured line back to Seoul and allowed the President sometime to rest. The President would sleep for the most part on that day, as the delegation and staff prepared his briefings for the meeting with the Argentinians the next day. He was occasionally woken up to be updated, and during the evening he and his wife would have a private outing at a famous restaurant in the city where they were hosted.

The following day, the summit was planned and the security and technical staff were all preparing up until the last minute. President Kim's team briefed him during breakfast and then again during the drive to the Casa Rosada. Upon arriving, the motorcade would pull up to the area designated, allowing the President to exit the vehicle. The President and his personal detail would enter the Casa Rosada at the direction of their Argentine guests, the rest of the delegation would either be preparing or in the conference halls discussing with their Argentine counterparts over the memorandums and agreements to be signed. President Kim and his translator, with the high clearance to attend private discussions between heads of state would be escorted to meet the President.

The argentine president would be waiting at the main hall of the Governmental Palace, escroted by a translator. He did speak english proficiently, but it was always good to be able to communicate, indirectly at least, in korean.

"President Kim, welcome to the Argentine Republic, it is a pleasure to be able to finally meet you in person and receive you here, in the house of the argentine people. Please, come with me to my office."

The argentine president would invite his korean counterpart up the big white carrara-marble stairs and left to his private office. On one corner of the big room, there was a small lounge area, with some 4 pre-arranged armchairs.

"I thought it would be fruitful to have a small private conversation before we go to the big meeting room to sign the treaties. Feel free to have some of your Delegation members remain here. I will be accompanied by Foreign Minister Andrada, who I understand you already met at the airport."

President Kim was brought to main hall where he was gestured to the Argentine President. "Thank you for the warm reception President Cambiasso, it is pleasure to be here and likewise see you in person." The President and the Presidential Secretary with a security and defense portfolio would join the President along with the translator as the three Koreans were invited into the President's office. "Please, I hope we can have an open conversation." He gestured to the younger lady next to him "Please allow me to introduce Ms. Kim Minseo, one of our leading security and defense policy experts and apart of my presidential secretariat." Secretary Kim bowed respectfully as she was mentioned by the President. "Yes, Minister Andrada was a very kind host to us at the airport."

"I'm glad to hear that, Esteban is one of our most active and proactive ministers, and clearly fits the role we need him to play, since foreign affairs is perhaps one of our most important positions today, together with Economy and Finances.

Also, thank you for taking some time of our busy agenda to talk more in private. I understand that some of the points will perhaps remain unaswered as they might be more... complex... things.

First of all, let me congratulate your Government on the initial process of economic and financial restructuring. We have been following the news and reports closely and it is good to see that your administration is so concerned with developing your economy, something that not many nations are concerned with nowadays, instead focusing on military build up. We see in Korea our own philosy reflected, of development and growth.

At the moment, the Republic of Korea is Argentina's main partner in Asia, and we would love to continue working together to bring benefit to both of our people. The only thing that we wanted to ask you is if it would be possible to hear a little about your nations reason of joining the Nordic Council. As you might know, we had our fair share of conflicts with some of its members in the recent past, and while we have nothing against most of the Parties involved, the fact that some actors are involve dand occupy a prominent roel in decision making, generates certain unease among our foreign policy planners.

"I am glad we got a chance to speak privately on a number of points that, even if not answered can help us understand each other closer. I know that in the hecticness of organizing summits and signing the agreements, sometimes these important discussions get overlooked. Yet, they are crucial.

Thank you President Cambiasso, your recognition means a lot from a nation that has turned and altered the course of history in Argentina. I hope you can help us with projects in the near future, and share the technical expertise so that our two countries can exchange ideas and visions for economic development and financial restructuring...unfortunately there are a lot of people who want us to build up our army much more quickly, next to an imperialist neighbor and bordered by a rogue regime. But, if we don't push peace as our discourse, the consequences would be unbearable. After living through the Korean War, I must do my best to avoid another war on the Peninsula by any power.

I know that our two relations have continued to grow, and I hope the sale of advanced Korean weapons is a reminder of that strong relationship set in Seoul and Buenos Aires. I figured we'd have to talk about the Council, I hope I can speak openly as to not allow this issue to dominate the discourse of our bilateral relationship. Like you said, some of the Nordic Council members have its own fair share of history with Argentina, so, it should be expected that we as partners are open about this relationship.

To be honest, I was a little confused when we were invited into the organization. Since that period, I think it was a good decision. While an observer, the Swedish Government has been kind and treated Korea as a full member, even if within the legality of terms, we maintain a formal observer status and have only ratified the Stockholm Treaty. Our personal relationship with its members has been fruitful and prospering. The Foreign Policy we've set out is based firmly on multilateral principles of international cooperation. I hope that the Nordic Council can server as a tool to develop strong multi-lateral ties and to promote Korea’s foreign and security policy, develop inter-continental relationships, and advance our diplomatic and security assets to ensure a stable global community. Balance, balance is the key to this. As Confucius tells us, balance is the perfect state of still water. We seek to emulate this.

For far more symbolic reasons, it was a statement that the Korean people will no longer be colonial subjects and ignored by the international community just as when the west shut the doors on us when we sought our right to self-determination in the early 20th century. The modern history of Korea is a testament to our continued need to engage with the globe and to help others like us, are overlooked in the bigger power politics of the day and age. I hope I haven't rambled too much President Cambiasso." President Kim said smiling.

"I understand perfectly, thank you for the detailed information regarding your position and decisionmaking. Obviously the Argentine Republic completelly respects your nations determination to establish relations with as many nations as posible, on equal terms, and we even encourage it as a form of economig and commercial growth.

We are also happy that you understand our deep distrust towards certain scandinavian Government and its hypocritical speech on the international scene, so, we were wondering what the real deal behind your relations with them were. We have a clearer picture now.

As a rather "new" global power, Argentina always looks to empower new nations to rise to similar positions, and to contribute to a shift in the balance of power, which in our opinion has been for far too much time inclined towards the same regions. A more even playfield on a political and economical level will definitly contribute to a more just and equal world. We look forward to see the Republic of Korea grow into its own beacon of progress in Asia and the world, without the restraints of being member of an organization with dubious agendas.

Militarily speaking, I, and my Security Advisor, do not foresee any trouble with Japan. I do not think their current or short/mid term position can pose any kind of threat towards your sovereignty and self-determination. Not only has Korea positioned itself in an advantageous position within the international concert, but also Japan has nothing to offer really in terms of political or military capital to threaten you.

Finally, we would be more and delighted to share our knowledge and technical know-how through our international cooperation agency, the Argentine Development and Cooperation Agency (ADCA). Who knows, maybe we could eventually discuss opening our regional office in Seoul.

"The man who moves a mountain begins by carrying away small stones, I hope we can move mountains together President Cambiasso. We'd be happy to host the Argentine Development and Cooperation Agency with a regional office for Asia, but also, work as a partner with Argentina in development through the Korean Development Bank. Which, hopefully with the ordeals of bringing the nation together and addressing the regional dilemmas, Korea can help lift others up with us. I share your sentiments completely, helping empower nations to not only rise up, but create a just and more fair society should be the goal of all nations. I hope that if you are in need of assistance in this capacity, you will call us.

The Japanese are going through a period of reorganization. If this Meiji Restoration attempt succeeds, the consequences would be severe for the Asian security and political order. One which although lacking military and political capital can slowly be cultivated. Vigilance is key, but, letting fear drive us only ensures we lose. Running policy through fear means we're playing their game, not our own.

I hope we can cooperate strongly, and that the two agreements to be signed will be followed up with future agreements including being able to access as you hinted on technical know-how, and military training, economic cooperation, and cultural exchanges. Sometimes I speak on flowery things, and my aides have to bring me back to reality. But, President Cambiasso, I believe we can change reality together."

"I will certainly work together with the people from the ADCA in order to open our regional office in the Republic of Korea, and work together with your own agency to accelerate the process of sharing our know how in the development of national infrastructure and structural growth in economic and financial terms.

As for Japan, they say information is the greatest weapon. Having an efficient intelligence gathering process on japanese activities is a good option. Nevertheless, rest assured that any aggresive action undertaken by the japanese towards your nation will find strong condemnation from my Government.

On a more political matter, and a sensible one, might I inquire about your nations position on the Malvinas Dispute we currently have with the UK?"

Hopefully the restructuring of the NIS early in 1997 will prove the agencies effectiveness and ridding it of its human rights violations of its predecessors in the KCIA. Presidential Secretary Kim would whisper something into the President's ear as they began to discuss the Malvinas Islands. Yes, on the issue of the dispute between Argentina and the United Kingdom. I believe the position of Argentina should be advocated by diplomatic, our position in all openness President Cambiasso I am personally sympathetic to the cause of the Argentinian Government, the islands represent the same legacy of colonialism we have felt. Complicating the matter are the residents on the Island, and I hope a favorable settlement can be reached between the two governments that is appropriate. However, our Government's position is mostly neutral in this regards, although, I am certain neutrality doesn't necessarily meet your preferred answer."

"I understand is a delicete issue. Argentina will always favor diplomacy as the main way for the islands to return to their legitimate owners, and we are always open to negotiate. Something the Uk is not very fond of.

The issue of the population is delicate as well, but very straight forward. The people living there today are british, descendants from the original settlers who expelleld by force the argentine population. So, to make a parallel, its like a group of people just went to your house, kick you out, and remain there, only for after couple of yours to just say "we were living here for so long, this is our house now".

We appreciate your words, and would be delighted to know if we can count of the Republic of Korea supporting Argentina's request for the United Kingdom to sit down and negotiate to find a solution that leaves both sides happy.

"There are lines to what should be discussed diplomatically and lines of what are a matter of sovereignty and internal affairs. I am in firm belief these islands are a special case of requiring diplomacy to address this legacy of colonial powers. While the British Government is no longer a colonial power, this legacy of arbitrary demarcation and control means we must find a creative solution that are realistic of the present without neglecting the past. Whether that is joint-sovereignty, a form of special customs union, and the freedom of movement of native and current populations. That requires the careful negotiation and skills of both powers, of which, Korea is happy to support and facilitate the discussions if a third party is requested."

"I think I can speak on behalf of my Government without much consultation if I say that the Argentine Republic would be honored to assist the Republic of Korea during its path of reunification and to overcome the obvious obstacles that will arise from said process, and the strain that it will surely put on the south economy having to "carry" the north until it reaches a level of development solid enough to be selfsufficient and bring the same prosperity the south enjoys, to the north. Again the fact of opening a ADCA office in Seoul will help on this endeavour.

Regarding the Nordic Council, and specifically Sweden -because they are essentially the source of cour concerns-, we feel that we have been straighforward with the information we gathered. The facts are that the Kingdom of Sweden unilaterally decided that they would annex by use of military force the entire antarctic continent for themselves, disregarding historical claims over 100 years old, such as the argentine one. This, aside from being an attack against our aspirations, was also a direct security threat to my nation. That is why my Government never recognized such annexation and continued conducting scientific missions in the area. As such, we dispatched an unarmed icebreaker to conduct some surveys. The vessel was soon intercepted by a swedish frigate that ignored our calls and, to avoid the argentine ships progress, blocked our navigational path by coming to a halt in front of the unarmed ship. Obviously a 25000tn ship is not easy to amneuver and the collision was impossible to avoid due to the swedish recklesness. obviously, this is not how Sweden portrays it, but its what everybody can see on the footage and AIS recordings.

As part of this incident, we declared the swedish diplomatic personnel from the swedish embassy in Buenos Aires persona non grata and gave them 48hs to leave the country. The swedes ignored it and remained in the country, something that under the existing state of war was a security threat due to potential espionage. The federal justice decided to detain them after their failure to leave the nation and after some days of negotiations, everybody was extradited to Australia unharmed. Again, if you ask Sweden, we are the devil here....

This all sums up to the fact that Sweden has a hsitory of acting in complete disregard for the wellbeing and interests of the people of other nations. They acquired company shares from the Arab Republic of Egypt,w orth billions, and failed to comply with a written and signed contract. They were brought to the ICJ, that took the case and eventually ruled agains the Kingdom of Sweden, explicitly determining that Stockholm had broken the agreement and it hat to pay the owed money. What happened? They just ignored it. The egyptian people never say a dime.

This goes in line with their total partiality in what international agreements they follow. Sweden is part of the General Assembly, and therefore has to abide by their Resolutions. Yet, they never submitted the mandatory Chemical weapons report. Are they hiding something or just challenging international law?

I could go on and on, but truth is, Sweden puts a lot of effort in trying to conceal their true self, a rogue nation.

The poor South Korean translator would run out of breathe and fatigue as he attempted to simultaneously translate as well as listen to what the Argentinian President had to say. President Kim listened as his Argentinian counterpart explained Sweden's past conduct. Notes which Secretary Kim wrote for her own intrigue later. After the Argentinian President finished, President Kim amazed at the long list of 'dissatisfaction' to put it mildly. "I think you could talk all day about the Swedish to us." President Kim said smiling. "I hope that whatever the transgressions your two nations have faced and committed, that the path forward is one resolved through dialogue and open channels. One which, Korea can act as an interlocutor and assist in, should that be required." The President paused before continuing, thinking on something. "Thank you for your support for inter-Korean efforts. I hope I can bother you before we turn to the larger group, and offer me your advice, with your wisdom and many years in global politics."

The argentine president would stand up and with a cordial gesture invite his korean counterpart to the next room. This was a larger one, arranged with a two pedestals at front and a set of 3 argentine and 3 RoK flags arranged in the back. The room had also 10 rows of seats for the press and between the pedestals there was a small wooden table with the agreements to be signed.

The Korean Delegation would be waiting and guided by the technical staff at the summit, President Kim would be guided by his Argentine counterpart as the two prepared to sign the number of agreements.
