Dear Ms. Shinawatra,

I understand that a recent diplomatic meeting between my Minister for Foreign Affairs and the Vietnamese Global Assembly Representative has caused global headlines after it was revealed that the Assemblywoman was broadcasting the meeting to the world. Believe me, we are furious at her for doing that. In that meeting, there were several matters we discussed which included but was not limited to, Thailand. We understand that the Vietnamese Assemblywoman did make several comments about Thailand including jokingly at one stage mentioning that proposed exercises with Australia would be an exercuse in being able to quote unquote "ready to cross into Thailand under the cover of night and take advantage of an already crippled government". I can ensure you that the proposed exercises, which are probably not going to happen now as the relationship with Vietnam has become strained, will not be an exercise in any planned invasion of Thailand. Our intentions were never to plan it in that matter and this was merely a proposal by the Vietnamese Assemblywoman that I believe my Minister skimmed past or chose to ignore in order to not offend the Vietnamese in that sensitive diplomatic meeting. Those proposed exercises were to test both of our nations ability to respond to issues arising in the Indo-Pacific, ranging from terrorist attacks, humanitarian disasters and disruptions to global trade.

While Australia's concerns regarding CIS activities in the Indo-Pacific were raised during that meeting, we do not generalise every member of CIS based on the actions of a few. We have enormous respect for Thailand and personally, I believe they are one of the most peaceful and meaningful nations in the CIS-aligned bloc. You have caused minimal trouble and have made many strides for peace. Any proposal by the current Vietnamese administration to paint your nation in a negative light is met with condemnation by my government as Thailand has made no indication of being deserving of a negative image. We do not believe, contrary to what the Vietnamese believe, that every member of the CIS-aligned bloc must suddenly be treated like an enemy for merely being aligned with that bloc. We are all individual nations capable of making individual choices and while we hold concerns for the choices that your close partners, Argentina, have made in the South Pacific and South Indian Oceans, we do not believe Thailand has made any similar choices and is therefore not deserving of the image painted by the Vietnamese Assemblywoman. I ask that you personally reach out to the Vietnamese President and ask him for his view on the Assemblywoman's comments because it is possible that she is let's say, a "rogue" diplomat and that what she said while running her mouth is not reflective of the view of the Vietnamese Government. I sincerely apologise if my Minister's presence in the meeting or lack of speaking out against the Assemblywoman's comment has caused any offence within the Thai Government and I hope this matter does not put any strain on our relationship, a relationship which we wholeheartedly believe in strengthening. Take this as my formal invitation to invite you for a state visit "Down Under" to Australia so we may look to strengthening our relationship.

Yours Sincerely,
The Hon. Tanya Plibersek MP
Prime Minister of Australia

To: Tanya Plibersek
From: Yingluck Shinawatra

Dearest Prime Minister Plibersek,

I thank you for contacting me personally and clarifying the situation.

There is no need for you to apologize nor to try and explain that mishap, it seems that Vietnam is quite unsteady when it comes to communicating with or about other nations. Perhaps the warmongering of their previous communist government is still indoctrinated into their minds, who knows. And Thailand's government is certainly not 'crippled', not quite sure where she pulled that out of, quite insulting.

Regardless, Thailand will not immediately place Australia in the same mindset as Vietnam, neither will we do any form of 'preemptive strike' against Vietnam nor you, we will not be the aggressors. As for asking clarification from the Vietnamese President, we currently have a diplomat meeting with his in Hanoi and she will certainly bring the subject to attention.

I had planned to visit the President of China in Beijing, but they have yet to reply, so I would be more than happy to visit you in Australia. When would be the earliest possible time to begin my journey there?

Kindest Regards,
Yingluck Shinawatra
Prime Minister of the Rattanakosin Kingdom

Dear Ms. Shinawatra,

Well I was also hoping to meet with the President of China at sometime, so if he makes his way to Australia then we have a form of tri-nation meetings hopefully. You are welcome to make your way to Canberra at any time and the formalities with be set up and ready to go for your visit. I look forward to meeting you soon, as the world's two highest ranking female world leaders.

Yours Sincerely,

The new Jindalee Operational Radar Network which has coverage over most of Indonesia, Malaysia and Singapore would be able to track the aircaft for most of its journey from Bangkok. This would be done by No. 3 Control and Reporting Unit at RAAF Base Tindal and No. 1 Remote Sensor Unit at RAAF Base Edinbugh. Surveillance Operators would designate it "THAI AIR FORCE VIP" and it would remain with this designation as it moved through different radar sectors including Jindalee, Military Airports and Civilian Airports all of which No. 3 CRU had full access to.

As it moved from Jakarta Center to Brisbane's jurisdiction over the sea approaches to Northern Australia, it would be given its designation by Jakarta.

"Thai Air Force VIP, contact Brisbane Center on 123.00."

As it moved across the Outback: "Thai Air Force VIP, contact Brisbane Center on 128.15."

As moved over Northern New South Wales: "Thai Air Force VIP, contact Brisbane Center on 130.40."

As it began moving into Southern New South Wales: "Thai Air Force VIP, contact Melbourne Center on 112.10."

As it entered Canberra International Airport/RAAF Base Fairbairn's airspace: "Thai Air Force VIP, contact Canberra Approach on 124.50. Canberra ATIS is on 116.70."

"Thai Air Force VIP, you are cleared to land Runway 17."

As it landed: "Thai Air Force VIP, contact ground on 121.70."

"Thai Air Force VIP, taxi to parking space 31 at the RAAF Base Fairbairn precinct."

As it came to the parking space, members of the RAAF ground crew would direct the plane and attach a stairwell to the side. They would be shown to the RAAF Base Fairbairn VIP Terminal as the ground crew unloaded the bags and drove them to the small terminal. Border Force officers would give every member of the delegation a special entry visa.

"Do you have any medicines, steroids, illegal pornography, firearms, weapons, illicit drugs, more than 2250ml of alcoholic beverages, more than 25 cigarettes or 25 grams of tobacco products, more than $10,000 Australian dollars or equivalent, meat, poultry, fish, eggs, seafood, dairy, fruit, vegetables, grains, seeds, bulbs, straw, nuts, plants, parts of plants, traditional medicines or herbs, wooden articles, animals, parts of animals, animal products including equipment, pet food, eggs, biologicals, specimens, birds, fish, insects, shells, bee products, soil, items with soil attached or used in freshwater areas?" A Border Force officer would ask.

Prime Minister Yingluck Shinawatra's plane would follow the orders of Australia to the very letter, contacting each of the centers on the radio waves given to them and would follow the lead of the Australians once they would land Canberra Airport, following them to their parking space at 31.

Yingluck would follow the RAAF ground crew into the VIP Terminal and would be met with a border force officer.

"No." Would be her simple answer to his many questions.

They would be led through the terminal by DFAT staff who would show them to their Holden Caprice COMCAR cars. Once in they would be driven to the first order of business which was meeting with Australia's Head of State, the Governor-General Dame Quentin Bryce at Government House. The cars would drive out onto Pialligo Drive and towards Canberra going onto Morshead Drive, this would take them past the Department of Defence's Headquarters; the Russell Offices. The American-Australian Memorial would be seen towering in the front courtyard. They would travel down Kings Avenue across Lake Burley Griffin, past Old Parliament House and onto State Circuit which would take them around Parliament House giving a full view of the building. They would exit onto Adelaide Avenue, passing the Prime Minister's Residence; The Lodge. Finally they would go down Dunrossil Drive, a long and straight road lined with trees heading towards Government House.

The Prime Minister Tanya Plibersek would be there, however the Minister for Foreign Affairs Penny Wong would not be in attendance as she is currently on leave due to the scandal in Vietnam. The Prime Minister and Governor-General along with the Governor-General's Official Secretary, Stephen Brady, would be out on the side area where cars pull up. The car would pull up, coming under the UK's Coat of Arms which would be on the structure. Upon getting out of the car, the Governor-General would shake Yingluck's shake. "Pleasure to meet you, welcome to Australia." The Prime Minister would also shake her hand. "It's good to finally meet you, Ms. Shinawatra." The Governor-General would turn to her Official Secretary, "Your excellency, this is my secretary, Mr. Stephen Brady, he will just be helping me with administrative tasks." He would shake Yingluck's hand as well. "Pleasure to meet you."

There would be several Kangaroos visible on the huge front lawn of Government House. The AFP's Protective Security would be maintaining a close watch on Government House and providing security not only for the Governor-General and Prime Minister but also the Thai Prime Minister. The bollards would come up after the car entered Government House grounds to prevent car incursions and AFP officers would be manning the front gate along with general scouting around the perimeter.

Yingluck Shinawatra would follow the lead of those sent to collect her for the meeting by the Australian government. As the drive from the airport to the destination and location of the meeting place with the Australian Prime Minister was without conversation - the Prime Minister of Thailand would simply take in the sights of Canberra. It was a beautiful city, certainly a different atmosphere to Bangkok - especially recently. They passed a memorial site which Yingluck would guess, from the quick research that she did on the city, that is was a memorial of the Pacific War. A bit more time passed until they reached a straight road lined with lushes green trees on each side, it was quite a sight - a nature photographer's wet dream, certainly.

Once the vehicle arrived to the destination, Yingluck exited the mobile. The building was quite large and luxurious but lacked the vibrant colors that governmental buildings back in Thailand had - shame, but nice regardless. The first to shake the Thai Prime Minister's hand was, what she assumed to be, the Governor-General. "If my memory serves me well your name is Alice Bryce, yes? The pleasure is all mine, Honorable Dame."

Yingluck would then shake the Prime Minister's hand. "And you, Prime Minister Plibersek."

The Governor-General would introduce her secretary and Yingluck would shake his hand as well. "Likewise, Mr. Brady."

"Let's begin strengthening Thai-Australian Relations, shall we?"

As the Thai Prime Minister managed to make two gaffes already, misnaming Quentin Bryce with her middle name and not referring to her as Your Excellency first up, the Prime Minister would watch slightly embarassed for Yingluck.

"Alice is my middle name. Please, call me Quentin though."

The Governor-General would walk into Government House with her Secretary and Aide-de-Camp; Flight Lieutenant Casey Byron, Royal Australian Air Force, by her side. The Prime Minister would be behind with Yingluck she would whisper into her ear.

"Refer to her as Your Excellency, please."

The Governor-General would begin taking Yingluck on a tour of the House.

"Well here we have the living room, the piano room...... through here is my office." She would show her into the office, a portrait of Queen Elizabeth the II would tower over the desk.

"Not like I do much work around here... mainly Royal Assent and calling for elections nowadays." She would walk her into a meeting room where chairs would be facing each other. A Thai and Australian flag would be on display. The Prime Minister would sit in the corner of the room with the Governor-General's Secretary and Aide-de-Camp

The Press would be present and taking photos of the two leaders.

"On behalf of Her Majesty, The Queen, I formally welcome you, the Prime Minister of the Rattanakosin Kingdom, to Australia. I know that Australians are very fond of Thailand, almost 400,000 Australian citizens visit Thailand every year for vacations and other activities. I know that Phuket is a very popular destination with Australians. We would of course love to see the two-way Tourism industry grow and we would like this to be a key component of any future Thailand-Australia Free Trade Agreement."
