Dear Secretary Glass,

I hope that everything within the capital has begun to settle down and become peaceful once again. I am contacting you in the hopes of being able to re-commence official bilateral relationship between our two nations. For nearly the entirety of the history of the United States and Canada, we have had close relations in the spheres of politics, economy, and armed forces. It is my government's hopes that we will be able to rekindle these spheres between us and assure peace not only in North America but all of the American continents. Canada's biggest interests remain on re-forming the North American Aerospace Defense Command and eventually CUSFTA (Canadian-United States Free Trade Agreement).

We were also hoping to discuss the possibility of opening further arm deals between our two nations. With the world in its current state: near civil war in Zimbabwe/Rhodesia, a war over an entire continent between Argentina and Sweden, the war in Iraq, and now the attack within Washington D.C. having a modern armed forces would aid us in assuring that as little innocent lives are lost as possible and aid us in deterring war within the Americas. Therefore we would like to ask if the purchase of the following pieces of equipment would be open to Canada: ,Kitty Hawk-class Aircraft Carrier, Wasp-class Amphibious Assault Ship, Ticonderoga-class Cruiser, Arleigh Burke-class Destroyer, Shughart-class Ro/Ro Ship, Runnymeded-class LCU, LCM-1E, F/A 18E/F Super Hornet, EA-6B Prowler, E-C2 Hawkeye, C-2A Greyhound, AH-1W Super Cobra, V600 Fire Support Vehicle, FMTV Truck, Boeing E-3 Sentry, F-15C and D Eagle, F-15E Strike Eagle, Chenowth Light Strike Vehicle, SEAL Delivery Vehicle, OH-58 Kiowa, AAV-7A1 Amphibious APC, MTVR Cargo Truck and the M992 SPH Resupply Vehicle?

The United States, and more specifically the Gore Administration, is highly interested in maintaining historical friendships with nations in North America, including Canada. I can freely say that the United States is interested in restoring NORAD with Canada, among other former defense agreements and areas of cooperation which would be beneficial to both the American and Canadian peoples. Also, there is a strong possibility that in the near future, the Department of Defense will be able to sell some or even most of the items that you listed in your message. However, I have been informed by the Department of State, and the White House directly, that before we can begin to restore our national alliance and agreements, and arms deals, it is important that a high-stakes meeting occur between the United States and Canada.

I would of course refer you to the Department of State. Secretary Fitzgerald told me that he was interested in visiting Canada to discuss prudent matters with your government.

Your plane (or other aircraft) will be granted authority to land at Canadian Forces Base Uplands where an armored convoy will be awaiting to escort you through Ottawa and Gatineau up to Harrington Lake. The Canadian Department of Global Affairs would find themselves with a relatively large amount of public information about Fitzgerald, as well as some more confidential information that they, and they alone, were able to discover. The salient points of this information are as follows:
Secretary Jackson Fitzgerald, who does not like being nick-named "Jack", is an Irish-American from Boston, Massachusetts. His Irish roots are more recent than most of his American compatriots - in fact, his grandmother is still alive and well and living in Cork, Ireland and he is said to be fluent in Irish Gaelic. Theoretically, he's even eligible to apply for Irish citizenship since his father was born in Ireland. He graduated as valedictorian of his class from Harvard with a B.A. in International Relations. He served in the Department of State's Diplomatic Corps for some time. While this isn't widely known, the Canadian Department of Global Affairs suspects that Fitzgerald spent some time working for intelligence officials either in the CIA, or internally in the State Department, during his lower-status tenure in the government. He was eventually accepted to school at Trinity College in Dublin where he earned a Masters in International Politics and then returned to the State Department where he worked around the world and advised important people ranging from ambassadors to the White House. He briefly served as the American Ambassador to the Republic of Ireland before being appointed to the position of Secretary of State by President Clinton only a short time before the attack on the Capitol. There's no doubt that this appointment was partly due to his close friendship with then-Vice President Al Gore, ad thus there is also no doubt that Jackson Fitzgerald is loyal to President Gore (and also the United States, based on his long track record of diligent government work).

Personally, he has been described by those who know him as normally "stoic" even in tense situations. This stoicism is very rarely broken by absolute outrage, which he is normally able to suppress with what appears to be apathy, at least on the surface. Jackson does not have many friends, but the ones which he does have are extremely close and loyal to him. Surprisingly, Jackson did have a small police record. When he was in high school, he broke the nose of the son of the Mayor of Boston while walking home from school. The police record literally stated that he was "defending the honor" of a "16 year-old female" and that Jackson threw the first punch. In perhaps the first major non-academic accomplishment in his young life, Fitzgerald took the case to court and successfully represented himself to a jury. He was acquitted, and the Mayor actually lost his next election which is said to be, in some small part, due to the poor publicity from the "Fitzgerald sandal". Jackson is happily married to that same Irish-American woman who is two years younger than him and who is employed by the Department of Justice - they have three children, and regularly attend the Catholic Basilica in Washington D.C.

Professionally, Fitzgerald is very good at his job. He is said to not easily be wooed by grandeur when working, but is able to tell when circumstances are set up as to insult him, or the country. He has a vast interest in international geopolitics, but is fiercely loyal to the United States. The Department of Global Affairs would manage to find some older Washington Post OP/ED sections which questioned if Fitzgerald held any loyalties to Ireland, however these claims were unfounded and even labeled by some as "bigoted". Jackson's friendship with President Gore means that the President affords even more trust to the Secretary than the leader of the Free World normally would to his chief diplomat. It's said that the President and Jackson have lunch once per week.

The Department of Global Affairs would not be able to find any negative information on Fitzgerald, other than that he strangely hated Mexican food - or at least what Americans considered to be Mexican food.

Jackson had originally planned to simply fly to Ottawa, but the Secretary had lunch with Senator Benjamin Sinclair from Maine. The Senator had a number of friends in Union Pacific, and made Jackson an officer which he simply couldn't refuse. A number of last-minute preparations were made, and one of Union Pacific's oldest locomotives was driven from Cheyenne Wyoming to Washington D.C. The train was properly maintained, fueled, and watered along the way. It arrived at Central Station in Washington D.C. and, along with its tender car, a number of passenger cars, and a caboose, the train waited for the Secretary of State and his delegation to to board. Jackson, his personal secretary, twenty-five armed agents from the Diplomatic Security Service, and a dozen people from the State Department boarded the train. There was also a small staff for the train, including a conductor, fireman, engineer, and some wait-staff in the passenger cars as well as a radioman in the caboose. Union Pacific took all necessary precautions with other national train companies, as well as Canadian ones, to ensure that they had a schedule to run on and wouldn't directly conflict with any other traffic.

The F-E-F series locomotive was incredibly majestic, especially in the winter weather. For most of the trip, Fitzgerald read, drank hot chocolate, and casually looked over information which he wanted to talk about with the Canadians. His team also enjoyed the small break that this was giving them. Eventually, the steam engine arrived at the primary rail hub in Ottawa - as previously announced to the Canadian government. The secretary and his team waited for their ride provided by the Canadian government, while the train was taken to a side-track for maintenance and storage until it was time to go back to the United States.

Senior Leader Maxwell Clarke of the Maroon Shirts
With the news arriving to the Canadian government that Secretary Fitzgerald and his train had left the Gare Centrale of Montreal, the Maroon Shirts were tasked by Maverick Smith to assure that the Ottawa Train Station was safe for the foreign Secretary’s arrival and his transport to the Harrington Lake residence. Some three dozen Maroon Shirts arrived to the Ottawa station three hours before the arrival of the train, clearing three train platforms for the safety of the rail vehicle, and a route both inside the building and outside to assure that no danger would be posed to the Secretary and whomever was following him to the meeting.

Maxwell Clarke was the man in charge of the Maroon Shirts at the station, being the Senior Leader of the regiment, third in seniority only to Maverick Smith and Bianca Wright. Wright had chosen him to lead her special unit of personal bodyguards for various reasons such as being with the Maroon Shirts since it was founded roughly a year ago and having served as siblings-in-arms with Wright herself in the Canadian Airborne Regiment and having been through countless life and death situations. There was no one that Wright trusted more with her life than Clarke himself.

There were at least twenty soldiers in this section of the station, standing on guard with MP5s and pistols to ensure that no civilian approached the reserved train platform. Clarke himself was not armed, believing it to be insulting to be so with meeting a foreign diplomat.

The clock struck ten after five and the sun was setting when the rails of the station began to vibrate and the sound of the chugging train echoed through the underground. Maxwell Clarke stood at attention as the train slowed and positioned itself perfectly at the platform, he awaited for the door to open and the Secretary of State stepped out of the vehicle.

Clarke would extend his hand towards Fitzgerald. “Good evening, Secretary. Welcome to Canada, I hope the trip at the very least offered you a good view.” The man wasn’t certain why the Secretary had chosen to come by train instead of a plane, but whatever floats his boat he supposed. “I’m Maxwell Clarke, Senior Leader of the Maroon Shirts. My men have been tasked with escorting you and your own to Harrington Lake.” He’d direct the man towards the stairs. “If you would please follow me.”

Clarke would lead the men through the station, which had been left mostly vacant due to the Secretary’s visit. The path that they would take would bring them to the side of the station building instead of the front, where eighteen G-Wagens would be waiting for them alongside the Prime Minister’s personal Mercedes-Benz 500E. Clarke would open the back door of the 500E and beacon for Fitzgerald to enter, alongside whomever else he wished inside, and would take the passenger seat of the vehicle for himself.

“The drive shouldn’t be more than forty-minutes, Secretary.” The convoy left the Ottawa Station in the downtown area of the capital, following each other closely. While it was near the end of March, there was still snow in Canada, although Ottawa itself had only a carpet of it less than an inch thick. As they crossed the MacDonald-Cartier Bridge the Ottawa River could be seen below them, it’s waters pushing large chunks of ice down the river. After the bridge would be the Quebec city of Gatineau and then the roads which lead to the various woods of the Canadian wilderness. While the trees were slowly showing their leaves once more, snow still remained on the ground and the banks grew larger as they approached the PM’s house. However, the snow was still inches thick when they began driving down the Chemin of Harrington and Lake Meech to their left was still slightly frozen, the road wasn’t easy on the vehicles but they would eventually reach Harrington Lake House.

As they reached the gate, Clarke’s radio would receive a call from the booth. “HLH Perimeter. State the code.” The voice would come from the device. Clarke would answer. “SUSFU.” And as simple as that, the gate opened and then entered the driveway of the PM’s summer home.

As the convoy arrived they parked in the cul-de-sac of the property, the 500E being at the center of it for easier access to the house’s main entrance. Clarke would hurry to open Fitzgerald’s door. “Welcome to Harrington Lake, Secretary. Smith should be inside.” As he spoke the words, the Deputy Prime Minister would appear from the side of the house, dressed in his fishing outfit with a fishing rod in one hand and two fish tied to a rope on another. When he noticed the vehicle Smith placed the items on top of some firewood that was being stored on the side of the house.

Maverick Smith would hurry towards the convoy and extend his hand to the Secretary of State. “Good evening! Thank you for taking me up on my invitation, Secretary Fitzgerald. We have much to discuss, I’m certain you can agree with me on that.” He would turn and beacon for the man to follow him back to the house. “If you don’t mind I’ll have to ask that any armed security refrain from bringing any firearm inside… the Maroon Shirts will remain outside apart from Senior Leader Clarke.” The man would open the entrance to the house, knocking the snow off of his boots before taking them off. “Is there anything that I can grab for you and your people before we begin the official meeting? Drinks? Food?” Finally the dining room would be where Fitzgerald would lastly be led, where Minister Theodore Kane was already seated.

“It’s nice to finally meet you in person, Secretary Fitzgerald.” Minister Kane would greet him, unable to stand from his wheelchair.

“Pick any seat, Secretary.” Smith would order as he took his own beside Minister Kane. “You are our guest here, Sir, you may begin if you so wish.”

"Nice to meet you, Mister Clarke," Fitzgerald sad after getting off the train platform, as steam billowed from the large steam engine to his left. The Secretary of State and his entourage traveled in the vehicles provided by the Canadians. Fitzgerald enjoyed watching the winter-wonderland of a landscape pass by as they drove to the remote residence. Fitzgerald shook the Deputy Prime Minister's hand and smiled, "It's very nice to meet you, Deputy Prime Minister. It's been some time since I've visited Canada," he said as he walked with the Smith. The armed Diplomatic Security agents stayed outside, most of which were wearing sunglasses, and some of which continuously watched the Maroon Shirts.

"Thank you, but I'm just fine," he said in a friendly voice when he was offered refreshments. Fitzgerald shook hands with Minister Kane, and didn't seem to be phased that the man was in a wheelchair.
"It's nice to meet you as well, Minister Kane. Thank you both for allowing me to come," he said. He took an appropriate seat and looked at the two men.

"President Gore asked me to come to Canada, with a mission in mind: to assess the condition of your government. I apologize if some questions seem rhetorical, or if it seems like I may be asking things that I may already know the answer to, but I would like to understand your perspective. Can you tell me about the ideology of the Nationalist Party? What exactly is its mission to achieve for Canada?" he asked first, with more questions obviously prepared.

"I suspected you would," the Deputy Prime Minister would admitted, "it wasn't long ago that anti-democratic nations accused us of being Nationalist Socialists - Nazis, racists, imperialists... I can assure you that none of these accusations reflect anywhere close to what we in the government and in the Nationalist Party believe." Smith would adjust himself within his seat. "That is not to say that everyone has different beliefs when it comes to an ideology, but it is what it is. The Nationalist Party is one made up of workers, such as myself, and veterans - such as Clarke and Kane here... and Wright herself. All having served for a handful of years in the armed forces. The majority of us come from middle class households, we've worked our entire lives, we've gotten dirty, and we know the struggles of the average families of Canada and we have come together to assure such struggles are mended and that the lives of all Canadians - new or old, can become better than ever before.

The majority of our stances are directed towards the economy, where we take a populist approach. We plan to end corporate welfare, phasing out supply management, increasing airline competition, reducing tax brackets, and privatizing the Canada Post. We hold to the belief of producerism; that those who engage in the production of tangible wealth are far more valuable to society than people who inherit their wealth and station. The Party also hopes to redistribute the wealth of the nation to the people of Canada through taxes, charity, welfare, public services, and monetary policies. In doing all of this, we also hope to bring economic independence to Canada - assuring that nothing such as the very close GA resolution to sanction us will ever harm us as much as it should.

Furthermore, our foreign policy's stance is the support of multilateralism, non-interventionism, support of free trade, and humanitarianism. Our future plans involve the elimination of ethnic identity - assuring that all of those who emigrate to Canada identify themselves as Canadians, removing future ethnic divides between our nations - such as racism. Aiding this would be our limit of 150,000 immigrants every year, assuring that there is both enough place and time for them to find employment and integrate within Canada."

With that Smith was finished, but Kane continued slightly.

"We also hold the belief that Canada has an obligation to honor the nation's sacred commitment to our military men and women and make sure our veterans receive the support they deserve. We plan to enshrine in legislation the country's obligations to our veterans in a Military Covenant"

"Racism is something inherent in the human psyche. It is engrained in the DNA of every single person - it has to do with self-preservation and that we want our genes to continue on to new generations, so of course we'd naturally feel against someone who seemingly has very different genetics than we would melding into our culture. Our genes don't like competition... At least, my father was an evolutionary biologist, and that's what he thought. The only thing we can do is try to suppress racism within ourselves as individuals, and do the best we can to continue to step forward in history," the Secretary said to his captive audience. He was about to move on to the Canadian economic policy, when his pager went off.

"Forgive me, gentlemen," he said as he read the pager (which was of course encrypted - I'm really starting to think this damn encryption rule is silly, I just encrypted a pager for Pete's sake). "The Secretary of Defense says he needs to speak to me urgently. Please, just afford me two minutes," he said. If the two men had no problem with this, he would get up from his seat and simply walk to a corner of the room where he took out his cell phone and made an encrypted call to the Pentagon.

"Secretary Fitzgerald?" the Minister of Defense asked as he answered the phone.
"Yes... I'm in a meeting with the Canadians right now, can this wai-" Jackson was unable to finish his sentence.
"The Canadian Minister of Defense just sent a request to American Defense sales to buy a single chemical warhead - VX," he said.
"What?!" Jackson asked as he looked over to the totally-not-a-Nazi sitting in his wheelchair.
"Secretary Fitzgerald, I'd like you to very calmly go back to the meeting, and tell him that I said to 'Fuck off'. Alright?"
"Alright, thanks for letting me know," Jackson said, before hanging up the phone.

Jackson retook his seat and awkwardly looked at the Minister of Defense, "Did... you just try buying a chemical warhead from American Defense Sales? The Secretary of Defense wanted me to personally tell you.... no," he said, before rubbing his face awkwardly and then looking to his more diplomatic counterpart.

"Where were we... Oh, there is another matter President Gore wanted me to discuss. Our relationship with the British is essential, as is our relationship with Canada. I assume that you two can, and probably do, see eye-to-eye on a lot of foreign policy matters, not to mention you have a great historical relationship. I would hope that the Canadian government will soon request that Her Majesty The Queen appoint a new Governor General for Canada, correct?" he asked, carefully trying to feel out whether or not Canada would remain part of the Realm.

Minister Kane would be closing the screen to his laptop as the Secretary re-entered the room. "I uh... I'm sorry? I ordered some hundred M113A2 TUAs for the Canadian Army the... chemical warhead is surely a typo on my end. I deeply apologize for that."

Smith would look at Kane with a pure 'What the Fuck?!' face. The man in the wheelchair would shrug to him.

Smith cleared his throat before continuing. "We haven't discussed much in the way of foreign affairs with the British as of yet. But from my understanding we both have similar beliefs to the current situation in Zimbabwe and the flooding of peacekeepers and humanitarians." Fitzgerald then mentioned the Queen and a Governor General, not that either was of the Secretary's concern... but Smith entertained - as was his purpose. "Yes, we have. No news as of yet from Her Majesty. I hope that we can hear from her soon... otherwise we may have to find a new way of appointing a Governor General."

Kane would take over the conversation. "How are things State side? Regarding the attack on Washington D.C... has there been any information regarding who was responsible?"

At this moment Theodore Kane would receive a call from his phone. Usually, he would deny it, but the name appeared as Bianca Wright. He could, of course, not deny such a call - especially with the PM knowing that he was in this meeting. "Could you excuse me for just one moment, please?" Would answer answer the call and within forty-five seconds, it was over. Theodore Kane would place the phone back onto the table and ask Clarke to assure that they were in entire privacy before continuing the discussion. "That was Bianca Wright..." he told them and as per Wright's request would tell Fitzgerald. "She has just informed be that the Joint Task Force 2 has secured intelligence that France had sent weapons to a known Quebecois terrorist: Raymond Villeneuve. The government has had him on surveillance for years since his prison release... and now the Joint Task Force 2 has just concluded their arrest of him and the securing of a shipment of five thousand FAMAS assault rifles. Secretary Fitzgerald, it would appear that the High Kingdom of France and some organization known as the Oriflamme Society has been arming and possibly funding Quebecois terrorists."

Smith would look to Kane, shocked and ask a very simply question. "You don't believe that they may also have had something to do with the attack on Washington D.C., do you?"

"I'm not sure. But Villeneuve has been detained and will be going under extreme interrogation for information. Secretary Fitzgerald, I apologize to burden you with such news but Canada is uncertain on what our next move should be."

As an American, I of course wouldn't advocate anyone to live under a monarch, but my point was that the lack of a Governor General is starting to have some people ask questions. "The Federal Government is investigating the attacks, and has a number of leads. That's really all I can say about it at this time. The American people are eager for more information - I'm hopeful that soon we will be able to," he said as he continued to respond to the Canadians' questions.

"If that's true, then that is very concerning," he said, in regard to the shipment of weapons to Canada. "Is there any evidence that points to a certain group or individual in France sending the weapons?" he asked.
"I don't think French involvement on the Washington attack would coincide with our ongoing investigation, but I really can't provide any salient details about it since it's ongoing... I would understand if either of you, or both of you, needed to leave to deal with this situation. We of course can resume this meeting later, if need-be," he said, though he hoped they would be able to finish their conversation.

If one or both of them were willing to stay, he would continue.
"What is the Canadian stance on the situation in Antarctica?" he asked.

But Secretary, with all due respect - what the French have committed in Quebec is nothing short of an act of war - I believe Antarctica can wait for the moment." Minister Kane would open up his laptop once more where he would open his e-mail, the pictures of the shipment that the JTF2 had taken were sent to him with the upmost encryption and secrecy. He would turn the laptop towards Fitzgerald, showing him the weapons. "The Joint Task Force 2 has secured the weapon shipment. There are five thousand FAMAS assault rifles in total. Newly built, and the manufacturing numbers and symbols were not removed from the firearms. They were built by Nexter Systems - France's government-owned weapons manufacturers who build everything from main battle tanks, to artillery... and of course, the FAMAS assault rifles. The JTF2 have also secured the terrorist's, Raymond Villeneuve, laptop which have the e-mails exchanged between the two.

I will warn you right now, Secretary Fitzgerald; Canada will attempt to avoid war by contacting the Secretary General of the Global Assembly. But if this fails... we will have to retaliate an act of war with war."

Fitzgerald blinked, "Minister Kane, you've confirmed these weapons are of French origin, and that they were even built by a French state-owned manufacturer. If you don't mind sharing this kind of information with me - is there any evidence that the French government sent the weapons? There are other possibilities, such as an organized criminal organization stealing the weapons and selling them to the terrorists in Quebec - or someone trying to frame the French. I'm not defending them, but I'm asking these questions because it's rather important to be sure before escalating things to the edge of violence... However, if the French government did try to arm terrorists in Quebec, then that is inexcusable, and you have the support of the United States to help resolve this situation... Though I hope this can all be resolved peacefully," he noted.
