With the conformation of the Spanish that they'll be attending the meeting with the Associate Deputy Minister of Foreign Affairs for European Affairs, a task force would be set up to escort the Spanish delegation throughout the entire visit of Canada. The Spanish were notified to land at Ottawa Macdonald-Cartier International Airport where an armored convoy would be waiting for the Spanish.

With a reshuffle in the Ministry of Foreign Affairs, a new representative was to visit Canada on behalf of the Kingdom of Spain. Beatriz Larrotcha would depart on a Iberia flight towards Canada where she was in Business Class. She would catch up on some work and would sleep for most of the flight to attempt to avoid jet lag before landing at Ottawa Macdonald-Cartier International Airport.

Once landing, the Iberian Flight would be issued to a stand alone gate where it will be easy to escort the Spanish of the plane before escorting her to an awaiting convoy to drive the Spanish delegation to the meeting location. Armed Officers will be escorting the Spanish representative at all times throughout the entire visit.

The Spanish delegate lands in Ottawa, the capital city of Canada and takes the transport provided to the location of where the meeting was going to take place. After a short while, she got out and met with the Canadian minister and shook his hand.

"Hello there, a pleasure to be in Canada. On behalf of Spain, we would like to congratulate the people of Canada as well as your government in the recent elections. How is everything going so far?"

"Pleasure is all mine" The associate minister said as he greeted the Spanish before continuing "It's pretty well considering what has happened in the past with previous administrations" He'd pause leading the way into his office "Can I get you anything? How are things in Spain?"

The Minister took a seat next to the Minister and smiled.

"Just a water please. Things are going well in Spain. We finally have a strong and stable government which is well after previous administrations. What's the situation I've been informed about by my assistant in regards to Brazil?"

An aide would bring in two bottles of ice cold water, one for each minister. The associate minister would begin to speak up "It's a touchy subject, they email'd us regarding our choice of issuing a Exercise a strong degree of caution" travel advisory, although some of the reply was a mishap on our administration side, we simply told them it was due to the fact that their crime rate is quite high. They failed to provide evidence that there crime rate as fallen and so forth. We exchanged closures of embassies and consulates. We gave them 24hours to remove the staff from the country with there reply they expelled civilians and our embassy staff, so we issued a DO NOT TRAVEL advisory onto their nation. While I'm here would it be possible for any Canadians to travel on Iberian flights out of Brazil? We'd pay for this service of course"

The Minister opened the bottle of water and took a sip from it, putting it down on the table.

"Of course, I shall pass this onto the Ministry of Development who will then pass it down to the Chairman of Iberia who will direct more resources to evacuating Canadian citizens out of Brazil back to Spain and then onto Canada where they will be back home. I can't stand Brazil, the government just seems very cocky and arrogant."

The Secretary of Foreign Affairs watches pulls out her tablet and watches a Spanish news channel broadcasting the footage, her eyes widen at the situation as she gains a further understanding of what is going on.

"Jesus, what a shit show. Spain obviously stands with the Canadian people and we will openly condemn this situation when we can. I have the backing of my country to offer any resources to your government if its required."

"This brings me onto my next subject, we see Canada as an important friend and we believe that cooperation between our two countries is key. If this room is secure then I would like to present a document to you." Once the Minister receives the all clear from her Canadian counterpart, then and only then would she remove a document from her locked briefcase and would hand it over.


SPANISH-CANADIAN INTELLIGENCE SHARING AGREEMENT
HIGHLY CLASSIFIED - AUTHORISED EYES ONLY

Following is the written and official copy of the ESP-CAN Intelligence Sharing Agreement and its policy articles now formally agreed between the representatives of both the Kingdom of Spain and the Government of Canada.

1. The factors stated for the need of the Spain and Canada Intelligence Agreement are as follows:-
(a) The setting up and development of Iberian-Canadian Intelligence Cooperation and working consistently throughout the near future.
(b) To further support Iberian-Canadian Defence with the raising need for intelligence from within foreign parties or even parties within either nation that have been identified by either government.

2. The following are the official articles that will be followed as the official agreement:-
(a) None of the stated articles are to be construed as contravening and any clauses of the agreement that one of the parties disagrees with will be dealt with appropriately via political means at the time an amendment is suggested.
(b) The objective of this agreement is to ensure that great advantage is obtained from the combined personnel and facilities of both parties.
(c) In accordance with these arrangements, each party will continue to make available to the other, continuously, currently with request, all raw data technological or physical that may concern activities, priorities or facilities both present and planned.
(d) Each party agrees to liaison personnel within both nations to ensure top cooperation throughout the agreement's life.
(e) The two parties will continue to effect elimination of unnecessary duplication of documents in order to ensure the maximum exploitation of foreign communications and data. However, the activities undertaken by either party must be denied at all costs to ensure complete secrecy of acts committed by either signatory.
(f) Either party may ask for assistance when necessary and such requests will be for filled whenever made.
(g) Both parties are aware of the threat that an unforeseen attack on either intelligence agency may cause and must be willing to commit to a joint emergency operation to avoid the secrecy of this agreement being released into the public domain.
(h) Both parties agree to supply copies of any documentation, data or information collected upon request.
(i) Both parties have a right to ask for amendments at any time during the life of the agreement. (refer to 2a)
(j) At no point may either party share, display or publish any of the documentation obtained without expressed permission from the other party.

The room was secure, only the Ministers were inside with none else near by. The Minister sat up right taking the document in hand reading it over before speaking “This is something we can agree on definitely however I will need to get approval from the Prime Minister and the Governor-General, but I can assure you this document will get their seal of approval”

"Of course, that is totally understandable, just let me know if the Prime Minister and/or Governor-General need any more information on the proposition of partnering our two intelligence agencies to share and work with each other. Spain has taken the liberty to suspend the operating licenses of all Brazilian carriers who operate to airports around Spain and Iberia has suspended its operations to Brazil. It is looking to reopen a route from Adolfo Suárez Madrid–Barajas Airport to
Toronto Pearson International Airport and Montréal–Pierre Elliott Trudeau International Airport to compensate for the loss. The company does not operate routes to Canada but a recent study has shown that many people from Spain visit Canada but have to connect in the United Kingdom and United States. Is this something that can be done or will I need to forward the request onto your Minister of Transport?"

“No, I can arrange this myself especially after all the support you have offered Canada. This can certainly be done.

I understand Air Canada operates the following flights;
Toronto to Madrid, Toronto to Barcelona,Montreal to Barcelona. We wish to increase these to 3 times a week on a Monday, Wednesday and Saturday including returns as well as open up Montreal to Madrid three times a week including returns on a Monday, Wednesday and Saturday. Would this be viable for Spanish Civial Air Authority, I’m also sure we can organise a codeshare agreement between the airlines to offer a lot more flights for our civilians. With that in mind, when we are done here, I’d like to take you over to their Head Office, I’m quite good friends with the Chief Executive Officer!”

It would be a pleasure to visit the Air Canada headquarters. I worked for Iberia as a first officer back in the days when they operated the old Boeing 747's so I've seen my fair share of aviation." She chuckles, taking a sip of water.

"That sounds reasonable, I shall get the Canadian Civil Air Authority to organise this along with the Chief Executive Officers of the airports! Is there anything else you'd like to discuss before we head out to the Air Canada Head Office?" the minister would pause, receiving a text regarding the Intelligence Treaty giving the go ahead to sign it, the minister would clear their throat before speaking again "I've been given the go ahead to sign the Intelligence Agreement between Spain and Canada"
