Following the mobilization of the Japanese military, several unused commercial vessels owned by the Japanese government following the dissolution of ITS were now being hastily converted to troopships. The desire was for speed and efficiency, with troop comfort second. The ships would be effective, albeit not the most pleasant to be aboard. Soldiers would have beds, toilets, showers, and food and little else.
The following vessels were undergoing refit and conversion:
JS Shachi Maru - (5,000 Soldiers)
JS Sake Maru - (5,000 Soldiers)
JS Same Maru - (10,000 Soldiers)
JS Koi Maru - (10,000 Soldiers)
JS Goma Soba Maru - (10,000 Soldiers)

The refits were going to be simple:
1. Mattress frames would be bolted to the floor in the following dimension 1m x 2m by simple welding of metal bars. The frame would be a simple welded rectangle of those dimensions, with four legs bolted to the floor. A cradle would be created for a mattress so that the mattress would not slide during movement by welding a frame around which the mattress would be placed on top of the rectangle.
2. Portable toilets would be installed in the ships where the soldiers would sleep. The toilets would be secured in place via a metal framework bolted to the floor of the ship. A simple hose would be installed in the backs of the toilets to pump out waste. A pipe would be connected to the ship's water filter spray water sufficient for showering in designated areas. Simple cooking facilities would be installed by taking generators and stoves and securing them in place with metal frames. Generators would be installed in areas that were well ventilated to prevent fume accumulation.
In order to execute this quick construction, soldiers of the JGSDF were ordered to assist and skilled labor was recruiting from Tokyo and beyond.
With everything being bolted to the floors, when the operation was over, the bolts could be removed and the ships returned to their original function as cargo vessels.
