Subject: Purchase of Recconnaisance vehicles, cooperation in the Middle East

Greetings. With a mutual war being waged against the Turkish and Saudi governments, we consider it a necessity to reach out to your government in the hope of some form of cooperation. The Congo has deployed a significant naval force as well as two armored regiments. As of now, we have no nations willing to allow us to land these tank forces to partake in actions against our enemies. We currently have a pending request to the brits to this effect, but we have yet to receive a response. Our goal in the region is to bring the Turkish government to a kneel and to have it replaced. Their slaughter of not only Congolese citizens in a peacekeeping role but also Jewish civilians on basis of religion and ethnicity could not be ignored, hence our declaration of war. In addition to this, the Congo is looking to bolster its reconnaissance capabilities in light of our recent far-ranging conflicts. To this effect, we are looking to purchase Three SR-71 Blackbird Reconnaissance Aircraft, with associated maintenance licenses. Whether these are done by LPLs or production in the US, we are willing to work around your abilities.

A secure response would be sent to the Congo from the Department of State. Secretary of State Jackson Fitzgerald would thank Chief Onwudiwe for his message and support in the conflict against Turkey. He would give his condolences for the deaths of Congolese soldiers and promise that the United States was doing everything in its power to bring those responsible to justice. In fact, he would confirm to him that major military operations were presently underway against the Turkish state. He would mention the possibility of further discussions between their countries, specifically with the American Ambassador, and would mention that the United States finds its relationships with African countries exceptionally important as they're some of the fastest growing nations in the world. At the end of the message, he would briefly state that no aircraft named the "SR-71 Blackbird" exists, or has ever existed, and that the United States does not operate any reconnaissance aircraft of any kind. He would then give his best regards and mention that if the Congo has any military assets in the Mediterranean Sea, the United States could help aid them if they are in need of assistance.
