The Mongolian Ministry of Defense would receive a phone call from the Russian Ministry of Defense from the office of Pavel Grachev. The Russian Minister would wait patiently for his Mongolian Counterpart to pick up, or for their secretary to do so instead. As he waited he was reading the message sent to them. This was all most curious. Regardless, he did have a list ready to be used in the event that a sale was possible.
