Dear Your Excellency, I wish to extend my heart feel appreciations for your governments offer to mediate between France and Germany. Amidst the colossal impact for the current European order should our relations schism we appreciate Portugal prioritizing European security and cooperation. With the objective of fostering European peace and stability, I have expressed a willingness to have an unconditional meeting with the French Prime Minister. Although the initial preference of the French Government was to convene in France, the German Government has insisted to hold the meeting in Portugal, which graciously extended its mediation services. As the host nation, we kindly request your assistance in inviting the French Prime Minister and myself to a location of your preference. The sole condition for this meeting is that it takes place discreetly, and we seek the utmost discretion from your government in this matter. We acknowledge and respect the professionalism inherent in Portugal's institutions. Anticipating the forthcoming meeting, we hope that arrangements can be made for my detail and a pre-team to arrive in advance. I am eager to engage in constructive discussions that may pave the way for a peaceful resolution to the current challenges confronting Germany. Thank you for your appreciative words, and Portugal is honored to play a role in mediating the issue at hand between France and Germany during these challenging times.

I am pleased to inform you that after fruitful discussions with the French government over the phone, an agreement has been reached for a discreet meeting to be held in Braga, Portugal. Both parties have expressed their commitment to a peaceful resolution and have agreed to your proposed location.

The meeting is scheduled to take place at the Town Hall of Braga, with myself serving as the mediator and host. To ensure the utmost discretion, the Diplomatic Protection Unit will be present to escort both the French leadership and yourself to the meeting venue. The Porto Airport will be cleared for your discrete arrival. Upon entering Portuguese Airspace, you will be escorted by Portuguese 4 x F-16's.

Considering the urgency of the matter, we recommend that both parties make arrangements to arrive either today or tomorrow. Portugal is fully committed to facilitating a constructive and confidential dialogue that contributes to European peace and stability. We appreciate your trust in Portugal's institutions and our dedication to maintaining a discreet and professional environment for the upcoming meeting. Dear Your Excellency, Due to security concerns while the Chancellor is traveling we have arranged for two MiG-29s of the German Air Force to escort the Chancellor and her aircraft through French and Spanish Airspace till they arrive in Portugal. We hope that necessary measures may be given to allow the two German military aircrafts to enter Portuguese airspace and land. Additionally a team of 12 members of the BKA's Personal Protection Detail will join the chancellor and while we understand the site and zone security will be handled by Portuguese authorities we ask that the BKA be included in the on-site security arrangements. The Chancellor is expected to arrive tomorrow given the current travel ban against the her and her government we have requested special permission by France which requires us to give 24 hours notice. Our delegation will consist of the Chancellor, the Minister for European Affairs, the Director of Legal Affairs, and the German Ambassador to Portugal. We look forward to the fruitful outcome of the talks and place our trust in Portugal acting as a neutral mediator to help push us across the finish line. Thank you for providing a comprehensive detail regarding the security arrangements for the upcoming visit of the German Chancellor and the delegation to Portugal. We acknowledge the security concerns during her travel and understand the need for heightened measures.

Regarding the request for two MiG-29s of the German Air Force to escort the Chancellor and her aircraft through French and Spanish airspace, we duly note the necessity of their entry into Portuguese airspace and their subsequent landing. The required permissions will be processed, and the necessary measures will be taken to facilitate a smooth and secure transition. However, we must inform you that we do not possess a Aircraft capable of refueling them, I believe it would be prudent to send your own.

We appreciate the proactive involvement of the BKA's Personal Protection Detail, in ensuring the safety of the Chancellor during the visit. While the site and zone security will be handled by Portuguese authorities, we will certainly include the BKA in the on-site security arrangements to ensure comprehensive coverage, they will work closely together with our to ensure maximum safety. We ask that the language used for communication be in English to facilitate it.

We welcome the Chancellor, the Minister for European Affairs, the Director of Legal Affairs, and the German Ambassador to Portugal for the upcoming discussions. As a neutral mediator, we are dedicated to ensuring a constructive and fruitful outcome of the talks.
