Dear, Director

We are glad that the German Foreign ministry wishes to reach out and establish diplomatic ties with us and are glad that despite our dark past that peaceful relations can be established between Tashkent and Berlin.

With the recent implementation of the R.S.E.I Plan we could use as much support as possible to modernize our resource extraction and industrial production.

With that said, We would be happy to expand German-Soviet Relations. As a first act we would like to welcome an ambassador to tashkent. if you would also accept one into Berlin of course. We hope that this will be the first step into a long and healthy relationship between our 2 states.

We have taken note of the current economic plans under RSEI and we are eager to become partners with the Uzbek Government on the project and offer financial, technical, and material support for economic development in your country. The Chancellor backs stronger engagement and cooperation between Tashkent and Berlin. We are eager to find other avenues to cooperate and expand our partnership.

We would be happy to reciprocate exchanges of Ambassadors between Germany and the Uzbek Soviet Republic. Alongside this I would like to propose a grant of $250 million to support the RSEI with the inclusion of terms for priority ranking for German corporations to bid in the construction and development phase of the RSEI. Our tentative Ambassador shall be equipped to discuss this further if your Government is interested in such a proposal.

Dear Director,

Despite we appreciating the offer from the German government we unfortunately cannot offer exclusive building rights to build in our country. one of the major purposes of the RSEI Plan is to free the Soviet Union from the control of foreign company monopolies. as for several years now the PRC had control over the vital operations in Uzbekistan. with the collapse of the PRC we took it as an opportunity to build up and develop local companies such as Uzbekneftegaz, Almalyk MMC, and Uzbeksteel etc. Instead of offering exclusive building rights to german companies we would like to offer uzbek resources to the german companies and government for a discount. easing the cost on vital resources such as oil and even some non essential resources like Gold.

We hope that the compromise is not a deal breaker for the development of a relationship between our two states. as for the ambassador to berlin we are sending Dilshod Akhatov as our representative from Tashkent. as we begin the construction of an german embassy in tashkent

I wish to clarify an error in your remarks, perhaps due to mistranslation, we asked for a priority ranking for German companies bidding in the project not for exclusive building rights. The investment is tied to German companies being allowed to fairly bid with Uzbek corporations for RSEI projects.

Our proposal is German investments into future RSEI projects and the inclusion of German companies in the project along with priority ranking against foreign companies bidding for the project. I am sure German companies will be happy to work with local Uzbek companies and this may provide potential for future cooperation.

On the second item you have suggested, a trade agreement will require a more robust discussion and it is one we are happy to have with your Government.

My Office has tentatively assigned Dr Aristide Fenster to serve as Germany's representative until he can be formally assigned by the German Government. We look forward to the completion of this new Embassy.In the meantime the former Uzbek Embassy shall be renovated for the full restoration of diplomatic relations.
