Following the succesful negotiations between the Federal Democratic Republic of Ethiopia and the State of Eritrea that resulted in territorial swaps to consolidate a new, final de jure border between both nations, the Ministry of Defence of Ethiopia, following clear directives from the Prime Minister woudl prepare a operation to guarantee a swift transition of the formal administrations of the involved territories.

The oficial exchange of sovereignty would enter into effect exactly on the 31st of December 2001 at 23.59 local time. Following the agreed terms, both Ethiopia and Eritrea would allow for the designated personnel from each others nation enter the territories to be incoroporated to oversee and manage the procedure and mantain peace and stability, ahead of said dateline to have everything in place beforehand.

The eritrean government would privately be informed of the details and updates of the present operation.

Official orders from the Ministry of Defence would be privately transmited to the Northern Military Command of the Ethiopian Ground Forces. A detachment of 2500 military personnel from the 2nd Infantry Division, headquartered in the city of Semera would be briefed and prepared for Operation High Seas, with the objective of, following the Ethopia-Eritrea agreement, entering the soon to be former province of Eritrea of Southern Red Sea and take effective control on the ground.

Semera was located about 80km from the Southern Red Sea Province, for which logistical preparations would be made to cover all logistical needs, including rations, water and equipment in general.

Meanwhile, in the northwest, border patrols and local authorities would be given instructions to allow the designated eritrean personnel to enter the territory of Western Tigray and Northwestern Tigray and to prepare the formal handover of power there. Federal security forces from Ethiopia would be gradually withdrawn.

Eritrean Army personnel had departed for the border in military technicals and trucks, they soon crossed over into the regions of Western Tigray and Northwestern Tigray which had been ceded to the State of Eritrea by the Federal Democratic Republic of Ethiopia. They did carry assigned weaponry which included loaded AK-47s but did not display these violently to any armed personnel they came across. Officially, the treaty wasn't in force until the end of December but the personnel had received orders to inspect the territorial border towns and infrastructure and report back to the President so that his orders could be fed back to the armed personnel on the ground. It was decided that President Isaias Afwerki was to visit the territory when the agreement entered into effect.

Military and law enforcement personnel in the Southern Red Sea district of Eritrea had began dismantling stations and military infrastructure as they prepared for the handover of the region to Ethiopia, Ethiopian personnel had been invited to inspect the territory if they desired before the official handover was to happen.

The ethiopian troops, fully equiped with with standard loadout, including their weaponry (although unloaded and being only carried passively) would start their march from the city of Semera northwards following highway A1. They would go at a standard pace, taking into consideration the high temperatures present at this region of the country and regularly stopping for hydration and rest.

The distance between Semera and the border is about 200km, which should take the 2,500 ethiopian ground troops about 8 hours.

Once they reached the outskirts of the town of Bore, right on the new provincial border with the new Region, they would set camp and await a final briefing and distribution of taks and operations to be launched the next day.

The 1,500 of the troops temporarily station in the town of Bore would be ready to depart 2 days later in the early morning. Again they would use the hours of less temperature and exposure to the sun to do the bulk of the march. They would cross into the Red Sea Region - formerly known as the eritrean Southern Red Sea Province - and follow highway P7 towards the city of Assab.

The 40km long strech would be done in just few hours at standard pace and the destination would be reached by before midday. The column would encamp in the ourskirts of the port city and set up a temporary camp.

Technical personnel would enter the city and take effective control of the city and public infrastructure, following the ethiopi-eritrean agreement.

The 1,000 remaining troops in Bore would depart that town on the next day and join their comrades in Assab.

With the city of Assab under effective control, 2 groups of 500 soldiers would split up and head northwards following the corresponding branch of the P7 highway.

Along their path, they would visit and take effective control of the smaller towns and hamlets in the sparsely populated interior of the new ethiopian province.

The troops would rest well and be well provisioned, engaging in friendly contacts with the locals.

After some days they would reach the norther end of the Region, right next to the now formal de jure border between Ethiopia and Eritrea.

This would culminate the efforts by the ethiopian authority to take effective control of the annexed territory, following the Eritrean-Ethiopian Agreement. With this, and the transfer of the West Tigray and northwestern Tugray to Eritrean control, the territorial swap would be complete.

Operation complete.
