A formal and private letter would be sent to the governments of the Kingdom of the Netherlands, the United Kingdom of Great Britain and Northern Ireland and the Kingdom of Norway, inviting them to the European Treaty Organisation's Council of Leaders session for the year 2012. The session is to be hosted in the ETO's Headquarters situated in the Hague.

Security would be heightened with the expected attendance of multiple heads of state. With increased police and the Royal Netherlands Constabulary presence in and around high risk targets in the Hague such as the Heart of Europe, Rotterdam the Hague Airport and the Binnenhof.

The British Delegates who represent Britain's interest in the European Treaty Organisation had responded to the letter, highlighting their intent to arrive. Following confirmation of the time, the delegates ensured they were at the Headquarters in the Hague ready for the Council Meeting to begin. This would be led by the British Deputy Prime Minister.

ETO and Dutch officials were informed that King Enoch would travel to The Hague along with his Minister of Foreign Affairs, Jakob Vinter. Ten armed soldiers of The King's Guard, along with some Minister Vinter's diplomatic staff, accompanied the King and Minister on the flight.

Both flights would be directed to land at Rotterdam the Hague Airport, where they were each led to a secure government stand where a motorcade for each delegation would be waiting. The 3rd Ceremonial Guard from the Royal Netherlands Guard would be providing security duties. The airports Royal Netherlands Constabulary detachment would register and check each of the firearms brought in by the foreign delegations security detail before allowing them to continue.

Both motorcades would directly head, under National Police escort, to the ETO Headquarters. Security at the Heart of Europe had been beefed up for the duration of the meeting, the delegations would pass through a body scanner and their bags would be x-rayed.

Led into a conference room set up to hold the three parties, namely the United Kingdom, the Netherlands and Norway, alongside a table specifically for the members of the European Treaty Organisation.

Once the Dutch delegation, led by his Majesty King Willem Alexander and the government representative of Vice Premier Mark Rutte and their delegation had taken their seats the President of the European Treaty Organisation and his staff would walk in and take their places.

President van Vreeswijk would stand, starting the conference "Monarchs, leaders and honourable delegates. I welcome you to the Heart of Europe, we are here today to reflect upon the past year, our successes and our failures. Today is meant to allow us to learn from our mistakes, ensuring they will not happen again, and to look towards a brighter future."

"The European Treaty Organisation, with its member states the Netherlands and the United Kingdom have worked hard this year to solidify the foundation of our organisation, to set up the groundworks upon we shall build a better future, for that I deeply thank you."

"As we all know, I invited Norway to this conference, a beautiful nation I recently visited and had the honour of addressing. Norway is a nation we would be honoured to have alongside us, working on ensuring peace and prosperity for the European people."

"As we move forward, I am excited to finally work towards expanding the base of the ETO, by accepting new members and setting up new agencies. Such as the European Business Council, an agency whose directive would be to improve the attractiveness of our nation's for companies to set up their operations in."

"The European Foreign Office, responsible for representing the European Treaty Organisation on the international stage, by combining our voices we could be the driving force for peace by mediating disputes and forging friendships."

"The European Environmental Agency will become the primary agency responsible for ensuring we work towards sustainability, to safeguard future generations from global warming and other environmental disasters."

"The European Technology Institute is to be our agency for researching and developing civilian technologies which are to be essential for economic development."

"The European Medical Agency is to safeguard our citizens from harm on all medical levels including possible hazards from biochemical warfare. This agency would also be charged with researching and developing vaccines to continue to eradicate diseases from our planet."

"Lastly, and my most ambitious is the European Development Foundation, by combining our foreign aid and development budgets we can work together on assisting nations in the improvement of education, law, health and security."

"This is my plan for the future, now I would like to hear your thoughts."

The King's Guard allowed their weapons and ammunition types to be registered by the Dutch authorities. Each of the guards were armed with two Heckler & Koch USPs and the appropriate ammunition. A normal security detail would also involve some of the guards having disclosed assault rifles/machine guns, but it was decided at the last minute to avoid this precaution. The Norwegian delegation followed all other security directives and procedures set forth by the Dutch. The Guard would remain by the King's side until they arrived in the meeting room. Once inside, he would exchange a friendly glance to the other leaders.

"Mister President," King Enoch said after taking his seat with the other international dignitaries. "Thank you, and the British and Dutch delegations, for inviting the Kingdom of Norway to this meeting. Your speech to the Storting was well-received both in Oslo and throughout Norway. I am very confident that Norway and the ETO will only have better and closer relations. I am very excited to hear about the foundation of the European Environmental Agency, as well as the ETI, EMI, AND EDF. I think that these international agencies will surely benefit members of the ETO, and likely the rest of Europe as well. If I may ask, how do you plan on staffing the agencies, and who will lead them?"

The British Delegate for the European Treaty Organisatgions Council of Leaders would follow the security protocols, allowing his own security detail to be searched; of which, they were not armed and were compliant with the Dutch and UK law. Following arrival at the conference room, the Deputy PM and the ETO Parliament head for the British interests was in attendance and made for their designated seating. Once everyone had settled down, the British Representatives remained silent, allowing the Dutch Leaders to speak; followed by the Norwegians voicing their thoughts before the Deputy PM, Sebastian Gibbs, pitched him;

"I would firstly like to welcome my Norwegian Counterparts to the conference. It is great, and refreshing to hear of their interest in the European Treaty Organisation. I hope to see more countries within Europe become interested, and even become members. We are in full support of European-specific departments, these offer a wide range of specialities that ETO could support of other countries and our neighbors. Whilst I am in support of these new agencies, I do propose that focus be on the new members. These agencies, at this time, would only be staffed and managed by the UK and Netherlands. By introducing other countries, and if Norway wishes to become a member, we could share these agencies and give European Countries more than just a voice in ETO; but a purpose and something to manage with other government departments."

The Dutch delegation would attentively listen to the voices of the ETO, Norway and British. Mark Rutte would be the one to speak on behalf of the Netherlands government, "I would like to join the British in welcoming the Norwegian delegation to our first council of leaders meeting. We are pleased to see your interest in becoming a full member of the European Treaty Organisation."

"We are pleased to hear of the presidents ambitious plans on having the ETO become more involved in seeking economic prosperity, foreign representation and of course environmental sustainability. In response to the British, while it is essential we grow, it must be done in a controlled manner. Each prospective nation must have positive diplomatic ties with all member states, must protect the both European values and European peace. At this time we see Norway as the nation most closely resembling the values the UK and the Netherlands currently share, which is why it is only logical they are the first to join."



President van Vreeswijk having heard the responses of all present delegation would take the time to respond to each of their praises and concerns, "Agencies are staffed by best citizens from each of the member states of the European Treaty Organisation, we always seek to diversify the work floor of each ETO agency, allowing each staff member to learn about the cultures of their colleagues. As for departmental heads, I always seek to have them as balanced as possible, which is why I would seek Norwegian leadership for the European Foreign Office and European Environmental Agency. But if a new member were ever to join I will always seek to increase ETO representation in their nation, by either the opening of new agencies or the relocation from a nation, such as the Netherlands which already maintains the honour of hosting headquarters of our organisation."

"As for membership, the Dutch delegation has spoken wise words, Norwegian membership process will be our first test and will of course lead to new methods of recruitment and ensure we improve our ways in the future."

Given the opportunity, the British Delegate spoke.

"Agreed, too many organisations aim to expand too quickly, and ultimately fail because of it. The European Treaty Organisation has the potential of growth, but as my honourable Dutch friend mentioned, in a controlled manner. We would be happy to see a variety of countries taking up European-specific agencies. A Collective good that'd serve Europe in the best way possible.

Enoch leaned back in his chair and crossed one of his legs over the other. He cleared his throat and spoke up.

"I'm happy that both of your governments think that the Kingdom of Norway would be a positive addition to the European Treaty Organization. While the Storting has yet to supprt, decline, or propose Norwegian membership in the ETO, I think it is exceptionally probable that they would approve such a measure. With that in mind, I would be happy to formally submit Norway's application for ETO membership when you," he said to President van Vreeswijk, "find it appropriate for us to do so. Also, I agree that the controlled growth of an organization is a responsible thing to do.

"If Norway does decide to join the ETO, what would be the procedure for us submitting our application and the timescale of it being considered?"

"I am pleased to see all sides are in agreement on the topic of membership, after Norwegian ascension I will be reviewing the efficiency of our ascension process, to make it easier for new nations to announce their interest in membership. As for Norway, in the third parliamentary session, to be held in January, Dutch and British MEPs will debate your ascension no doubt approving it. Also will be decided how many seats you'll be assigned and which agencies you'll be handed. If MEPs approve the plan you can immediately take your place, once you've taken European law into Norwegian law by passing a law within the Storting or holding a referendum to allow the people to voice their opinion on membership."

"Now before I open the floor to your delegations, to speak freely about how you wish to see the ETO advance in the next few years I have just one more thing to announce. I will be working the Economic Committee in designing an efficient European Fair Trade Agreement, this would act as a trade deal with third-countries and include all ETO member states, this would be a new incentive for nations to join the ETO if we quickly and efficiently sign global trade deals."

"Now, is there anyone who wishes to speak in regards to the future of the ETO?"

"Just to confirm, I presume the European Fair Trade Agreement is something, after drafted up, would be proposed to the European Parliament to be discussed and voted on from there?
Aside from that, I'm not aware of any current agenda's I'd like to raise at this moment, however, I would like to raise the issue surrounding the concerns in Temperatures across Europe. Given we are all due to suffer the effects, I'm aware there is a conference call taking place but I do believe ETO should take a stand as 'one bod'y to be involved."

"All changes to the European Treaty Organisation will be presented to the European Parliament, to allow the people's representatives to debate and vote upon them," the President would say.

"At this time the ETO is in no state to assist in the environmental anomaly, however this event will be a lesson which can and should be used by the future European Environmental Agency. I have full faith in the member states to work alongside fellow European nations to work together and stand strong against the coming cold."

"I believe that Norway and Britain - as two of the most northern nations in Europe - stand to be in the line of serious danger. If the worst fears of Norwegian scientists are true, we may all be facing serious problems. If the United Kingdom of the Kingdom of The Netherlands are in dire need during this cold winter, I encourage your governments to contact mine. I'm of the firm belief that we will all keep warm together, or freeze separately. I agree with the Deputy Prime Minister. It will be paramount for ETO members to work together, and with the other states of Europe, rather than taking an 'every man for himself' approach."

"Indeed. On an ETO Level, we have nothing more to bring forward but we will look forward to further cooperation in regards to the change to our climate. I suspect we're all in for a bad winter.." he spoke softly. Presumably concluding the Council of Leaders for 2012.

"This does conclude the first ETO Council of Leaders, I would like to thank you all for your attendance and your input into the organisations future plans. I hope to see you all again soon, but until that time I wish you all the best," the President would say before stepping down and shaking all their hands before each delegation were to make the journey back home.
