Dear Vladmir Panskov, Minister of Finance of the Russian Federation:
As the Russian Federation works to re-establish themselves, we urge you to make targeted reductions in spending when and where necessary to address the significant shortfall in 1997. As you might know, we have been reviewing your expenses, including what action you have taken to reduce the debits you owe. We have taken immediate advice on the options available to us, and it looks likely this will include taking control of your belongings. To do this, we need to make an inventory of your military assets, including the model, make and colour. A receipt will be provided for anything we choose to take. According to the most recent data available at FCA, a reduction of 35% against any sector of your choice will help stabilize your position. This will not, however, address the underlying governance issues.
