As the Russian Federation works to re-establish themselves, we urge you to make targeted reductions in spending when and where necessary to address the significant shortfall in 1997. As you might know, we have been reviewing your expenses, including what action you have taken to reduce the debits you owe. Through a series of auctions and tremendous perseverance, Russia has recovered $17,000,000,000 of the $87,000,000,000 accumulated in period ending Saturday 30th November, 1997. It's important that you move collectively and collaboratively with the Financial Conduct Authority, if you are to continue to protect the interests of your state and the state's people. We have taken immediate advice on the options available to us, and it looks likely this will include taking control of your belongings. To do this, we need to make an inventory of your military assets, including the model, make and colour. A receipt will be provided for anything we choose to take. According to the most recent data available at FCA, a reduction of 35% against any sector of your choice will help stabilize your position. This will not, however, address the underlying governance issues.

We are making great strides in reducing our national debt, and are thankful for the concern that the Financial Conduct Authority is showing us. I would like to say that we are on a path to recovery, but it will require many sacrificed on our part. We are willing to comply with your demand to seize assets, however we ask that you take something into consideration before acting. Currently, we have an internal threat on our hands. While we do not require naval or airforce to deal with those threats as those are force projection, we do require our ground forces to remain well equipped. If we do not keep them equipped then that endangers our defense capabilities entirely. Threats from external and internal sources would be able to take advantage of the situation. Such as the possibility of the Communists in Moscow taking advantage knowing that the army is no longer equipped to deal with them should they try something else.

Our plans at this point are to once our auction is complete to begin a general scrapping. This will provide jobs for those needed to scrap the massive amount of equipment, and will generate money. We will be targeting outdated and unused equipment in this scrapping process along with naval assets that go unpurchased and or un seized.

Taking from sectors such as ground and air would be more damaging and distracting, so we have agreed to prioritize naval assets where possible. This way you have enough ground defense to support a nationwide recovery. We have reviewed your inventory and agree to repossess:

I have carefully considered the correspondence we received from you and have decided to secure 100 Tupolev Tu-16 Badger in replacement of the Sukhoi Su-27S that were sold at auction. We've adjusted the valuation to $13,797,465,476 to reflect this change. I know these conditions are difficult and it seems likely that these will persist for some time, but they offer you an opportunity to cure your default. Unfortunately, the judgement registered against you could seriously affect your chances of obtaining credit in the future. However, if you feel you can overcome the objection showing on your credit score, please submit a written request to 97 Harrogate Road, PH21 6FY.

Also note that we are claiming interest at the rate of 5% APR from the date of December 1997 to offset debt recovery expenses. This will continue to accrue and be applied to your account. As a final matter, we call to your attention that if the debit is not recovered in full by April 1998, as foresaid, the financial conduct authority will seek payment on it's legal fees in any action bought against you.
