OFFICE OF THE VICE CHAIR |
SECURE |
TO: Adia Adeyemi, Minister of Trade of the Imperial State of The Congo ( Kelly the Mad )
FROM: Avery Black, Vice Chair of The Board of Governors of The Federal Reserve System
Minister Adeyemi,
The Board of Governors have reviewed your government's request for a loan. At this time, our assessment is that your government presents an above-average risk for a loan due to the current debt that your government is in. However, your government is firmly established and considered stable by the Federal Reserve's standards. At this time, we are prepared to offer a loan of $1,000,000,000 to your government with a 8.5% simple interest rate.
The loan will be due on the first day of August 2001. The total amount owed on this day will be $1,085,000,000.
If your government misses this payment, there will be a $100,000,000 penalty per month, applied on the first day of each month. If your full payment is more than three months late, the matter will be referred to the International Court of Justice and the United States Federal Government.
Is your government still interested in obtaining this loan?
Best regards,
Avery Black
Vice Chair of The Federal Reserve System
