Flak Vest Vs Ballistic Vest

So I discovered Vietnam has a domestically produced ballistic vest:

However there is a problem, in real life at this moment they do not have enough of them to go around. So instead during special events they will in the majority equip troops with captured M69 Flak Vests

So would I be able to use the domestic vest even though in real life there is not enough to go around? Am I allowed to use the flak vests since they are used by the military?

According to MN rules, if the country operates them in RL, it is able to produce them locally. Also, we have to consider that it is a piece of personal equipment and it falls under the rule not needing to be produced for local usage. At no point there is anything related to RL quantities in use.

Considering this, Vietnam is able to automatically equip all the troops it wants with this vests.
