I would like to convey our sincerest desire to establish a formal relationship with the Fifth Republic of France, as our administration wishes to develop relations with our European colleagues, especially the traditional "Great Powers" of Europe, such as the French Republic.

Your nations offer to mutually establish formal diplomatic relations and missions between our two states is welcome news to the Russian Federation and we wish to begin this process immediately. We would like to open an embassy in Paris and establish consulates in Marsielle, Nice, Lyon, and Bordeaux. In turn the French Republic is welcome to open an embassy in Moscow and consulates wherever you think their needed within the Russian Federation.

While increasing bilateral trade between Russia and France is also of major interest to the Russian Federation and we believe that we could dramatically increase the trade between our two nations within a matter of days. The top exports of the Russian Federation are mineral fuels (petroleum, natural gas, etc), precious metals (titanium, platinum, gold, etc), steel, copper, and cereals. Should France wish to begin importing any of Russia's export offerings, simply let me know what products your nation wishes to import, how often and by what method your nation wishes to receive shipments of Russian exports, and where in France your nation wishes to receive shipments of Russian exports. I've taken the liberty to learn the major export products your nation has to offer and the Russian Federation would like to receive bi-weekly imports of French machinery and transportation equipment and weekly imports of plastics and pharmaceuticals. I am of that opinion that exporting products to each of our respective nations would be easiest if done by rail, given the severity of the winter weather this year, which has closed the Baltic Sea to any non-specialized merchant vessels. What do you think about the idea of exporting to one another via rail? Should France agree to ship French exports to Russia via rail, all exports should be delivered within the Western Russian city of Pskov.

Additionally the Russian Federation and Rosobonexport are always looking for new customers for Russian made arms and equipment, so know that the Russian Federation is always willing to discuss defense sales with France. Likewise several French made weapons systems intrigue the Russian Armed Forces as well. Therefore I think we are at the point where our two nations can engage in negotiations regarding the sale of arms to each of our respective nations armed forces.

Dear Minister Lavrov,

I am happy to hear that Russia is willing to begin relations with France. We're eager to send our ambassadors and diplomats to open an embassy in Moscow. Furthermore, we'd be willing to open consulates in St. Petersburg, Yekaterinburg, and Volgograd.

Importing and exporting from a train, considering the winter, would be acceptable. We'll be able to export the requested products to Russia the moment that our conversation has finished. As for France, we would be interested in importing precious metal and copper from Russia, both to be received on a bi-weekly basis. Russia will be able to export its products via rail to the eastern French city of Strasbourg. From there it will be easily distributed across France.

I'm also glad to hear that Russia and Rosobonexport are willing to sell some equipment, along with the Russian Armed Forces being intrigued in some of our own products. France itself would be interested in many Russian products, some of which we understand will not be available for sale; 30 T-15 Armatas (or 50 BMP-2 Infantry Fighting Vehicles if the T-15 Armatas are not available for sale), 1 Voronezh-DM radar, and lastly, 50 T-14 Armatas (or 50 2S25 Sprut-SD if the T-14 Armata's are not available for sale).

As for the Russian Armed Forces' interests, please; send a list of desired equipment and we shall respond as quickly as we can.

The Russian Federation has made the export of arms and military equipment a cornerstone of our administrations economic recovery plan. Rosobonexport is therefore central to our plans for economic revival and our administration has loosened the restrictions on the export of Russian made arms and defense materials, in order to gain new clients and maximize our relationship with existing clients. This means that the T-15 Armata Heavy IFV, T-14 Armata MBT, and the Voronezh-DM Early-Warning Radar are all available for export to the French Armed Forces. However all of the equipment you have selected is vital to the national security of the Russian Federation, so while we allow Rosobonexport to export this equipment, these particular items are exported at a higher cost than Russian arms which aren't as strategically vital to national security. Nevertheless we are quite sure that you're getting the best equipment of their class in the world and you are also receiving it at the best price in the world. Rosobonexport's proposal is as follows.

1x Voronezh-DM Early-Warning Radar - $100,000,000 in total and per unit. (Please identify a site for the Voronezh-DM Early-Warning Radar to be constructed on if you wish to acquire this radar system.)

While in terms of French equipment that is of particular interest to the Russian Federation, the Russian Navy is either interested in acquiring the following vessels, or wishes to receive more information on the following vessels.

3x Durance-Class Fleet Replenishment Oilers

While the Russian Navy would like to know if the Foudre-Class Landing Platform Dock is available for export, as the Russian Navy will eventually require 3-4 vessels of this type, which would obviously come with an additional purchase of landing craft capable of operating from the Foudre-Class.

Additionally the Russian Navy has an interest in up to 5 of the Clemenceau-Class Aircraft Carriers, however France would need to allow Russia to carry out modifications to the Clemenceau-Class, due to requirements and needs of the Russian Navy. The Russian Navy would seek to modernize the various electronics, sensors, and air defense systems of the Clemenceau-Class, to equip the warship with modern Russian systems that allow for interoperability with the other warships of the Russian Navy. While three of the Clemenceau-Class Aircraft Carriers would need further modification to serve as ASW Helicopter Carriers and we would need to learn if the other two Clemenceau-Class Aircraft Carriers would require additional modifications in order to operate the Mikoyan Mig-29K Carrier-Bassd Multirole Fighter, which is the standard carrier-based multirole fighter of Russian Naval Aviation. Would France allow for such modifications to take place?

Dear Minister Lavrov,

I'm happy to hear that Russia is willing to be more open about selling their military equipment. The T-14 Armatas are surprisingly cheaper than we believed them to be, for this reason, we would like to order an extra 50 of the Main Battle Tanks for a total of 100 T-14 Armata Tanks at 6,500,000.00$/unit for a total of 650,000,000.00$ not counting the other equipment.

Furthermore, the 3 Durance-class Fleet Replenishment Oilers would be 75,000,000.00$/unit for a total of 225,000,000.00$.

As for the Foudre-class Landing Platform Dock, unfortunately, the company which constructs them (DCN) is owned by First Choice International, thus France would not legally be allowed to sell them. First Choice International does not seem to have the Landing Platform Dock on their list of purchasable equipment but I'm certain that if Russia were to send a private message to First Choice International, you would be able to haggle a price for the Foudre-class Platform Docks.

The Clemenceau-Class Aircraft Carriers, however, France can sell. We'd be able to sell each carrier to Russia for a price of 50,000,000.00$ for a total price of 250,000,000.00$. We will allow for the Carriers to be modified to Russia's desires, as long as Russia does not intend to sell them to any foreign nation. As for the Mikoyan Mig-29K Carrier-Based Multirole Fighters, they are of comparable role, configuration, and era to the France Rafale M which have been historically and currently used on the Clemenceau-Class Carriers. Thus, if any modifications are needed, they will be on a small scale.

The total price for the 5 Clemenceau-Class Aircraft Carriers along with the 3 Durance-class Fleet Replenishment Oilers will bring Russia to a price of 475,000,000.00$. If this is suitable for Russia then please transfer the money directly to France and production will begin immediately. France will also transfer the funds to Russia once we have the agreement of Russia for an additional 50 T-14 Armata Main Battle Tanks.

The Russian Federation feels that this policy will allow the Russian economy to stabilize from the collapse of the Neo-Soviet Union faster, thus allowing our administration to rebuild state institutions, while improving the lives of our citizens. Our administration also believes this policy fosters friendly relations between the Russian Federation and a wider array of nations from around the globe and allows Russian technology and expertise to strengthen nations and improve lives around the globe.

The Russian Federation, Rosobonexport, and Uralvagonzavod (T-14 Manufacturer), all feel supremely confident that the T-14 Armata MBT is the best MBT in the world. It has so many features that other rival modern MBT's simply don't have and can't have, due to the fact that many were designed and first produced decades ago and have simply been upgraded. Therefore we are confident that the T-14 Armata MBT is the absolute best MBT when it comes to fighting on the modern battlefield of today, not the modern battlefield of the 1980's. So we are thrilled that the French Armed Forces has decided to purchase 100 of our fine T-14 Armata MBT's and pair them with 30 of their companion T-15 Armata Heavy IFV's. It is also our sincere hope that this is an initial purchase order and should the French Armed Forces find the T-14 Armata MBT and T-15 Armata Heavy IFV to their liking, they will make additional purchases of both weapons systems.

Wonderful! The $225,000,000 for the 3x Durance-Class Fleet Replenishment Oilers will be allocated by the Central Bank of the Russian Federation for transfer to France.

I had forgotten that DCNS was owned by First Choice, thank you for informing me of that fact, so that we can inquire into the availability of the Foudre-Class Landing Platform Dock. We are at least a few months away from requiring these vessels, however it is never to early to plan. Should for whatever reason First Choice not wish to export the Foudre-Class LPD, would the French Navy have an interest in partnering with the Russian Navy and perhaps several of our international partners to develop a new LPD for our respective navies?

Thank you for providing so much information regarding the Clemenceau-Class Aircraft Carrier and for being so willing to allow the Russian Navy to modify the Clemenceau-Class Aircraft Carrier to their specific needs. I can guarentee that the Russian Federation will never sell/transfer to another nation any of the modified Clemenceau-Class Aircraft Carriers, which the Russian Navy hopes to acquire in the near future. The Russian Navy is very pleased to learn that the operation of the Dassault Rafale M Multirole Fighter from the Clemenceau-Class Aircraft Carriers has been successful and they agree that this means that if any modifications to the Clemenceau-Class are required to operate the Mikoyan Mig-29K Carrier-Based Multirole Fighter, they would be quite minor modifications to the ship.

At this time the Russian Navy is going to direct Krylov State Research Center to come up with plans for the necessary modifications to the two variants of the Clemenceau-Class Aircraft Carriers that the Russian Navy wishes to acquire. Once the detailed designs for these modifications have been created and approved by the Russian Navy, the Central Bank of the Russian Federation will transfer the necessary $250,000,000 to acquire the five vessels. At this point in time however, the Russian Federation is more than happy to sign a letter-of-intent to purchase the five Clemenceau-Class Aircraft Carriers from France.

Another French weapon system of great interest to the Russian Federation is the GIAT LG-1105-mm Towed-Howitzer, as we feel that the light weight of this howitzer make it ideal for use by the Russian Naval Infantry Brigades and the Russian Airborne Troops. The Russian Armed Forces currently have a need for about two hundred light howitzers and the GIAT LG-1105-mm Towed-Howitzer would win our tender should it be available for export.

France would agree that the T-14 Armatas are indeed the best Main Battle Tanks made to date and France will certainly be purchasing more in the future, along with other Russian equipment.

Now, as for the location of the Voronezh-DM Early-Warning Radar, there is an area in the forest north of the town of Looze that would be perfect for the radar. French construction workers will wait for the arrival of Russian workers in the town and from there will be a short drive to the construction zone.

Being involved in a shared technology project to develop a LPD would be something France is interested in, certainly, if other parties are involved which would not only allow access to more technology but reduce the cost of the project for each nation participating. Please, keep us informed about First Choice International's decision on selling the Foudre-Class Landing Docks to the Russian Navy.

Indeed, if it does come to be that for some reason the Russia planes are unable to use the carrier without it being greatly modified, then please contact us again and we will do whatever we can to help the Russian Navy to modify the carrier. After all, we do not want the Russian Federation to think that the French are trying to trick them into purchases they were misinformed into doing.

A letter-of-intent being signed would be accepted, while we believe that the Russian Federation will indeed return for the purchase, a signed letter-of-intent would reassure the constructors of the Clemenceau-class Aircraft Carriers. With this message, I shall attach the letter-of-intent for you to sign at your own leisure.

The GIAT LG-1105-mm Towed-Howitzer are indeed for sale. France would be able to export these Howitzers to Russia at the price of 2,000,000.00$/unit. Two-hundred GIAT LG-1105-mm Towed-Howitzer will cost Russia a total of 400,000,000.00$. If this price is enjoyable for Russia then please transfer the money to France.

A. The Seller is the owner and manufacturer of the Clemenceau-class Aircraft Carrier.​

B. The Purchaser wishes to purchase five (5) of the Clemenceau-class Aircraft Carriers from the Seller.​


This Document will establish the basic terms to be used in a future contract for sale between the Seller and the Purchaser. The terms contained in this Document are not comprehensive and it is expected that additional terms may be added, and existing terms may be changed or deleted. The basic terms are as follows:​

Non-Binding

1. This Document does not create a binding agreement between the Purchaser and the Seller and will not be enforceable. Only the future contract for sale, duly executed by the Seller and the Purchaser, will be enforceable. The terms and conditions of any future contract for sale will supersede any terms and conditions contained in this Document.​


Transaction Description

2. The goods for sale are described as follows:​

Five (5) Clemenceau-class Aircraft Carriers, three (3) of which would be modified by the Purchaser into helicopter carriers and the last two (2) would be placed under minor modifications to be used by the Mikoyan Mig-29K Carrier-Based Multirole Fighter.​


Purchase Price

3. The Purchaser will pay to the Seller the amount of 250,000,000.00$ upon the purchase of the five (5) Clemenceau-class Aircraft Carriers.​


Representations

4. The Seller represents and warrants that the goods are free and clear of any liens, charges, encumbrances or rights of others which will not be satisfied out of the sales proceeds. If the representations of the Seller are untrue upon the purchasing date, the Purchaser may terminate any future agreement without penalty.​

The Russian Federation, Rosobonexport, and Uralvagonzavod are quite pleased to hear that the French Armed Forces share our assessment of the T-14 Armata MBT and will continue to acquire this and other Russian armaments. I am also happy to report that NPK NIIDAR's team of engineers and construction workers have begun construction on the Voronezh-DM Early-Warning Radar alongside their French counterparts in the designated forest north of Looze. Should your armed forces have any questions regarding the recently purchased Russian made arms, please don't hesitate to contact me and I will see to it that any and all questions are promptly answered.

I have recently spoken to officials at the Ministry of Defense of the Russian Federation and they have pledged that the Russian Armed Forces will continue acquiring arms and other forms of advanced technology from French firms, when it is determined that French products are superior to, meet a requirement where no domestic alternatives exist, or are more cost effective than their Russian made alternatives. So I am very confident that the bilateral relations will evolve into a more strategic partnership, given the increasingly cordial relationship between our two governments, the recent bilateral trade deal, and of course arms sales and security cooperation. I am also pleased to announce that Russian Railways will begin their freight service to Strasbourg to export Russian products to the French Republic at once.

Speaking of security cooperation.... I also wish to make clear that the Kremlin fully supports President Macron and the French Government during this difficult period of unrest within your nation and across much of Western Europe. How is President Macron handling the unrest at the moment and what are your governments plans to deal with the "Yellow Vests" going forward? While Russia is quite removed from the ongoing situation, it seems to me that the whole movement is so disorganized and chaotic, that it has already begun splintering into several completely different factions, with completely different aims, values, and at times even objectives. Nevertheless the Kremlin believes that these groups, the Pro-Breton Separatists in particular, are not only dangerous for France, but the whole of Europe and much of the rest of the world. Due to this, President Yeltsein wishes to inform President Macron that he has the full support of the Russian Federation, should he choose to get extremely tough with the seperatists and those "Yellow Vests" who have stormed the Château of Vincennes. President Yeltsein has also ordered Rosobonexport to immediately provide domestic production rights to Panhard for the production of 200x SPM-3 4x4 Internal Security Vehicles for use by the Gendarmeri NationalePresident Yeltsein is also prepared to deploy to France 1-2,000 of our elite riot police, known as the , once they've completed training within Russia within a few days. The OMON is specially trained for situations such as the one you're currently experiencing and they would be able to retake the Château of Vincennes and smash the Pro-Breton Separatists very quickly. So please let me know if President Macron wishes to receive assistance from the OMON in restoring order to France. In any event, know that the Russian Federation will provide whatever assistance we can to your government, in order to being these criminals reign of lawlessness to an end.

The Russian Navy will likely reach out to FCI in the coming days regarding the Foudre-Class LPD. In the event that the Foudre-Class LPD is unavailable, the Russian Navy will then look to develop a similar class of LPD's with our French colleagues and perhaps our partners in several other nations, such as Romania and Vietnam. In either case, I will let you know what happens with our pursuit of the Foudre-Class LPD and inform you if the Russian Navy wishes to go forward with jointly developing a class of LPD's with our friends and partners around the globe. Wonderful! Neither the Russian Federation or the Russian Navy would never believe that our French partners would trick us into buying aircraft carriers that we are unable to properly utilize, however we sincerely appreciate your offer of assistance should heavier than anticipated modifications to the vessels need to be made. Given your nations extensive experience in building, maintaining, and operating the Clemenceau-Class Aircraft Carriers, the Russian Navy and United Shipbuilding Corporation would certainly like to have some French involvement at least during the early stages of development, as we modify the Clemenceau-Class to serve the Russian Navy as both an Aircraft Carrier and an ASW Helicopter Carrier. United Shipbuilding Corporation would also like Fremch permission to consult with ArgenDef, Argentina's primary arms manufacturer, regarding this project, as they have considerable experience in heavily modifying the Clemenceau-Class Aircraft Carrier and a few of the components that United Shipbuilding is planning to add to both Russian variants are made by the ArgenDef. Would our French colleagues be supportive of our need to consult with ArgenDef on this project?

You can be sure that the Russian Federation will quickly return to purchase the five Clemenceau-Class Aircraft Carriers as promised, as we view the Clemenceau-Class Aircraft Carrier as an ideal vessel to serve both as a specialized ASW Helicopter Carrier for the Russian Navy and also as an excellent stop-gap aircraft carrier until United Shipbuilding Corporation is able to finish development work on and then produce the two Project 23000E "Shtorm" Supercarriers that are planned to serve the Russian Navy in the future. Nevertheless the Kremlin believes that these groups, the Pro-Breton Separatists in particular, are not only dangerous for France, but the whole of Europe and much of the rest of the world. I would first like to apologize about my late response, current events have tangled things up here in France.

I am happy to hear that the Russian Federation is planning on purchasing more equipment from the French Republic. We will be doing the same with Russia and hope that this mutual military trade will bring upon us a wonderful and ever-growing relationship.

The Yellow Vests and their 'offspring' have proven to be a group of domestic terrorists and President Macron has made it clear that the government of France will not be budging towards terrorists and none of their demands will be met. The Gendarmerie has moved into the streets to begin pushing against the Yellow Vests and we hope that soon they will begin thinning out and eventually die out. We are honored to have the Russian Federation's support in our current crisis and we would be more than happy to accept the help of OMON in removing the Yellow Vests from Château of Vincennes.

As for the rights of production for the 200 SPM-3 4x4 Internal Security Vehicles, Panhard would accept, how much would it cost for the entire batch?

Wonderful, we look forward to being able to begin research and development of a ship between Russia and our friends. It should prove to be quite fruitful and hopeful be able to go through mass production to strengthen our navies.

We'd be more than happy to work alongside ArgenDef to help the Russian Federation modify the Clemenceau-Class Aircraft Carrier. We are glad to hear that purchase of the Aircraft Carriers will be done soon.

We are content that Russia has shown interest in the Panhard CRAB Armoured Scout Cars, they are a new generation of 4x4 armored combat vehicle and we believe they will suit the Russian Armed Forces.
