Subject: Ceasefire
Your Majesty,
I come to you today to appeal to your humanity and love for your people. A lot has been said in this war and many words have been exchanged, but I know deep at heart you care very much for your people just as I do for mine. By now you are undoubtedly aware of the militarization and mobilization in response to your invasion of our western territories. While it is not guaranteed to lead to a French victory, at the very least a direct engagement on the high seas would be incredibly costly in human lives. French and Canadian. I understand your need for justice, and I appreciate that the actions of past administrations have deeply hurt the Canadian people. For this I understand there will eventually be a price to pay even though these past administrations were ones my own government fought against. By our estimations thousands of lives have been lost already and the deathtoll in Canada due to the terrorist activity is incredible as well.
As such I would like to offer you an agreement, that if not establishing a permanent peace, will end hostilities before they escalate beyond what any of us anticipated and allow our own investigative agencies and the international community to complete their investigations. Because of this I would like to make the following offer for a ceasefire between French and Canadian forces.
-All hostilities will cease
-Canadian forces will withdraw from French Guiana, Canadian forces may remain on all other overseas territories in the Americas
-French forces will deploy to French Guiana, and other Overseas Territories except St. Pierre and Miquelon
-We will jointly request the United States to deploy peacekeepers on the jointly occupied territories, French Guiana, and St. Pierre and Miquelon
-Canadian customs authorities may inspect any ships leaving French ports in the Americas, including French Guiana. No weapons may be shipped from the Overseas Territories to any location inside Canada.
-France will deploy no more than 10,000 soldiers to French Guiana, it will deploy no more forces than Canada on the jointly occupied territories
-Civilian governance will be restored, including civil rights. Those arrested for curfew violations and other non-violent offences will be released. In return France will call upon its people to respect Canadian forces and not openly protest against them, including on St. Pierre and Miquelon
-France will transfer any person identified as being responsible for the weapons shipment to the French embassy in Canada. Canadian authorities may question these individuals there where they will be kept under house arrest. In the future France may extradite these individuals to Canada, but at the very least they will not be allowed to leave house arrest for the duration of the ceasefire.
I hope you appreciate the significant compromise to our sovereignty that these terms already are and that you understand that under them France could not aid terrorists in Canada even if we wanted to. We are both rulers who love their people, we are both rulers loyal to the Lord, by all accounts we should be friends. Let's at least try to stop being enemies.
