The new French government under President Maxence Cuvillier had been discussing their stance on the Global Assembly and its uselessness. After much talk and decisions, an Act was brought up to the Senate and was approved by an enormous major of 93%. The Act, upon its acceptance, would be placed into action immediately and France would leave the Global Assembly.

President Maxence Cuvillier would give a televised speech on their decision.

"Before we begin, I would like to first thank all of the members of the French government who has given their opinions, desired additions, and edits, and acceptance the French Sovereignty Restoration Act of 2013. As for those who have voted against it and those who do not agree with our motivations, I hope that my opinion on the matter will change your minds.

Firstly, I personally have read the Global Assembly's laws, resolutions, and various other written information on the organization and through my short read I have found various loopholes for its members to use and my advisors have read through it themselves and found even more flaws within the 'laws' and 'rules' of the Global Assembly. As the President of a nation, I do not feel it appropriate to have my country remain in an organization so oblivious to its own purpose that they cannot recognize loopholes within their laws that render their entire organization void.

Secondly, the situation with Brazil. The Global Assembly will not go through the trouble of protecting its members against other of its very own members. Brazil has shown itself to be run by an irresponsible, braindead, childish government. They have threatened us with war, they have detained our diplomats without proper cause, refused to leave embassies when given more than forty-eight hours to do so, and once they are caught in the snare of their own making they yell out to their lapdog, Argentina to come running and cut them out of whatever shit they've made.

Thirdly, the International Court of Justice. Their very own judges do not understand the laws that they are entrusted to uphold! The French ambassador sent to The Hague to represent France in its cases against Brazil spoke to me that two or more of the ICJ's judges do not believe the Global Assembly's founding principles are law-binding. And now, all of a sudden, the court cases have gone cold and silent. What are the Global Assembly's members suppose to do when they cannot defend themselves against aggression as they will be seen as the aggressor and suffer unjustly consequences?! How are the Global Assembly's members suppose to defend themselves when the only legal way to do so doesn't even know what they're doing and go silent?! What are the Global Assembly's members suppose to do when the organization they have joined to uphold justice and peace do not enforce, know, or care about their very own laws?!

Well, I tell you what they are to do. They are to leave.

With the help of the French Sovereignty Restoration Act of 2013, la République Socialiste du Peuple Franc will legally have to withdraw from the Global Assembly entirely and as the Global Assembly has no power in the laws of its member nations, there is nothing they can do and France is no longer going to be part of this utterly useless organization.

And if the Global Assembly wishes to pretend that France is still a member, if it wishes to believe that they still have any sort of power over the French people then I assure you that we will make our supposed membership unbearable to the point that they will wish we were no longer a member. We will vote 'no' on all resolutions, we will use our rights of free speech to assure that every discussion and debate be as long as it can be, we will use the loopholes that we have found to manipulate every resolution to our favor. And we will ignore any attempts to contact us.

Do not fool yourselves in believing that your organization has any sort of power over its members, because it does not. And certainly, do not believe that there is no way to leave your organization because there is and France has done it.

Nations all around the world have shown their disgust for the utterly petty 'Assembly'. Your time has come and in the short future, you will be nothing more than history."

With that, the French President would leave the stage and the speech was over. A copy of the French Sovereignty Restoration Act of 2013 would be published as for all to read, it would also be recommended that other nations created an Act such as the French one to prevent the Global Assembly in attempting to manipulate them.

IN THE SENATE

President Maxence Cuvillier (for himself, Mr. Léonard Girardot, Mr. Fabien Trambley, Mr. René Favre, Ms. Florance Marchal, Ms. Émilienne Beauregard, Mr. Vincent Quint, Mr. Jean-Claude Derocles, Ms. Édith Baume, and Mr. Grégory Héroux) introduced the following bill.​





To end membership of France in the Global Assembly.​


Be it enacted by the Senate and the National Assembly of France,​


SECTION 1. SHORT TITLE.


This Act may be cited as the “French Sovereignty Restoration Act of 2013”.​


SEC. 2. REPEAL OF THE GLOBAL ASSEMBLY MEMBERSHIP OF 2013.


(a) Repeal.—The Global Assembly Membership of 2013 is repealed.​


(b) Termination Of Membership In the Global Assembly.—The President shall terminate all membership by France in the Global Assembly, and in any organ, specialized agency, commission, or other formally affiliated bodies of the Global Assembly.​


(c) Closure Of Global Assembly Mission To Global Assembly.—France Mission to the Global Assembly is closed. Any remaining functions of such office shall not be carried out.​


SEC. 3. FRANCE ASSESSED AND VOLUNTARY CONTRIBUTIONS TO THE GLOBAL ASSEMBLY.


No funds are authorized to be appropriated or otherwise made available for assessed or voluntary contributions of France to the Global Assembly or to any organ, specialized agency, commission or other formally affiliated bodies of the Global Assembly, except that funds may be appropriated to facilitate termination of France membership, in accordance with section 2. Upon termination of France's membership, no payments shall be made to the Global Assembly or to any organ, specialized agency, commit other formally affiliated bodies body of the Global Assembly, out of any funds appropriated prior to such termination or out of any other funds available for such purposes.​


SEC. 4. WITHDRAWAL OF GLOBAL ASSEMBLY PRESENCE IN FACILITIES OF THE GOVERNMENT OF FRANCE AND REPEAL OF DIPLOMATIC IMMUNITY.


(a) Withdrawal From France Government Property.—The Global Assembly (including any organ, specialized agency, commission or other formally affiliated bodies of the Global Assembly) may not occupy or use any property or facility of the French Government.​


(b) Diplomatic Immunity.—No officer or employee of the Global Assembly (including any organ, specialized agency, commission or other formally affiliated bodies of the Global Assembly) or any representative, officer, or employee of any mission to the Global Assembly of any foreign government shall be entitled to enjoy the privileges and immunities, nor may any such privileges and immunities be extended to any such individual. The privileges, exemptions, and immunities shall not apply to the Global Assembly or to any organ, specialized agency, commit other formally affiliated bodies body of the Global Assembly, to the officers and employees of the Global Assembly, or of any organ, specialized agency, commission or other formally affiliated body of the Global Assembly, or to the families, suites, or servants of such officers or employees.​


SEC. 5. REPEAL OF GLOBAL ASSEMBLY RESOLUTION FOR STRATEGIC ARMS LIMITATION AND TABULATION


The Global Assembly Resolution for Strategic Arms Limitation and Tabulation is repealed.​


SEC. 6. REPEAL OF GLOBAL ASSEMBLY RESOLUTION FOR LAWS OF THE SEA


The Global Assembly Resolution for Laws of the Sea is repealed.​


SEC. 7. REPEAL OF GLOBAL ASSEMBLY RESOLUTION FOR USE OF BALLISTIC MISSILES


The Global Assembly Resolution for Use of Ballistic Missiles is repealed.​


SEC. 8. CONVERSION OF GLOBAL ASSEMBLY RESOLUTION FOR INTERNATIONAL RELATIONS


The Global Assembly Resolution for International Relations is converted to fit with an independent sovereign France to protect foreign diplomats.​


SEC. 9. CONVERSION OF GLOBAL ASSEMBLY RESOLUTION FOR UNIVERSAL DECLARATION OF HUMAN RIGHTS


The Global Assembly REsolution for Universal Declaration of Human Rights is converted to fit with an independent sovereign France to protect its people.​


SEC. 10. REPEAL OF INVOLVEMENT IN GLOBAL ASSEMBLY CONVENTIONS AND AGREEMENTS.


Effective on the date of the enactment of this Act, France will end any participation in any conventions and agreements with the Global Assembly and any organ, specialized agency, commission, or other formally affiliated bodies of the Global Assembly. Any remaining functions of such conventions and agreements shall not be carried out.​


SEC. 11. NOTIFICATION.


Effective on the date of the enactment of this Act, the President of France shall notify the Global Assembly and any organ, specialized agency, commission, or other formally affiliated bodies of the Global Assembly of the provisions of this Act.​

While the German Federal Government was rather quiet on the French leave of German, His Majesty made it a point to congratulate the French for taking a step towards furthering their own sovereignty. It was an act that, to him, symbolized that nations that have the will and determination to do great things will do great things on their own, and those who wish to be free, will always be free, regardless of government. In lesser-but-growing circles, however, hatred towards the French continued to fester, and wariness of Communism was still at an all-time high. It was a clash of ideals that, ultimately, was beginning to divide German politics into two: Ostpolitik and Westpolitik — on one end, supporting Germany's western neighbors, and acting as a good neighbor to France, no matter if they were Communist; on the other, a good neighbor policy to the East, and long-overdue apologies for wars that had come and gone, of horrors that engulfed Western Europe, and of a need to stick together against threatening advances from the West. Opinions and desires for where German politics would go were polarized, and tensions along the French-German border were still frayed.
