[ASSEMBLY MEMBER]: Peter Ochanga [DATE]: 12/01/2014 [SUBJECT]: Resolution of the Sovereignty of French Overseas Possessions [DRAFT]: Given that the sovereignty of the citizens of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has changed hands without their consent or consultation. Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has changed the status quo of global security. Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin was a bilateral decision taken without the consultation of any elected body. Given that the transfer of sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin has increased global tensions. The Global Assembly Finds: 1. The Sovereignty of Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin shall be immediately transferred over to the Global Assembly. 2. The Global Assembly shall authorize the local governments to maintain normal activity upon the islands. 3. The Office of the General Secretary of the General Assembly shall organize referendums in Noumea, New Caledonia, French Guiana, Guadalupe, Réunion, Mayotte, French Polynesia, Saint Pierre and Miquelon and Saint Martin so that the citizens their shall be given their right to self determination. 3a. The International Court of Justice shall provide oversight and aid to ensure that the referendums are free and fair. |
