| Transparency in biological and chemical arms is an important measure for world security. The registrar would help to bolster peace, by enhancing mutual confidence and help prevent the re-emergence of an arms race. Member-states must register these weapons, and prepare to deactivate and dismantle them as a consequence of the strategic ordnance prohibition agreement. Annual registrations must remain up to date to create enhanced transparency. They will contribute to the international objectives laid out in the agreement; a legal instrument that is designed to help establish accountability in our communities. This conforms to a time-honored and frequently used type of arms control measure. The Secretariat is responsible for maintaining the registrar and arranging court proceedings against any member-states, who makes, or causes to be made, a false statement verified by a statement of truth. |  |
