Ambassador DuPont,
It has come to my attention that the Republic of France has announced its intention to withdraw its membership from the Global Assembly. I have come to understand that this course of action has come as a result of the verdict on the case between First Choice and French Sales Incorporated. However, as Secretary General it is my duty to inform you that withdrawal from the Global Assembly has not been provided for within the Global Assembly Charter and that the Republic of France will therefore remain a member of the Global Assembly. The reason withdrawal has not been provided for in the Global Assembly Charter as it has been used in the past for political blackmail or evasion of obligations, an example being Japan's withdrawal from the League of Nations in 1933. The United Nations therefore purposely left out any provisions for the withdrawal of membership and that precedent has continued within the Global Assembly.
The Secretariat hopes to see the Republic of France resume it's representation as a respected member of the Global Assembly.
