The government of France is the primary body tasked with the execution of the Empress' will and the laws of France. The Prime Minister is appointed by the Empress, the Prime Minister then nominates Ministers for each of the Cabinet Ministries who must then be confirmed by the Empress. While the Prime Minister is usually chosen from the largest party in the National Assembly, the Empress is not bound to this unwritten agreement. Likewise Ministers can be appointed from anywhere as long as they are citizens of France and have lived inside the borders of the Third French Empire for at least five years prior to their appointment.
