RAF Waddington has been the primary airbase for the Royal Air Forces Bomber Command and Intelligence Aircraft, and was due a major upgrade. Under the budget for the Ministry of Defence, 3.5 billion dollars has been pitched to upgrading the airbase to be the renovated with a resurfaced runway and new facilities to ensure the base has the sufficient grounds to be, what RAF commanders are naming 'The Hub of ISTAR and Bomber Command'. The information relating to the change and the primary purpose of the base was kept secret as it would be the main operational base for Vulcan Bombers, E-3 Sentry's and soon to be the new U-2 Spy-planes. All of which was confidential information. To ensure that the works could go ahead, all aircraft currently stationed at Waddington were to be flown to other RAF bases until the work had been complete. The air and ground crews of the respective Squadrons had been informed of their new but temporary homes which would place No. 17 Squadron of E-3 Sentry's and Bomber Command Vulcan Bombers re-homed to RAF Scampton. Over the course of the next week, individual aircraft would depart Waddington and make an approach to Scampton where it will be based for a few months from January due to the work that would be taking place.
