Your Excellency,
Relations between the Holy See and France are very ancient and have existed since the 5th century, and have been so durable that the Republic is affectionately called the eldest daughter of the Church. Despite the recent strains of relations between the two entities in the last cetury, traditional cooperation have traditionally included education, health care, the struggle against poverty and international diplomacy. Before the establishment of the welfare state, Church involvement was evident in many sectors of French society.
On behalf of the Holy Father, I am thus offering a chance where we could fully explore and develop this special relationship, taking it up to further heights with the addition of a new Pontiff who happens to be a remarkably different Servant of God in a multitude of ways. It would be recommendable for the President to book a state visit to the Vatican in the near future to illustrate the commitment to uphold this relationship. The next World Youth Day has also been decided to be held in 1997 after the announcement of Pope Peter II's predecessor, Pope Emeritus John Paul II, prior to his retirement earlier this year, and it's our hope that this news has been met excitement as it has been the case with the Church.
