Defense Security Command
Secret Meeting between Generals Lee Jiyoung, Park Jesun, and Commander Lee Wogyong

As the year came to a close, and the turbulent winds of communism and its resurgent backers took hold across Europe, a modem of unease at set over the Korean Peninsula. As the country boasted large financing projects towards civilian projects and infrastructure and steadily advanced its defense industry, the significant decrease in parity since the mid-1990s between the North and Republic of Korea had become too considerable to ignore. Disgruntled Army members had planned in the aftermath of the crisis of 1997, had planned to step in before the remaining civilian leadership restored the democratic principles of the country. It however, had yet to disarm the army groups seeking to restore the military rule that had led the Republic into progress, development, and prosperity. Or so they had led themselves believe. The Liberalist taking was to them equivalent to a communist-backed regime taking power. As a number of army leaders had been removed months ago, it was a concern that the Army was under scrutiny and inspection for factions that had supported the military government of Presidents Chun and Roh who were now facing death sentences. To say the least, the political protests that were slowly increasing in Seoul would support the pretext for the officers of the Defense Security Command
The Generals would arrive at the Defense Security Command quietly in private vehicles with tints. Their only identifying mark of being official vehicles of the ROK Army Command. Each of the generals would exit their vehicles at different times over the day, and another officer taking their place in the vehicle to wave off any intelligence monitoring of their movements. They would enter the office of Commander of the Defense Security Command and sit comfortably as they discussed the situation in Seoul. The office staff would not be present as they would be off on an unexpected exercise in officer training and strategic policy. Commander Lee welcomed General Park as they sat down and took off their hats, taking a glass of water from the commander as they waited for General Lee. After a while, General Lee would enter, taking his seat as they began the discussion.
Commander Lee Wogyong [Commander of the Defense Security Command]: “Thank you for coming Generals. I think we’ve all seen the protests in Seoul, and the opposition boycotts…it looks like the communists in government have gotten their hands full.
General Lee [Commander of the Northern Capital Defense]: “Commander Lee, pleasure as always.”
General Park [Commander of the White Horse Division]: “Gentlemen.”
Commander Lee Wogyong [Commander of the Defense Security Command]: “Well then, the current situation appears to be offering the opportunity that we missed in 1997 when President Yong was removed from power. Now that his people are out on the streets demanding he be reinstated…tipping the security situation to deteriorate could help us justify imposing martial law and restoring the institutions of governance. Least to say, since Vice Chief Kim was removed, the number of army officers becoming disgruntled has grown. Based on the groups assessment, it appears that the corruption scandals from July of 1997 have come to a close with lots of arrests of Yong’s backers and friends. It is offering the conservatives form political power to raise the stakes against Kim and his government.”
General Lee [Commander of the Northern Capital Defense]: “Yes, it has given us the opportunity to strike and bring the country back into stable leadership and growth. It is shameful how low this country has come, and if we do not act quick enough, the communists will open the door for their northern allies to invade us and take over. The state of emergency allows us the discretion to begin moving troops around the country. Our only issue is the Southern Defense Command at Busan. What are the chances General Kim [Jieun of 2nd Operations Command] would not challenge us?”
General Park [Commander of the White Horse Division]: “Unlikely he wouldn’t challenge us. There are rumors that the President is shifting 35,000 troops out of Commander Lee’s Defense Command and transferring them to the Busan Command Zone. Under 2nd GOC. The Joint Command Force also is made up of officers whom we do not know for certain would support us. If they decided to redirect the forces from 2GOC and GOC does not fully support the operation by The Defense Security Command, then we could see a power struggle. Not to mention, the Air Force and Navy would never allow us to hold power. They saw what happened under President Park and them slowly being moved out of the equation as the focus was army central. They also say some foreign advisors are telling the Blue House to prioritize a coastal defense instead of a ground-based defense of the DMZ.”
Commander Lee Wogyong [Commander of the Defense Security Command]: “Fucking idiots. Who is giving this advice, Fiji? This is why the military should be in charge again. We know how to do things when it comes to the national defense and progress. We should have never given power back in the 1980s…President Chun should’ve sent the tanks in.”
General Lee [Commander of the Northern Capital Defense]: “Let’s not be stupid Commander. We are not personalists or power-hungry men. To be frank. I could care less about becoming President. However, I am driven by my responsibility to this state, our people, and the Korean race. We have sworn a duty to this country. We will not become another Kim Dynasty, the military rule is the only safeguard from a communist invasion. Like the Trojan horse than opened the gates of Troy for the Greek Invaders, Kim will sneak the communists in, and before we know it, our homeland will be lost to us as the Japanese had done before. “
Commander Lee Wogyong [Commander of the Defense Security Command]: “Yes General. Watching his words carefully as he spoke. What exactly can we expect from the Army Chief, I know he has not been extremely happy with the ousting of the previous Army Chief, nor with the efforts of the Kim government to undermine the Armies central role in defense. Including giving the Navy control of the Joint Chiefs of Staff and the Combined Defense Command.”
General Park [Commander of the White Horse Division]: “Unknown, however, it is unlikely he will also back a coup explicitly. Perhaps, if the coup were to occur, and he felt inclined, he could disarm the 2nd GOC and place their forces under your command. He could also move troops out of the Busan Command of 2nd GOC and place them back on the DMZ. The State of Alert has given him a handful of powers to move forces, however, the Chairman would see the movements and raise issues. We do know that the Navy and Air Force have benefited mostly from these recent efforts in air purchases and naval expansions. Of course, at the expense of the Ground Forces. Still, the majority of the armored units are under the command of officers we do not know would support us. Similarly, the airborne and marine units are outside of the command structure of our forces. If you managed to retake command of GOC, we could have greater leverage over the officer corps and major combat divisions. The General would get a pager notice as he was requested back at the Field Command for the Division. I have to return to the field. The Division is getting some new units that are being moved. Also, a friend from the Army Academy who is in the Chairmans office told me that they are planning to restructure the armed forces in the next four months in the new White Paper. The two remaining officers began discussing much more closer aspects now that General Park and left, including the make up of the Temporary Army Council, the military officials that needed to be arrested, and the important infrastructure to target. Both working out the impact and fall out from the move, but also the likelihood of an intervention. Noting the recent collapse of the American global order would give Korea the ability to resurge without limitations form the Americans who had long controlled Korea’s defense and political institutions.
