From what I have been able to find, the price of the S-400 varies from 300-million to 500-million depending on what missiles are initially purchased with them (IRL). Because you as the player can choose any missile capable of being fired by the system (from the cheapest to the most expensive) and therefor replenish it for no cost, the one-time cost of 500-million was found to be justifiable.
