I'm writing to you on behalf of the Imperial State of Iran, which desires to develop bilateral relations between our two nations. With both of our nations now starting to find stability after significant tumultuous periods within our histories, Iran feels that the time is right for our two nations to seek closer cooperation, particularly when it comes to our nations diplomatic and economic ties.

Iran is of the belief that it's necessary for a nation that's undergone such recent tumult as both of our nations, that it is absolutely necessary to rapidly expand ones outreach diplomatically and economically, while reforming socially, and politically, so that the mistakes of the past can never be made again. So while those in government with domestic portfolios are currently busy with their plans for domestic social and political reform within Iran, the rest of us with outward looking portfolios are working to expand Iran's diplomatic reach, secure foreign investment, invest Iranian money abroad, establish Iranian trade internationally, and sign a range of commercial deals with other nations.

With that being said, I'm happy to see that Canada is initiating a similar policy of greater diplomatic engagement, increased trade partnerships and commercial deals, and promoting economic growth more broadly. This has the Imperial State of Iran very hopeful that Iran and Canada can begin to increase commerce, diplomatic relations, trade, etc, etc. To show Iran's seriousness in this regard, my ministry has directed the Imperial Iranian Air Force to select Long-Range VIP Business Jets from Bombardier Aerospace, in order to meet the IIAF's requirement for a fleet of aircraft of that type, to meet the needs of the Royal Family, the civil government, and the armed forces. I'm happy to announce that the IIAF has done so and wishes to acquire 3 Bombardier Global Express 6000 Long-Range VIP Business Jets and 9 Bombardier Challenger CL-604 Utility Aircraft. While Iran Aviation Industries Organization (IAIO) would like to discuss the possibility of purchasing production rights for the DCH-5 Buffalo STOL Utility Aircraft. Should these deals interest Bombardier and Viking Air respectively, please let me know of their offers and/or desire to begin negotiations.

Finally I would also like to discuss increasing trade between our two nations, should this also interest Canada as well. What are the main Canadian exports and import needs at this time?

His Imperial Highness and the Iranian Government are quite please to hear that Canada shares the same interest that Iran has in deepening our two nations bilateral relations and further our nations cooperation with one another across a wide spectrum of spheres. The Ministry of Foreign Affairs of the Imperial State of Iran also feels that increased engagement between our two nations, especially increased economic engagement, will benefit both of our peoples as well. The Imperial State of Iran also hopes that increased economic engagment between Canada ans Iran will also lead to a true dialogue of civilization between our two nations. The Shah feels that our nations people have much to offer one another through the exchange of academics, artists, athletes, religious scholars/theologians, tourists, etc.

When it comes to trade, Iran wishes to import Canadian timber and machinery. We also have an interest in Canadian gems and would like to know what Gems Canada could export to Iran? As for major Iranian exports, they include fossil fuels, petrochemicals, steel, automobiles, and copper. Should we agree to increase commerce between our two nations, Iran would be supportive of significantly reducing tariffs imposed on the Canadian imports we've designationed, while depending on Canadian interest, we could also explore the possibility of crafting an FTA between our two nations.

The Imperial Iranian Air Force is quite pleased with the prices Bombardier Aerospace has listed for the Bombardier Global Express 6000 Long-Range VIP Business Jet and the Bombardier Challenger CL-604 Utility Aircraft. The IIAF will transfer the required funds for these aircraft to Bombardier Aerospace at once. While the offer made by Viking Air is considered to be to high by IAIO, as domestic production rights are quite risky, as a collapse of government brings an end to the domestic production rights. IAIO would be willing to pay $350,000,000 to Viking Air, but it would need to include a transfer-of-technology on the DCH-5 Buffalo STOL Utility Aircraft for IAIO to be able to limit the risk to IAIO. As a token of goodwill, should Viking Air agree, IAIO would be willing to allow Viking Air the right to produce any new variants of the DCH-5 Buffalo STOL Utility Aircraft that IAIO might develop. Perhaps with IAIO developing new variants of the DCH-5 Buffalo in partnership with Viking Air?

Canada would like to import the following products: Steel and Copper. We shall arrange the newcessary transport for Canadian Products to Iran shortly.

Once the funds have been transferred to Canada, the production shall begin for the required products. After speaking with Viking Air, they are not willing transfer any technology over and are only willing to sell the DPRs however they are willing to drop the price from $350,000,000.00 to $275,000,000.00

Iranian firms will happily supply Canada with a reliable supply of high quality copper and steel ASAP. Presently our fleet of merchant vessels exclusively contains VLCC's and Suezmax Tankers, however Iran has just paid for the production of five DWT 38,000T Type Bulk Carriers and we intend to buy more of these vessels, as well as Tsuneishi Philippines DWT 180,000T and 82,100T Type Bulk Carriers in a day or so. Once we've received these cargo vessels, our merchant marine fleet, IRISL Group, will begin shipping copper and steel to whatever Canadian port or ports that Canada wishes to select. Once your own merchant marine fleet is ready to begin exporting timber and machinary to Iran, we will receive all of your exports at the Port of Chabahar. The Chabahar is a designated Free Trade Zone, so your exports through Chabahar won't be subject to any customs duties. Also Iran would like to receive weekly shipments of timber from Canada and monthly shipments of machinery. What are the intervals that Canada wishes to receive Iranian copper and steel imports?

The Imperial Iranian Air Force will transfer the funds for the three Bombardier Global Express 6000 Long-Range VIP Business Jet and nine Bombardier Challenger CL-604 Utility Aircraft to Canada at once.

IAIO is certainly extremely appreciative that Viking Air has offered to reduce their initial offer for DCH-5 Buffalo STOL Utility Aircraft domestic production rights down to $275,000,000. IAIO is still somewhat nervous, given the recent collapse of so many governments around the world, so IAIO would like to counter with IAIO offering an offset deal to Viking Air, which would minimize risk to IAIO and certainly come with great benefits for Viking Air. IAIO is prepared to offer Viking Air domestic production rights for the Shahed 129 MALE UCAV and the rights to modify the Shahed 129 ask Viking Air wishes. This would give Viking Air the ability to produce an extremely advanced UAV/UCAV, while expanding the capabilities of Viking Air into the rapidly expanding UAV/UCAV market. This will also fill a need within the Royal Canadian Air Force for a sophisticated CISR MALE UCAV, without the need for the RCAF to look outside of Canada to fill this need. In turn IAIO asks Viking Air for a DPR on the DCH-5 Buffalo STOL Utility Aircraft and the right to modify the DCH-5 Buffalo. IAIO is hopeful that Viking Air will accept their offset offer, however if Viking Air would still prefer cash, the Imperial Iranian Air Force would instead like to purchase the DCH-5 Buffalo STOL Utility Aircraft directly from Viking Air.

Dear Minister Zarif,

After speaking with the Trade Minister, we have authorised and issued passes for all Iran Merchant vessels to arrive and dock in the Port of Halifax where the products will be moved further in by trucks and the likes. Where would the Imperial State of Iran like the products to be delivered too?

After careful consideration and talking with Viking Air, Viking Air have authorised the Domestric Production Rights for the DCH-5 Buffalo and rights to modify it in return for the Shahed 129 MALE UCAV and the right to modify in anyway they deem fit to do so.

Once the rights to the UCAV have been transferred, the rights to the DCH-5 will be automatically sent to the Imperial State of Iran.
