With the Imperial State of Iran transitioning away from the self-imposed isolation fostered by the Ayatollahs and Iran taking a leading place among the community of nations, an economic, social, and political revolution is sweeping over the whole of Iran. After decades of international isolation and anctions, the lost oppurtunities and stagnation of past decades is finally at a close, as the Imperial State of Iran is rushing headlong into the future and seeking to once again become the cultural, economic, industrial, and social hub of the Middle East, as Iran clearly was before the 1979 Islamic Revolution.

While the Imperial State of Iran has many advantages that allow for this goal to become obtainable within several years time, such a vast energy wealth, an expanding industrial and technical base, a skilled workforce, and a central geographic location, it is simply foolish not to recognize that isolationism, sanctions, and lack of investment into several key sectors, such as national infrastructure, ensures that all of us within the Imperial State of Iran truly have our work cut out for us as we look to rapidly modernize our nation from top to bottom, while we dramatically expand our nations economy and expand our people's horizons at breakneck speed.

Clearly this is no small task, it is vast in ambition and scope, requiring thoughtful guidance, sound decision making, a farsighted vision, significant technical skill, willing and capable foreign and domestic partners in both the public and private sectors, and of course heavy funding, as we look to make Iran the clear cultural, diplomatic, economic, military, political, and social hegemon of the Middle East, as we were before the 1979 Islamic Revolution. It is the strong desire of the Shahanshah of the Imperial State of Iran, that FCI will become one of our critical foreign investors, contractors, and suppliers, as we search for private firms to partner with the Imperial State of Iran during this exciting time in our history.

With the Imperial Council for National Development and Infrastructure of the Imperial State of Iran and the Ministry of Commerce and Finance of the Imperial State of Iran having identified the areas of the Iranian economy that are in the most urgent need of investment, modernization, and reform, due to their current state hindering the empires economic growth, it has quickly become clear that FCI is the ideal private sector partner for the Imperial State of Iran as we begin this great undertaking. As FCI acts as a critical private financial institution, but also as a supplier of much of the technical expertise, equipment, and technology necessary for the first phase of the Imperial State of Iran's major reform process to succeed. So with that in mind I will give a brief overview of the products and services offered by FCI, which have interested the Imperial State of Iran so greatly.

1. The Imperial State of Iran is looking to secure an initial $25,000,000,000 loan from FCI, which the Ministry of Commerce and Finance wishes to payoff within 24 months.

The majority of this loan (60-70%) will be invested into products and technical services that are offered by FCI and FCI's many subsidiaries, which offer the necessary products, technical skills, and essential services, to fully develop, drastically expand, and fully modernize Iran's soon to be restructured commercial aviation industry, along with our vital transportation and energy infrastructure, as well as acquiring the necessary warplanes, warships, and border surveillance systems that are required to protect the Imperial State of Iran's borders and sensitive economic interests. This arrangement will be truly mutually beneficial for your firm and the Empire, should your firm chose to accept the Imperial State of Iran's loan application.

2. With the consolidation and reform of the majority of Iran's civil aviation industry, should FCI approve Iran's loan application, the newly formed Imperial Iranian Air and the newly formed subsidiary domestic carrier of Imperial Iran Air, will look to make a major purchase of airliners from Airbus Group. With the purchase of over a dozen long-range airliners, the likely candidates being the Airbus A340-600 or Airbus A330-800neo airliners, along with the purchase of at least three dozen Airbus Airbus A320neo airliners. An additional inquiry shall be made into acquiring a sizeable number of ATR-72-600 regional airliners from Airbus Group to replace aging regional airliners currently in service with Iranian carriers.

3. The expansion and modernization of Iran's nationwide main line rail network and infrastructure by Thales Group should the loan application meet with success. At present only 3% of Iran's total passenger volume and 8% of Iran's total freight volume is moved by rail, which puts a strain on Iranian roadways and makes both the transportation and purchase of goods less efficient and more costly throughout much of Iran. Therefore to ease the congestion on Iran's major highways and to more efficiently and cost effectively transport goods and people throughout the empire, Imperial Iranian Railways is prepared to offer Thales Group a no bid contract, which will see Thales Group designing and directing the construction of new rail lines by local Iranian firms, designing and directing the expansion of existing rail lines by Iranian firms, modernizing all existing rail lines and rail infrastructure, and providing Thales Groups main line rail systems, which improve the availability of train, increase overall rail capacity, and provide better predictability and punctuality when it comes to arrivals and departures. With the ultimate goal being to raise Iran's total passenger volume traveling by rail to 6-8% and Iran's total freight volume traveling by rail to 18-20%.

4. Should FCI accept the Imperial State of Iran's loan application, FCI will also be contracted to provide the Imperial Iranian Air Force with a fleet of modern multirole utility helicopter, heavy-lift helicopters, strategic transport aircraft, refueling aircraft, and multirole fighter aircraft.

5. Assuming FCI accepts Iran's loan application, Thales Group will be awarded a no bid contract for the acquisition and construction of a Thales BOR-A 550 and 560 ground, sea, and low level air surveillance network along the entirety of Iran's eastern and western land borders and sohthern maritime border. This system will reduce the overland drug trade and smuggling routes, while denying terrorist groups unobserved entry across our borders, and ensuring that our coastal waters and air space remain safe and free of intruders.

I'm hopeful that the Imperial State of Iran's offer to and interest in FCI is shared by your firm and I would like to stress that the Imperial State of Iran is entering but the first phase of the planned major economic reforms, restructuring, and modernization efforts. It's our hope that upon the successful completion of the first phase of our efforts, FCI and it's subsidiaries will again be a major private sector partner of the Imperial State of Iran once again, as the Empire looks to dramatically expand Tehran Reza Shah International Airport, expand and modernize the ports of Abadan, Bandar Abbas, Chabahar, and Bandar-e Anzali, as well as expanding and modernizing Iran's roadway network with an additional 5,600 km's of highways, 745 km's of freeways, and 3,000 km's of main roads. While additional contracts related to the sale of both commercial and military aircraft are likely to be forthcoming as needs arise. So it is my hope that you understand the tremendous scale of the opportunity FCI has by doing business within Iran during this unique period of Iranian history and the value of the contracts that the empire is looking to award.

Due to the intricacies and complexities of our offer, I welcome you or one of your representatives to fly to Tehran in order to meet with myself and some of the other principal ministers relating to this potentially massive deal and hopefully come to an agreement as quickly as possible.

Our Policies have become more stringent, largely owing to your State abusing our Good Faith. Iran's reluctance to take Responsibility led to countless unprecedented Missile Strikes on not only Neighboring Pakistan, but Europe... With hindsight, we should never have gave them the Assets. These Events were so High-profile, they cannot be simply negotiated away. First Choice will not make the Second Mistake of fueling the Aspirations of an Ambiguous Madman in war. Nevertheless, your Email seems to convey a sense of Sincerity for change. So, I'm willing to see past those differences in the hopes we can establish a Peaceful Agreement. Though, you mention Warplanes and Warships. To confirm, you intend to Harbor these, for none other reason than Border Protection and State Security?

I certainly understand FCI's reservations regarding this transaction and FCI's desire to ensure that the Imperial State of Iran will not use FCI's investment or products for nefarious purposes. Truly it is impossible for the Imperial State of Iran to erase or negotiate away the horrors inflicted on the people of many nations, including the terrible repression and suffering of Iranian people, which was caused by the actions of the Islamic Republic. Nevertheless the Persian people are a proud and ancient people, whose rich culture, long historical legacy, and traditional customs, do not reflect the actions of the dictatorship of the Ayatollahs. So as the Imperial State of Iran begins anew and seeks to promote the values of the Persian people domestically, we have also sought to do so internationally and have either begun discussions on or have concluded agreements to ensure the financial wellbeing of the victims and victims families within the Netherlands and the United Kingdom, whose lives were so dramatically altered through acts of terror, either directly committed by the former regime, or committed by terrorist groups within Iran, of whom the former regime had knowledge of and did nothing to stop. So while the Imperial State of Iran cannot undo the past, we can directly make a better present, and begin to sow the seeds for a better future and the empire hopes that FCI will be one of our private sector partners as we seek to make a better future for the Iranian people and all the people of the world.

That being said, I'm extremely happy that the loan application of the Imperial State of Iran will be considered, as it's critical to the progress and stability of Iran, that the promises of the Shah and the leadership of the Imperial State of Iran, to realize the progress promised to the Iranian people during the "White Revolution" are upheld. While the Imperial State of Iran fully intends to use the bulk of the funds loaned to Iran by FCI, to purchase goods and services offered by FCI, so that a mutually beneficial commercial relationship and significant trust can develop between your firm and our government.

When it comes to warplanes, warships, and any other weapon systems that the Imperial State of Iran might seek to purchase from FCI, the Imperial Iranian Armed Forces would like to provide every assurance to FCI, that anything provided would be used only for border protection, state security, as well as the protection of our maritime trade routes and the Strait of Hormuz, which is the lifeblood of both the Iranian economy and the world's energy markets. Unfortunately the Imperial State of Iran faces several serious internal threats at this time and it is necessary for the Imperial Iranian Armed Forces and our security services to rapidly equip themselves with modern weaponry, in order to ensure the very survival of the state itself. Obviously we anticipate that loyalists to the former regime will seek to undermine the Imperial State of Iran as we move forward and the Imperial Armed Forces and security forces are already planning on countering any attempts by those loyal to the former regime to retake power. While what I'm about to tell you next is classified information and highly sensitive information, so please treat it as such on your end. Our government has reached out to the United Kingdom on a number of bilateral issues, top among them being the continued strong presence of the Al-Mutahida terrorist group within the Imperial State of Iran and the surrounding area. As I'm sure you're already aware it was the Al-Mutahida terrorist group that perpetrated the atrocity within London that claimed so many British lives, along with attack within Iran that have claimed a great many Iranian lives. Though we have yet to come to a formal arrangement, our two governments support the deployment of British special forces, who will work with our own special forces, to seek out and destroy the Al-Mutahida terrorist group. It is the opinion of the Imperial Iranian Armed Forces, SAVAK (Our intelligence agency), and the British Foreign Office, that the Imperial State of Iran will need to undertake a full-scale counter-insurgency, as we look to destroy Al-Mutahida. Al-Mutahida has thousands, possibly even tens of thousands of well armed fighters along the Iranian border with Afghanistan and Pakistan, with thousands of additional well armed fighters in Afghanistan, and perhaps several hundred well armed fighters and tens of thousands of supporters within their birthplace, within Kuzestan Province in Southwestern. Therefore it's vital that the Imperial Iranian Armed Forces and our security forces have access to modern equipment and weaponry, as they seek to destroy Al-Mutahida, In order to make the Imperial State of Iran Iran and the whole of the world a safer place, together with the United Kingdom. So in understanding that the Imperial State of Iran faces a serious counterinsurgency from Al-Mutahida, the arms we are requesting to acquire from FCI are weapons systems that are able to either provide air support to Iranian and British Forces, mobility to Iranian and British Forces, or both.

When it comes to Iran's civil aviation purchases, should the loan receive the necessary approval from FCI, Iran Air is ready to purchase at least 40 Airbus A320neo Airliners and 60 ATR 72-600 Regional Airliners. While Iran Air will wait for Airbus to return a price on the Airbus A330-900neo Airliner before they make a commitment on either the A330-900neo Airliner or the Airbus A340-600 Airliner. Iran Air would also like to make an inquiry into the price of the A350-1000 XWB Airliner for a potential future order as well.

Certainly the Imperial State of Iran does not expect the misdeeds of past Iranian regimes to become erased within a few weeks, months, years, or even a decade, as we are all well aware of the shame that the Ayatollahs placed upon our great nation, as well as the damage they have done to our ancient and eternal inheritance. Nevertheless the Imperial State of Iran stands committed to reshape the negative narrative surrounding Iran within the global community through both a range of positive, proactive actions, both direct and indirect, over an extended period of time, which we are extremely hopeful will allow the world to see that the Imperial State of Iran is a progressive, modern State, which wishes to engage in commerce, diplomacy, etc, with the rest of the global community, ending the previous regimes failed aggressively militaristic and xenophobically isolationist policies.

That being said, the Imperial State of Iran applauds FCI's decision to engage with the Imperial State of Iran, as our nations understands very well the complexities of the Middle East and doing business within our challenging region. It is the hope of the Imperial State of Iran, that as trust grows between FCI and Iran, that our partnership can grow to include FCI housing various regional maintenance, modernization/upgrade facilities, and perhaps even production facilities within Iran, but of course that is much further down the line.

For now I am happy to say that the Shah has approved FCI's terms and conditions of the $25,000,000,000 loan, to be paid out over 24 months, which the Imperial State of Iran has applied for. However due to the need to more heavily invest in Iran Air than previously anticipated, so that the company can be taken public, the Imperial State of Iran would like to modify our loan request to $30,000,000,0000, which at the prevailing interest rate FCI charges, amounts to payments of $1,500,000,000 per month, over 24 months according to my math.

Both Iran Air and the Imperial Iranian Armed Forces will now place a comprehensive order for a variety of both civil and defense aerospace products from FCI, under the assumption that the loan we've requested shall receive approval from FCI. While the Imperial Iranian Armed Forces would like to be made aware of when the pricing for the Sikorsky S-70A Multirole Utility Helicopter, Sikorsky UH-60M Blackhawk Utiliy Helicopter, and Sikorsky MH-60M Blackhawk Multi-Mission Helicopter comes through.

Has FCI decided on a price for the A330-800neo and A330-900neo Airliners which Iran Air has expressed interest in? Iran Air is committed to purchasing a number of Airbus A330-800neo's or A330-900neo's, despite Iran Air currently desiring to purchase 16 A350-1000 XWB Airliners. While Iran Air Freight would like to convert a number of Airbus A300-600R Airliners into the Airbus A300-600RF Freighter variant and a price is requested for the conversion.

The Imperial State of Iran has received FCI's loan dispersal and the funds have been locked down by the Central Bank of Iran. I would like to personally thank you Mrs. Durand, as I know FCI may face some pushback for issuing a loan to Iran, due to the appalling behavior of the former Iranian regimes, led by the Ayatollahs. The Imperial State of Iran is doing everything in our power to repair Iran's image, both internationally and domestically, from small gestures such as compensation to the families and survivors of the former regimes heinous crimes, to larger gestures, such as establishing official diplomatic relations broad and diverse group of nations, in the hopes of repairing and rebuilding Iran's relations with the international community. Iran considers FCI's approval of our loan request as an official show of faith in the Imperial State of Iran's efforts to reform the Iranian state and Iranian society from the ground up, which means a great deal to the Iranian government and Iranian people, as every Iranian seeks to regain our people's lost pride and our rich cultural inheritance. So please know that all of Iran thanks FCI for giving the Iranian people a chance to rebuild our proud and ancient civilisation, restore our rich culture, and provide a better future for our children.

While following our loan approval, Iran Air has made a massive purchase of Airbus airliners from FCI as originally promised and the Imperial Iranian Armed Forces have requested billions of dollars worth of Lockheed fighter aircraft and Airbus maritime patrol aircraft from FCI. These deals will not only provide Iran with a first rate flagship carrier and a modern air force, they will also create a lasting partnership between the Imperial State of Iran and FCI, as more deals will be sure to follow at regular intervals.

When it comes to the conversion of existing Iranian airliners, please keep this information confidential, as it makes obvious the Shah's plan to merge all of Iran's various commercial airlines into a single commercial airline (Iran Air), with two subsidiaries, a domestic carrier and a regional low cost carrier. His Imperial Highness intends to unveil this major reform of Iran's aviation industry at the Tehran International Economic Forum on the 1st of November and the Shah wishes this major reform to remain under wraps until he makes the official announcement.

That being said, we wish to convert 13 Airbus A300-600R Wide-Body Airliners into Airbus A300-600RF Wide-Body Freighters, with 4 coming from Iran Air, 4 coming from Qeshm Airlines, and 5 coming from Mahan Air respectively. We also wish to investigate the possibility of converting 10 Airbus A310-300 Wide-Body Airliners into Airbus A310 MRTT's, with 8 aircraft coming from Mahan Air and 2 aircraft coming from Iran Air respectively. Should Iran go ahead with these conversions, Iran Air intends to purchase 16 Airbus A330-800neo Wide-Body Airliners and 4 Airbus A350-1000 XWB Wide-Body Airliners to replace these converted airliners, once the purchase of these new airliners becomes fiscally feasible for Iran Air.

I look forward to welcoming Mr. Mullen to Tehran and hope that his indirect travel to Tehran isn't causing to much trouble for him. Hopefully with FCI moving it's headquarters such inconvenient occurrences will no longer occur with such frequency.

I would also like to extend an official invitation to you as a guest of honor of His Imperial Highness the Shah and keynote speaker at the Tehran International Economic Forum. The first annual Tehran International Economic Forum, is an event that we are quite hopeful will be the largest single annual gathering of international Heads of State, international government ministers, as well as Chairmen, Chairwoman, and CEO's of the world's largest public and privately held companies in the world. The Tehran International Economic Forum will be held on the 1st of November 2012 (Forum begins Sunday) and runs throughout the week. I do apologize for the short notice and understand if you're unable to attend, though I do hope you'll appoint a representative to take your seat.

As a keynote speaker and guest of honor of the Shah at the Tehran International Economic Forum, you will have the opportunity to address the many gathered dignitaries from around the world and discuss whatever geo-strategic, geo-political, economic, social, and commercial/investment topics you wish to speak about at this landmark event. The Tehran International Economic Forum will provide an excellent opportunity for you to network with world leaders and other international business leaders, while also promoting FCI'S products and services. You are also more than welcome to invite executives from FCI's subsidiary companies, should you wish for them to also attend the Tehran International Economic Forum, where they'll also be able to network, negotiate sales, seek investment, invest in foreign companies, foreign countries, etc, etc.

The mission of the Tehran International Economic Forum is to bring together the chief executives of major Iranian and international companies, heads of state, political leaders, prime ministers, deputy prime ministers, departmental ministers, governors, etc, in order to promote global commerce and investment, both within the Imperial State of Iran and internationally. While the key purpose of the forum is to provide a practical tool for business, helping to overcome the barriers, both geographical and informational, dividing Iran and other countries.

As a guest of honor of the Shah, you will share the stage with his Imperial Highness during the Tehran International Economic Forum, while staying as an honored guest of the royal family within Tehran's ancient Golestan Palace Complex. This will provide time for you to network and meet not only with the Shah, but also the Shah's other guests of honor, providing a relaxed and informal setting to discuss various matters of importance to his Imperial Highness and the other guests of honor.

I hope you'll join the Shah of the Imperial State of Iran for what is sure to be a unique international event, which will promote your firm to the global community in what is sure to be an extremely high profile event. As I mentioned before, it's perfectly understandable if you're unable to attend the TIEF, howeved the Shah hopes you'll represent FCI at the first annual Tehran International Economic Forum.
