Dear Minister Tang,

Our peoples have a long and somewhat complicated history, however, for the sake of ours people now and into the future, our government feels it is important that we maintain cordial relations, hopefully better. With the establishment of our new government, we would like to reopen communications between our great peoples. We feel it is to our mutual benefit to work together for the betterment of our people and the pacific region at large. Among the topics we would like to discuss are:

1. Confirming the status of our diplomatic relationship and committing to peaceful future relations between us
2. Ramping up economic cooperation between our peoples and opening new trade routes between us.
3. Establishment of an Asia-Pacific Conference and/or trade organization

Mr. Kamei is present in our Beijing embassy and would be happy to meet with either yourself or one of your representatives as soon as possible.

To: Yukihiko Ikeda From: Tang Jiaxuan Dearest Minister Yukihiko, I am honored that you have contacted my government and I must congratulate you and Japan in establishing a new, stable government and entering the global stage alongside other nations. It has been far too long now that China has been alone in East Asia in the topic of global affairs. We are happy to share this stage with the people of Japan. Working together is certainly something that would benefit both of our people. I would be more than willing to discuss these topics with your ambassador in Beijing at their earliest convenience. However, there is something that I will need to discuss with you before a meeting can be scheduled: Japan's previous governments have yet to acknowledge nor apologize for the horrors that were done to the people of China during the Second Sino-Japanese War and the Second World War. If we are to open diplomatic relations, my country and the Chinese people ask that Japan officially recognizes the crimes committed by the Empire of Japan over fifty-years ago, specifically the Massacre of Nanjing, and apologizes. We ask for nothing more than an apology. If this can be done, then China will be more than happy to begin Sino-Japanese relations. Yoshiyuki would make his way to the Beijing Ministry of Foreign Affairs headquarters each day at the designated time to make himself available to meet with his Chinese counterpart. He would announce his presence at the Ministry and ask the administrative staff about the minister's availability.[/hr]

With the information being given to him, Tang Jiaxuan would schedule to have a meeting with Yoshiyuki on the 1st of October at 2:00 p.m. When his secretary would notify him of Yoshiyuki's arrival, he would head downstairs to meet with him in person.

Upon seeing him, he would extend his hand. "Good afternoon, Ambassador Yoshiyuki, it's nice to meet you. Please, follow me to my office." The walk through the halls of the Ministry of Foreign Affairs would be short and it only be one flight of stairs to the Minister's office. "Please, take a seat and make yourself comfortable." He would tell him once inside. "Is there anything I can get for you before we begin our meeting?"

Yoshiyuki bowed to his Chinese counterpart upon first introduction, stating "Thank you for your hospitality Minister Tang." He then proceeded to follow Tang through the halls of the Ministry. After a short walk, they had apparently arrived at the minister's office. Per instructions, Yoshiyuki sat in the offered seat and prepared himself for the meeting, "Thank you, I am quite well. I am excited to begin our work here today. What we discuss will likely shape the future of our nations."

Yoshiyuki opened his prepared dossier and reviewed the terms he wished to discuss once again. He was a consummate professional and was meticulous in preparation.

Tang would take his own seat at the desk, across from the Japanese minister. He would move a few things to make more room for potential papers. "That is good to hear." Would reply Tang. "Well, if this is truly something that will shape the future of our nations, I must say that I am quite excited as well." The Minister would make himself more comfortable by sitting further into his chair. "What is it that you have in mind for our nations, Minister Yoshiyuki?"

Yoshiyuki smiled, he had prepared this statement in his head on the way over. Now it was his time to shine, "Minister Tang, as you know our nations, along with Vietnam, command the largest economic potential in Asia. It is our intention to first, promote the economic vitality of Asia. We hope to secure trade between our people, committing a certain minimum number of ships dedicated to such trade. We also wish to ensure peace between our peoples and take affirmative steps to build regional unity. Finally, we are very much open to the idea of military coordination to secure our regional interests." Yoshiyuki adjusted himself slightly, the nerves to approach the next phase of the conversation building within him, "There is also the question of Russia. While not an Asian nation, per se, Russia commands vast amount of territory and resources here, as well as influence over many of our neighbors. It is our intention to invite good relations with them as well. We have not broached the subject with the Russians as yet, but we were considering forming some form of Asian Pact encompassing our nations. If we all coordinate our efforts, we can ensure regional independence and the prosperity and frankly dominance, of our nations in the region. In truth, we strongly feel the desire to cast off any remnants of colonization of the West in Asia. While territorial holdings are few today, there still remains the cultural and intellectual dominance over our peoples. If we build an Eastern Renaissance of sorts, we can shift the balance of power in our home region. We understand that such ambitions are far-fetched at present and we fully understand if China's interests are more limited. The fact that we are able to meet here so amicably speak volumes to the growth of our peoples."

Tang would remain polite and sit back in silence to listen to Yoshiyuki's ambitions for Sino-Japanese relations. "China can certainly stand behind promoting the economy of Asia. If I remember correctly, the merchant navy still has four free bulk carriers that could be used to secure trade between Japan and China. We'll simply have to decide on what our nations will trade between each other and I'll make all the necessary requirements to set up trade." Tang adjusted himself in his seat. "President Hu has prided himself in making China a neutral nation in the way of military operations. However, I believe that if it involves operations only in Asia and only defensive in nature, that a compromise could be met. We would have to discuss this in far more detail before anything can be promised." The Minister nodded at the mention of Russia, not entirely positively. "Russia has only recently got out of a civil war, something that could bring their current government and their stability in question. Furthermore, while they have territory within Asia, China places them under Europeans. Europeans which have had a strong imperial hold here in East Asia. I believe we would have to discuss this potential Asian Pact in far more detail, including its requirements, responsibilities, and the involvement of our militaries before my peers and superiors would even consider it.

With that said, what do you have in mind for this Asian Pact?"

Yoshiyuki nodded, it was much to consider for a first meeting but his government wished to get moving forward on its greatest objectives. "Of course, we will also soon have a sizeable merchant fleet ready to transport goods. We have finished goods, vehicles, machinery, and the iron and steel to build them. We will happily export any items that suit Chinese market need. As far as any such pact, it would have to be defensive in nature of course and focused on Asia. We cannot support any imperialist expansion. Yes, we have our own complicated history with the Russians but they are one of the few Europeans that actually has territory here. The rest exert more subtle and arguably more dangerous influences. This sphere we imagine would be a defensive pact, policing and protecting Asia. It would also largely, if not primarily, be a trade zone for our nations. We could offer regional pricing on all domestically produced goods so as to speed up regional growth. We commit to mutual economic initiatives that benefit us all. We effectively build a united Asia, strong in its economy and strong in its presence such that we no longer take our cues from the West. Naturally, this is a longterm goal and should not distract us from more immediate issues, such as setting up our initial trade routes, hopefully signing Non-Aggression Pacts, as well as outlining the future of our bilateral relationship."

"I believe China will be able to put Japanese optical, technical, medical apparatus to the most use. China has a large abundance of any other of Japan's exports, so we'll have to focus on these things the most. When it comes to Chinese exports, the only thing that we export which Japan does not is consumer goods. However, if need be, we can also export the following to Japan: electrical machinery, machinery including computers, vehicles, and articles of iron and steel.

As long as the pact remains defensive in nature then China would be interested in developing this further. While we are reluctant in having Russia in this pact, for various reasons, we will attend a summit between our three nations and see how it goes. Boosting the trade and economy of our nations along with signing non-aggression pacts would be what interests China the most, a discount on military equipment would also be of great use.

Have your people already contacted Russia on this potential pact?"

"We would certainly enjoy trading Chinese consumer goods for Japanese optical, technical, and medical apparatuses. As far as the other items are concerned, while our nations produce similar areas of goods, I am sure what is built in China and Japan are not exactly the same such that our people would not benefit from exchanging them. Our products may be at different price points and serve different markets. Perhaps we could do an exchange of machinery and how our markets respond to each other's goods? But let us at least confirm Japanese scientific apparatuses for Chinese consumer goods. Shall we both commit one ship to the task? If two ships are simultaneously coming and going from China to Japan, we should be able to meet market needs quickly. Given our proximity, the intervals for these ships would be minimal.

Yes, defensive and economic in nature are our goals. A military discount would also be advantageous for all involved. We can agree to a Non-Aggression Pact bilaterally until a regional pact is secured.

We are presently in talks with Russia and we will gauge their interest. We understand your hesitation about Russia, however they seem to be cooperative and willing to abandon some imperialistic possessions in Asia. Peace in Asia cannot be guaranteed without Russian inclusion, otherwise we set Asia up to be divided into blocs.

While we are on the subject of other nations, we have gotten reports of activity in Korea. Unless the North Koreans change their international positions we are hesitant to accept their inclusion as we cannot be seen as harboring rouge states."

"I believe one or two ships going back and forth bi-weekly should suffice more than enough for our two markets. A non-aggression pact in the mean time is something that we would be willing to sign at your government's own time.

North Korea may be far too... unpredictable for such a Pact. Having such a nation in the pact would simply prove far too troublesome. Perhaps, instead, we should simply offer them a non-aggression pact to assure stability among the East Asian nations.

Let us know how the situation with Russia goes. In the mean time, shall we sign our non-aggression pact?"

"Very well, let us agree to one ship to trade at this moment. We will utilize a container ship to trade your consumer goods for our technical apparatuses. We can lease a trade ship for this purpose. As a sign of good faith, we will cover the costs of this ship for the first few months. I will inform our merchant marine to send for the ship immediately. We will happily sign a non-aggression pact right now" The Japanese ambassador would withdraw a Non-Aggression Pact form and sign it. The effect of the agreement is that neither Japan nor China will engage in hostile military action against the other and will respect the territorial integrity of the other signatory, including air, sea, land, and space. The intellectual and commercial rights of citizens from each state will be respected by the other signatory. Disputed territories in the Pacific are specifically carved out to be resolved at a later date. Neither party will send military assets into the disputed territories without consent of the other until such a time as the territorial issue is resolved.

Furthermore, the Non-Aggression pact includes a clause declaring the friendship of the Japanese and Chinese peoples, committed to a new, unified, and strong Asia.

"We are in agreement then on the broad strokes of any region-wide pact and who might or might not be invited. Will we inform you of our relations with the Russians and their level of interest.

We should also consider our mutual military discount agreement as you suggested. We propose 15% as the maximum markup. We intend to make your Type 73 howitzers part of our standard issue."

"Oh, uh... well, I thank you but China is currently operating a few commercial vessels which we will be able to use to send our resources to Japan. Which port do you wish for our resources to go to? "

Tang would also add his signature to the non-aggression pact.

"We can agree on a max of 15% mark-up. I'm not entirely sure what you are referencing when you say China's Type 73 howitzers?"

"Excellent, we can likely trade between Hakata and Shanghai, that is likely the shortest route. There, we can trade daily. I meant Type 73 Anti-tank guns, excuse me. Then let us add that as a clause of our Non-Aggression pact. Marvelous, I will have our ships begin immediately."

"My government will be most pleased. With our trade agreement and NAP signed, I believe we have covered the major diplomatic concerns between us at the moment. We wish to go ahead with this conference. We will send invitations to your government, Vietnam, and Russia to join us next month in Tokyo. I have been authorized to immediately purchase 20 Type 73 Anti-Tank guns. That puts the price at $2,530,000 by my calculation. We will wire the money to your government shortly. Is there anything else you wish to discuss at this moment?"

And yes, 2.53 million dollars would be the correct pricing for the Type 73 AT guns. Production of the guns will begin the moment my government receives the funds.
