Dear Minister Livni,

We greet you warmly with the hope of beginning a more formal relationship with your nation. The State of Israel has made very large defense purchases from our manufacturers. We wish to thank your government and hopefully draw our people closer together. We are interested in discussion a few things with your government. Given your government's high-level purchasing of Japanese defensive technology, and our interest in Israeli defense technology, we wish to establish a mutual defensive research and sales initiative. We feel that we may work together, providing discounted goods to each other and working together to develop better ones. We also wish to discuss trade, non-aggression pacts, and finally, we need a partner to assist our government with producing several thousand trucks. Given your developed defense industries, we feel Israel would be able to quickly and efficiently manufacture these trucks.

Our first subject was regarding the Kongo-class destroyers, which we've purchased many of from Japan. While we believe that this destroyer offers an enormous strength to our navy, we feel that it lacks slightly. Because of this, we believed that perhaps with the aid of Japan that a research and development project could be begun to add more firepower to the Kongo-class, essentially turning it from a destroyer to a cruiser. If this is something that Japan would be interested in exploring then we can discuss this project in more detail. When it comes to these trucks, we would be more than willing to build these trucks if you pay for them. What are the vehicles? What is Japan currently exporting? Israel is willing to export the following: Electrical machinery and equipment at 1,500,000.00$, Optical, Technical, and Medical apparatus at 2,275,000.00$, pharmaceuticals at 2,300,000.00$, aircraft at 3,000,000.00$, and mineral fuels, including oil at 2,800,000.00$. I believe it is perhaps a little early to be signing a non-aggression pact, but we are open for discussions. Let us know what you have in mind. Dear Minister Livni,

A Kongo-refit is an interesting idea. Japan's goal is to be as self-sufficient in military production as possible and this would definitely increase Japan's ability to defend its shores. Other RnD projects we are interested in: a diplomatic refitting of our Toyota Limousine, including bullet proofing, internal air supply/ filtration, etc. This limousine would serve our diplomatic corps, and our VIPs. We have interests as well in a form of universal datalink programming whereby military assets from different states can still work together in concert. We also seek a tank destroyer, as well as an armored version of our High Mobility Vehicle. Japan also has several needs for domestically produced aircraft - modern fighters, strategic airlift, AWACS, etc. We have much of the technology and base model to use to create much of this technology. A partner to help grow our mutual defense capabilities and share the cost would be of great benefit to us. Of course, the level of cooperation would be limited by Israel's own interests.

We are coordinating with Yugoslavia to have the value of the truck's production paid for. They are FAP 2026 trucks. No IP may be copied of course and only the trucks paid for under this agreement would be produced.

Our current exports:

1. Vehicles
2. Machinery, including Computers
3. Electrical Machinery, Equipment
4. Optical, Technical, Medical Apparatus
5. Iron, Steel

While we oppose tariff and other trade barriers, our set tariff is $500,000 Per Ship exporting each good we produce, regardless of the underlying good. We favor mutual trade exchanges without tariffs. We currently import quite a bit of mineral fuels, so we would be very interested in Israeli pharmaceuticals and aircraft.

As far as Non-Aggression Pacts go, Japan is willing to sign these with almost every nation on Earth. We do not seek war with anyone and we do not invite it. This is why we offer them with each diplomatic contact we make. If Israel is not comfortable signing at this time, it is completely understandable.

To: Yukihito Ikeda From: Tzipi Livni Dearest Minister Yukihito, Related to the cruiser, we believe that using a mixture of Israeli and Japanese missiles and potential cruise missiles would give both of our navies a very large advantage both in the Mediterranean Sea and the Pacific Ocean. The limousine is something that Israel would be interested in purchasing in the future in the hopes of being able to defend our diplomats more effectively. When it comes to the High Mobility Vehicle, Israel has a similar vehicle in the M-240 Storm, perhaps, if Japan is interested, Israel could aid in this project by offering the M-240 Storm's armor. For aircraft, however, it is known that Israel had moved towards American designs, but we still have various designs from the IAI company that you may be interested in, of course, we would need to discuss that in more detail. We would be interested in importing iron and steel in exchange for pharmaceuticals and aircraft. We would also offer, for the sake of friendship between Japan and Israel, to lower our tariffs to 500,000.00$ for each product as well. Dear Minister Livni,

Perhaps we should arrange for our R&D teams to meet to discuss the cruiser. We would be more than happy to export the limousine to Israel when our tests are complete. Finally, we understand the M-240 Storm to offer protection against small arms. The publicly available caliber this vehicle offers protection against is is that of the AKM armor piercing round. This is the round both Japan and Israel are most likely to encounter. However, we are curious as to its ability to protect against mines, IEDs, rocket propelled grenades, and higher caliber rounds. From what we understand the American M1114 UAH is capable of additional small arms protection, but is sometimes too wide for Middle Eastern streets. If Israel is interested, we could work together to create a better armored mobility vehicle.

We have abandoned our efforts with Yugoslavia due to a lack of responsiveness. Furthermore, upon discovery, we may actually possess the cheapest, efficiency, and cost effective logistics trucks.

We accept those trade terms and will begin payments to Israel when trade begins.

NON-AGGRESSION PACT​

This is a mutual declaration of friendship and peace between the STATE OF ISRAEL and the STATE OF JAPAN. Each signatory to this pact hereby declares that any and all hostilities against the others are strictly forbidden. This is document is a sign of trust, cooperation, and harmony.

Article I - The Parties

1. Each party to this agreement hereby binds themselves to the terms of this document.
2. The terms of this document represent the entire agreement between the parties.
3. Each party asserts that this document complies with the laws of their nation and that this document will be binding on all subsequent governments.
4. Each party asserts that they have the authority under the laws of their nation to sign this document and to enforce it.

Article II - Military Aggression

1. Each party to this agreement swear to undertake no aggressive military actions against the other.
2. Aggressive military actions are defined as actions which threaten the national security, safety of citizens, or integrity of assets of the other party through use of military arms.
3. Each party will respect the territorial sovereignty of other other and not move military assets into the other party's territorial claims without consent. This is inclusive of military bases and enclaves located outside the primary territory of each party.
4. Territorial sovereignty includes claimed ground, air, space, and maritime territories.
5. Neither party will use military assets to harass, harm, or otherwise interfere with the affairs of the other party.

Article III - Secret Aggression

1. Neither party shall undertake espionage or other clandestine actions against the other.
2. Nor shall either party utilize espionage or other clandestine actions where the target is or includes the other party.
3. If either either seeks to undertake espionage or other clandestine activities in the territorial claims of the other party or an action that would impact the other, permission is first required from the other party.

Article IV - Corporate & Trade Aggression

1. Each party shall respect the claimed intellectual property of companies headquartered and registered under the other party's laws.
2. Each party shall enforce lawful intellectual property claims of companies from the other party.
3. Neither party shall attempt to reverse engineer or otherwise copy technology belonging to citizens or corporations of the other.
4. Neither party will harass or impede commercial vessels flying the flag of a signatory party.
5. Commercial vessels flying the flag of a signatory party shall be allowed to dock and refuel at the ports of any signatory party.

Article V - Duration

1. This document shall be in force for five (5) years after its signing and renewable annually thereafter.

Article VI - Enforcement

1. The parties agree to convene and discuss any perceived violations of this document with each other as the first step for enforcement.
2. The parties agree that this document will be enforceable with the International Court of Justice.
3. The parties agree that violations of this document found by the International Court of Justice will result in a $5,000,000,000 fine penalty to the other party

Furthermore, in the spirit of our above agreements, Japan would like to propose military cooperation and joint exercises. We believe a peaceful and stable Middle East is important for international peace. With the troubles brewing in Iraq, please know that Japan will not stand for blatant acts of overt aggression and so will stand with Israel and other nations if the Iraqis break international peace norms.

To: Yukihiko Ikeda From: Tzipi Livni Dearest Minister Ikeda, I have discussed with a high ranking member of our armed forces regarding the M-240 Storm. The vehicle protects the crew against 7.62mm armour-piercing ammunition, hand grenades, unexploded artillery fragmenting sub-munitions and other small anti personnel explosive devices. However, the protection that it offers is not the greatest and we would recommend acquiring a MRAP that is specifically made to survive explosions from mines, rocket propelled grenades, and other explosives. While Israel does not own the product itself, we do have the means to produce the Trukish MRAP by the name of Otokar Akrep, we would be able to produce this for you at the base production price if you wish. However, we would be more than interested in forming a joint research and development project in the hopes of producing our own MRAP for Japan and Israel to use. I will contact our Research and Development Center if you are still interested. I will have our merchant marine company know of the trade and begin sailing the products to Japan. The situation with Iraq is unnerving but the fact that the Western nations are attempting to send their armed forces into the nation is simply going to worsen things for the entire region. It is my hopes that Israel and other regional powers will be able to help the situation in assuring that it does not bring instability for the next decades. For this reason we will not allow any foreign military on our soil at this time, however, if you wish to hold a training exercise in Japan we can send a number of troops. Dear Minister Livni,

We have signed this agreement as well. We see this as an excellent first step. I have received word from our R&D department about the creation of a MRAP vehicle. I am sending the specifications to you attached to this email as a sign of good faith between our governments. Please have your R&D department review the specifications and suggest any improvements or Israeli design specifications to add, then send a contribution over for the creation of this product. This way we can turn this vehicle into a joint project and ensure that it is of the highest quality and meets our military needs.

We would like to place an order for 1000 of the Otokar Akreps to fill the need of a patrol vehicle until our vehicle is developed. We would like this vehicle developed in batches of 100, and 300 x 3.

We completely understand your government's sentiments towards Iraq. However, we fear that without intervention, Iraq will simply dominate and tyrannize the Middle East. It is Japan's hope to help diffuse or solve this problem. However, we wish to see a free and stable Iraq to join the international community. We would very much like to coordinate a joint military exercise soon.
