Dear Minister Ivanov,
I hope things are well within the Russian Empire, my predecessor and the Russian Empire from my understanding had some strong ties which I'd like to continue however my office has instructed me to begin talks regarding the Kuril Islands. I'd like to speak with you in person to discuss such topic and any other topics that your Ministry may want/or need to discuss! We can meet either in Tokyo, Moscow or any other location of your choosing, I have CC'd Minister Kawaguchi who oversees the Ministry of Foreign Affairs for the State of Japan who will also be attending.
I look forward to hearing from you and hopefully to a stronger ties between the State of Japan and the Russian Empire!
