Dear Miinister Alatas,

I hope this email finds you in good health and that H.E. President Habibie is doing well as well. H.E. President Kim hopes that an amicable solution can be found regarding the judicial discussions pertaining to the implementation of a the service tax proposal. H.E. President Kim firmly believes in dialogue as the means to address our issues and is happy that our judicial minister has been able to have an open dialogue with the Indonesian Government pertaining to the proposed service tax. Please note that our government's policy has not shifted since that conversation.

As part of our proposed solutions, the Republic of Korea has identified two main points that underlined the proposed service tax. The burden of security in the region and the environmental impact from large scale commercial activities. We believe both are valid and genuine reasons and it is a duty of all nations to be considerate of Indonesia's concerns. To that end, H.E. President Kim has instructed our office to engage in additional measures to alleviate those concerns.

Our current proposal is two-fold. Firstly, we would like to assist with maintaining security in the region through the deployment of naval vessels to participate in routine patrolling and anti-piracy operations. We believe this can help with the over burden on your navy. Our proposal would come with the necessary aircrafts, helicopters, and marines to support a long-term commitment. We are firmly in the belief that all of Asia has to play a role in this mission and we are also willing to use political capital to push other states to contribute resources for the mission. This is pertaining the security aspect of Indonesia's waters.

On the second part, the environmental aspect. The Republic of Korea would like for a set of recommended naval practices that our ships should adopt for travel through Indonesia's waters. This to protect the natural environment and coastal communities. We would also like to assist in clean up of discharged pollutants as well. Finally, we wish to reaffirm our commitment to persecuting all acts of negligent and carelessness that has an adverse affect on the Indonesian ecological environment.

I look forward to your response and how we can assist Indonesia in these times and foster inter-Asian cooperation.
