This past week has proven quite difficult for the Indian Government, but we have endured worse. Our Government hopes India will continue to act within the democratic foundations and principles outlined in the constitution and in the spirit of the decolonization leaders that brought about the beginning of India's democracy. While tested on numerous occasions, I personally hope that this won't be the pretext for further marginalization of your communities which feel left behind. It is no doubt a difficult task for a country of 1 billion plus people, yet, the resilience of the Indian people as you have said, is not easily shattered. Our Government will continue to assist you in these regards, to promote democracy, upholding the rule of law, but also respecting the freedoms associated with the principles of democracy. The root causes of these insurrections are much more dangerous if unaddressed, income inequality, religious and ethnic discrimination, political marginalization, and low economic and human development. I hope that together as partners we can seek to combat this challenges, and as partners destroy the foundation of which terrorists and insurrectionists feed off the victims of these problems for their own purposes.

With regards to medical equipment, I would like permission to send 3 ROKAF KC-130Js with medical equipment to Indira Gandhi International Airport to deliver medical supplies to your government. They will be carrying 560 kb (1,450 lb) of medical equipment including sterilization kits, syringes, universal and viral transport media to collect and store specimens, pain relief medicine, Nonsteroidal anti-inflammatory drugs, aloe vera cream or an antibiotic ointment acetaminophen. Second-degree burns may be treated with an antibiotic cream or other creams or ointmentsreplenishment of other consumable lab supplies. Alongside the medical equipment, I have ordered the deployment of 50 ROK Army medical personnel to accompany the shipment to offer assistance with emergency medical care to victims of the terror attacks.

Honorable President Kim Daejung, We will of course agree to allowing your personnel and equipment to enter India. While in India they will be subject to Indian Law, and will be escorted by an official military official of the Indian Military. All are permitted to land at Indira Gandhi International Airport, from there the equipment will be transported by rail to Mumbai. India does not give permission for your personnel to evacuate Korean nationals throughout India. However they may evacuate Korean nationals through the various embassies and missions throughout India. This is due to the nationals being spread wide throughout India and would be to difficult to locate them all. We will assist your government and the Korean nationals should they present an attempt to leave the country themselves. The top priority is to provide the medical equipment and personnel to Mumbai to relieve the situation. We will do what we can to assist the Korean Personnel in all regards. I believe our military staff can address the fine points of the mission, however, I have authorized the immediate preparations for the Republic of Korea Air Force to make the necessary preparations to assist the Indian Government and deliver supplies as our army prepares to deploy medical personnel. I hope and pray for the situation to improve, and that our assistances will expedite this process.

We appreciate your governments willingness to support the repatriation of Korean citizens, however, at this stage the only present resolution on the matter is voluntary leave. Our Embassy has reported a 27.8% leave rate for Korean nationals, yet, at this stage we have not made any demands to leave the Republic. We have strong confidence in your security forces to act just and swiftly. However, should the situation require it, this is a discussion we will have for another time.

Honorable President Kim Daejung, I have just signed Presidential Executive Order #0231 into effect, which allows the Communist Party of India to be an official Party in the electoral process. I feel as though I am caving to these radicals, however my cabinet has instructed me that this is the right move. We expect the riots and insurgency to be reduced by 30% during the initial days following this Executive Order, and a further reduction of 25% after the next polls. All these numbers are speculations, but my hopes is that this isn't seen as another Communist victory. As far as the aid is concerned I look forward to having your services here in India. General Cariappa, Thank you for sharing the situation report in appropriate detail and relevancy to the mission and will work closely between our mission command staff to advise their troops on what to expect. The ROK Armed Forces at this stage are able to provide direct medical assistance through medical supplies and setting up a temporary military hospital to treat those who are in need of assistance and relief the pressure on civilian hospitals. Thank you for the courtesy message. I have been informed of the Executive Order and can only offer my best of wishes that they will be effective. While I can not say with any degree of confidence that the inclusion of the CPI will end the violence, I am certain that the only path forward is reconciliation between the varying factions. By bringing in the moderate and willing factions of the CPI, you make it difficult for their radical elements to maintain legitimacy. As well as for those radical elements to attack a system that they are apart of. My advisors are extremely concerned with the CPI should they prove a destabilizing factor in the political sphere, as well as their inclinations to North Korea. Given the special circumstance of the Republic of Korea, my advisors and ministers are worried the impact of the CPI should they not be addressed. The growth of communism and their ideological insurgents is a factor our armed forces and intelligence agencies continue to monitor and seek to counteract. Our Government will continue to monitor the situation, as well as conducting acts deemed necessary to the national security with regards to interactions between North Korea and the CPI. Should anything come from these continual actions, please be assured our Government will share all relevant information.

I have instructed the Foreign Ministry to issue a statement of support for your actions, in hope they will bolster your domestic political capital. However, please do note, the Republic of Korea is concerned to the impact the order will have on the political stability of India, and its future. Enfranchisement is a positive step, however, it will require the CPI to absolve themselves of violence and rejoin the Indian political system as democrats, not revolutionaries. This will be a challenge your government and people shall overcome as the Indian people have throughout history. I hope that peace and reconciliation, not state oppression and terrorism will be the modem of discussion between your government and the various elements of society feeling marginalized.

I hope our friendship will grow from these turbulent and unfortunate times I hope that we can spark a period of strong cooperation as we both ride these uncharted waters and seek to develop a strong Asia.

I hope this email finds you in good health President Sharma. We've been monitoring the situation in Mumbai closely and the reports given to me by my staff are far from reassuring over the missions safety. If we may correspond frankly President Sharma. The Korean Military wishes to amend the current plan to increase the deployment of combat personnel from the 12 Specialists, 12 Special Operators, and 20 Special Force Support Personnel to a bigger force of ~350 members of a Korean Army unit. This unit alongside equipment and vehicles would be deployed to ensure the safety of our personnel and the success of the mission. We hope that the Naval Base in Mumbai can be opened to the Korean Navy to resupply and deploy personnel continuously.

On this note, the Korean Government would be willing to lease the naval portion of the Mumbai to open a naval base to service the Korean Navy in operations in the Indian Ocean. I hope Director Moon can visit New Delhi to discuss the base proposal to allow the Korean Navy to extend its range and coverage over the Pacific Ocean as a waterway of shared importance and concern.

Honorable President Kim Dae-Jung, The event's I have been briefed by my staff are quite concerning as well. My initial reports of the situation have told me that the city was secured. I know know that this is not true. I will have to speak more with my Joint Chief of Staff on a larger deployment of Korean soldiers. However what I will allow is for Korean Navy to resupply supply what you currently have at the Navy Base in Mumbai using their docks. As far as leasing Indian territory, especially Military Assets must come from the Ministry of Defence and then approved by our Congress. I am not sure if this will pass, but it is something I do not control. I can arrange a meeting for Director Moon to meet with our Minister of Defence to discuss the leasing of the Naval Base, but I can not make any promises that it will pass. I have given direct command of the operation in Mumbai over to Lt. General Cariappa. I trust in his leadership and decision making skills. Lt. General Cariappa has been serving with the Indian Army for 21 years and he has a highly decorative background. I wish to bring it to your attention that we have been in contact with the United States as well. They are rightfully concerned over the Communist uprisings. The Indian Government is in agreement should the United States wish to intervene Militarily. I am going to advise my ambassador in the Global Assembly to make a motion for intervention immediately. Director Moon can travel to New Delhi today, however, the security situation warrants a security detail much larger than expected for a small delegation. The ROK Special Operations Group will be providing security for the Director and he will be staying at the ROK Embassy in New Delhi during the duration of his stay. Alongside the 12-man detail, 8 members of the Presidential Security Service will be providing security for the Director. I hope that the discussions will be fruitful between the Director and the Minister on leasing a naval port for ROK Forces.

We will be happy to support the efforts of India at asking for assistance by the Global Assembly and we are willing to contribute personnel and resources to assist in the intervention. Has the United States responded with their willingness or unwillingness to intervene, and how bad is the situation on the ground?"

ROK National Security Director Moon Jae-in would arrive in New Delhi with his technical staff and a small delegation of ministerial officials. The situation in New Delhi continued to change, and the Director arrived in a time where the current Government was under intense scrutiny. The small delegation would be protected by Special Operators wearing combat fatigues while the P.S.S. provided additional security for the Director and his staff. After arriving at the ROK Embassy in New Delhi, the Director greeted the Ambassador and his staff as they discussed the situation and were brought up to date on the situation. The meeting with the Minister was scheduled, and when the time had arrived the Director would be escorted by an armored motorcade to the Ministry where the P.S.S. would provide security as he entered the building. The four-person delegation consisted of the Director, a translator, the 3rd Deputy Director of the NIS, and the Security Policy Advisor.

Director Moon Jae-in would transported to the Korean Embassy where he would stay the night. The next day Director Moon Jae-in would be transported by his own security staff to the Secretariat Building in New Delhi. He would be greeted by members of the Home Guard.

"Good Morning Director. No weapons are permitted passed the security checkpoint. Your associates may enter but must remained unarmed, they will have their weapons returned upon leaving." Inside Director Moon Jae-in would be escorted to the Military wing of the building. They would approach an armoured door with a sign that read "Department of Military Affairs". Inside would be the Minister of Defence, Rajnath Singh, the Chief of Defence Staff, Harrald Goh, and the Chief of Indian Army, Manoj Mukund Naravane.

The Minister of Defence would open the talks.
"Good Morning gentlemen, it is an honor to have you in India. I understand much has happened since the discussion to have this meeting. I feel it is in everyone's best interest to discuss the recent events. Along with that I feel as if we should also discuss the Australian backed cooperation that is attempting to form. The Indian Government is highly interested in this topic, however we know little about it. I am also aware that the Republic of Korea wishes to station it's military in India to have access for future operations and for influence in the region. For now I will turn it over to the Chief of Staff of the Indian Army, Manoj Naravane."

"Thank you Minister. Welcome esteemed guest of the the Republic of Korea. I want to discuss the recent events in India. Currently as you are well aware the situation in Mumbai isn't what it was initially reported. Indian Intelligence indicated that there was small pockets of Communist backed Insurgents, however this turned out to be false. These radicals are well armed and better trained than previously discussed. Lieutenant General Cariappa has been placed as the Commander in the region. From our knowledge the Communist are contained in Mumbai. The smaller pockets throughout the country have ceased any hostilities. I understand the Korea has civilian personnel in Mumbai. India will fully cooperate with extraction of these civilians, however I guarantee their safety while on the Military Installation. I know Lt. Gen. Cariappa well, and he will not allow any harm to come to them. A further deployment of troops has been issued to move into the region to snuff out these dissidents. A mandatory curfew has also been put into effect. It is only a matter of time until Law and Order is established back in Mumbai. We have also began the restoration project of the Port of Mumbai and on the blown up hospital which they are renaming Faheit Hospital. This concludes my brief. Minister?" ]

The Korean delegation arrived in New Delhi quite late into the evening. After arriving, he and his delegation would be received by the Korean Embassy in New Delhi and the security of the convoy was largely handled by the Korean Army and Diplomatic Protection Force. The Director and his staff would be in the Embassy that night staying as guests at the Ambassador's annex in the premise. The following day, the motorcade would depart the Embassy with five vehicles, with security personnel distributed around to ensure adequate coverage of the motorcade. They would arrive at the premises, while the army personnel stayed inside the motorcade, the Director and his staff would be escorted by the diplomatic protection unit attached to the Embassy.

They would be received by a member of the Home Guard, with his translator acting as the intermediary between the two. After explaining the request, the men would remove their sidearms from their holsters under their suits and secure them, leaving them secured at the lobby of the building. It paid to have their servicemen and women trained in Korean martial arts for these situations as required. Director Moon and his delegation would be led inside as they were invited inside the department building and met with the Indian Officials.

Director Moon's translator would translate for the Director after he finished speaking to the Indians. "Thank you Minister Singh. It is our pleasure to be here as well, while we hoped it would've been under better circumstances. Firstly, allow me to convey President Kim's concerns regarding the recent situation in Mumbai as well as the political situation in New Delhi. The impeachment of the President was very concerning, and while this remains wholly an internal matter for the Indian congress to deliberate, determine, and execute, please understand the concerns this raises to Seoul regarding political stability and lack of stable leadership in the country. The economic situation is worrisome, and while we have attempted to push a stronger response in New Delhi, we are glad at the very least an outlined program has been organized to repay and move out of debt. Financial health in Asia is severely undermined if India's economic situation deteriorate and we hope you will act responsibility as a major power in the continent. Onto the issues regarding Mumbai. The Korean Government, has found it difficult to justify the extension of the existing civilian mission of medical personnel. While we are looking at alternative plans, none of these plans are possible without the deployment of Korean ground troops to ensure the protection of Korean medical servicemen and women deployed to India. While the mission leader has spoken highly of Lt. General Cariappa, the two attacks could've easily become a major issue. On one hand, we would like to use the Indian base as an operating area for future missions across the South Asian sub-continent and the Indian Ocean, however, the more immediate concerns are over the security of Korean interests in India and Bangladesh which have come under attack in recent months. The Republic of Korea supports the ongoing efforts to address the internal security concerns and continues to offer our technical support in this aspect. However, the Korean Government continues to reaffirm that these actions must be line with the responsibilities of the Indian Government to its international agreements on human rights and its own constitution. Now, with regards to what we were hoping to achieve, primarily we wish to discuss the use of the Mumbai Naval Base for the Korean Navy to allow it to operate and extend its reach across the region. While the base would rotationally hold only a handful of vessels and servicemen, when needed the base would serve as a refueling and temporary hub for forward deployed forces. Alongside this, we hope to extend the Korean Base to include an airstrip to allow movement of personnel and equipment, and required facilities. The Korean Government hopes that concurrent with our interest for a base, the security situation in Mumbai will improve." The translator would finish and wait for the response.
