Esteemed honorable Minister Pavel Grachev,

I hope this email finds you well. I am emailing you to discuss a matter of sensitive importance, as the ROK develops its armed forces a significant gap in our aerial defense systems has become apparent following a series of exercises. We are hoping to discuss procuring Russian S-300 and S-400 air/missile defense systems as well as being able to co-develop a domestic Korean anti-ballistic missile defense system with Russian technology for future service with the ROK Armed Forces. As you know, such matters are sensitive in nature and we hope we can discuss these matters privately. Additionally, we hope that we can get an initial export cost for either 5 S-300 or S-400, 10 S-300 or S-400, and 15 S-300 and S-400 as well as information if better variants of either unit exist. We look forward discussing the possibilities of cooperation on future projects as well as the security situation in North Asia, the East Sea, and the wider pacific region. We also look forward to a favorable agreement that is fair to both sides and can boost cooperation.

The Russian Ministry of Defence would place a call to the ROK Minister of Defence via an encrypted line via the SIN system. As the Minister was currently occupied a Marshal Igor Sergeyev was asked to take to the task. He awaited patiently for the call to be picked up from his office as two guards stood outside a locked door. He was the first and only Marshal of the Russian Federation.

Inside the South Korean Ministry of National Defense, the Minister, Park Hyunjin would take the call. He would be in his office after his two friends from the army would have left to let him take the call. Their can of beer and food was still on the table as the three had been watching some football matches in Spain. Clearing his throat with some water he picked up the phone and answered it. The line would be secured by the Ministries security and a translator would join the Minister with the necessary clearance to translate what the Minister said.

"Hello, this is National Defense Minister Park. It is a pleasure to be speaking with you."

Specifically over acquisition and some discussion on Russian technology to help develop a domestic Korean anti-missile defense system. As a matter of sensitive nature relating to the ROK's anti-missile defenses I hope we can discuss frankly and find a suitable approach to benefit both parties."
