The Chinese Foreign Affairs would prepare a few documents and guidelines for the upcoming phonecall. He would sit in his chair, going through various papers and his cigar. When he was ready he would pull out the official phone and dial to the Ministry of Foreign Affairs of Nigeria.

The phone would ring, if he was picked up by a secretary of somesorts he would say.

"Good Morning , I wish to speak to your Minister of Foreign Affairs, i do believe we have some matters we can discuss,"

After a brief period of time an open encrypted and secured line would be patched through to the private office of Viola Adaku Onwuliri, Nigerian Secretary of State, she would quickly answer the secured line.

"Hello, Viola Onwuliri here, How may Nigeria help China?"

"Hello! Well we wish to start building relations with Nigeria, we feel that your nation and China could be very profitable and steadfast partners. For this we have noticed that currently your economy is in the red. Would you allow China to offer you enough money to cover it? Without any additional costs for Nigeria of course,meaning you would be paying a 0% interest cost on a small loan of 600'000'000 Dollars which would be enough to cover your costs and set you up for the next tax period. You could then pay us the 600 million within 4 Months (4 OOC weeks) or in instalments.

Would Nigeria agree or disagree on this?"

"We are happy to open relations with China, and we believe that such a strong relationship would certainly be to the benefit of Nigeria, the world has certainly shown itself to be an unstable place. We would welcome such a strong and committed partner. Our economy continues to buckle under the weight of restablization. It is not an easy task to undergo such modernization projects. We would welcome such a loan, and indeed would be able to pay it back quickly and efficiently. It certainly would be a strong starting point for relations."

"Our current goal is the construction of two to three nuclear power plants to completely negate our dependence on foreign power sources as well as reduce our demands on domestic oil. Further we are looking to contract several automobile companies to build automobiles locally and employ and modernize our people. These will be followed by transit investments and healthcare investments including new modern hospitals and HIV clinics. The final push will be a modernization of the education system. Including multiple new modern universities."

"Somewhat ironically, before the debacle that is the Italian-Taiwan situation, we had planned to contract the construction of two plants, both copies of the Lungman Nuclear Plant in Taiwan. These plans seem somewhat risky however, given their governments general risky behavior. The budget for each plant would be around 9 billion, each plant to be built in three 4 month stages with heavy international oversight into their construction to ensure they are safe and properly prepared for maintenance and use. These two plants and an expansion into the untouched Nigerian Uranium fields will allow for a totally energy independent Nigeria. Greatly increasing our strategic and economic strength."

"That is a great plan! Who would be the international committee in charge of overseeing the safe precautions and its construction? Also, China would very much happy to assist a Key Ally, by providing some insight towards the building along side with funding, if Nigeria would accept this aid of course." He would make a brief pause.

"Also how is Nigeria dealing with the recent attacks by Boko Haram? It is truly saddening what is happening to your nation, and China would like to support you in every way if need be."

"We are indeed in great need of nuclear technicians to oversee the construction and train our own nuclear engineers to run these plants once they are operational, we would welcome Chinese technicians and engineers to oversee the task, as well as architects and other personnel. We would accept whatever aid our allies in China are willing to provide.

As far as Boko Haram, our government has just received notice of another ongoing attack, it seems the insurgency is quite serious indeed. Our National Guard, Air Force, and Special Forces, as well as a detachment of Brazilian Marines are already moving against them, but we would welcome further international support. We are specifically in need of Surveillance aircraft, and the Chinese KJ-2000 AEW would serve this purpose quite well. We would be interested in immediately acquiring eight of these aircraft."

As you know, after the democratization of my nations, a lot of companies which were held under the State-owned Assets Supervision and Administration Commission were given greater liberties but some still operate under the government as state owned institutions. I could come into contact with the CEO of the Chinese General Nuclear Power and together with him, the Secretaries for Commerce and Energy and their Nigerian homologous Ministers could plan something out regarding the training and aid process." He would pause​
"We can surely sell these piece of equipment, but perhaps it would be best to contact the Secretary for Commerce regarding this, as he is more capable than I am in this area and he could give you a better informed statement regarding it. We could also perhaps lend a helping hand and send our own Air Force detachment towards your nation, and give you a better recon information regarding the enemy positions. We are capable to deploy outside our backward and reaching Nigeria would not be a issue."

"We would welcome any Chinese Air Wings to Nigeria to help with counter-insurgency, both ground attack and surveillance would be welcome, further we are happy that engineers and others will becoming to Nigeria to help with construction of these projects, further we would suggest that University Students from Nigeria be allowed free travel for the purpose of education within China, this will allow us to gain needed professionals in the fields of medicine, engineering, technology, agriculture, and law, and would surely strengthen bilateral ties.

We would be happy to welcome Chinese CEOs of all companies to invest here in Nigeria, we are also planning upgrades to our water and electrical grids, as well as our rails and roads. This would go on top of other telecommunication investments into cell phone networks and computers to help quickly modernize Nigeria. China could be a major partner in these endeavors."
