Mr. Stone,

I am writing you today on behalf of the United Mexican States Government. I know the relationship between the Global Assembly and Mexico hasn't been the best of late. Secretary Rosario-Green made some rather disturbing comments about the Global Assembly. I would first like to say that the current Mexican government does not share her beliefs and views. My administration hopes to seek a cooperation with the Global Assembly and it's partners. I would very much like to arrange a meeting in person to discuss further business on what I have in mind. As it currently stands every nation on the globe with a stable government is in the Global Assembly with the exception of Mexico. This as you are aware has not gone unnoticed. I do not wish for Mexico to become a full member of the Global Assembly, but I do wish to become an observer state, were we may send our Ambassadors and share our input with the world, however I am in understanding that we will not be able to vote on resolutions. I also want to assure you that despite Mexico not currently being in the Global Assembly, we will follow all current charters and resolutions. As such we are not obligated to registered our weapons for instance, however I would like to assure the Global Assembly that Mexico holds no weapons of mass destruction. I can go more into detail in person if you would have me visit. I look forward to hearing from you.

We're pleased with the prospect of starting a close relationship with Mexico in respect to "Observer Status", but there is a precedent for how this can be achieved. Admission is granted by the representatives of the Global Assembly by means of ballot and you would have generally limited ability once inside. You would be able to make oral statements on matters within the scope of your activities and circulate written material related to the agenda but you will not receive the ability to vote or propose resolutions. You might occasionally receive an invite to attend public sessions but you must register your representative(s) to do so.

It would be a great honour and privilege to host the Presidente in The Hague on Wednesday 07th February, 2000 to discuss this proposition in more depth. We look forward with pleasure to meeting you.

Presidente Fox would have his staff forward an Itinerary to SG Clark Stone. Presidente Fox would be with his wife and 12 armed escorts. They would depart on the 7th of February at 0400 in the morning.

Presidente Fox would then board his presidential Boeing 737-700 which would be fully fueled and would be escorted by his personal air guard of 2 Dassault Rafale C F1-Rs. The escort aircraft would break contact once the president's plane would reach international airspace. From there the Mexican Government would keep in contact and do hourly checks with the plane. The flight would take approximately 14 hours. They would fly direct from Mexico City to Rotterdam. The staff would rest during the flight and have their inflight meals. Presidente Fox would also conduct business calls with important staff members back in Mexico. Once in the Netherlands airspace they would request priority landing. Once approved they would land and taxi, they would also offload the president's vehicle, an armored Chevrolet Suburban. He would be escorted by Federal Police who would be armed to the Headquarters of the Global Assembly. Once there the escorts would follow any procedures deemed fit by the Global Assembly as they made their way inside with Presidente Fox and his wife.

Upon arrival at the primary security checkpoint of the GA Campus in The Hague the Mexican delegation would be slowed to a halt by the security team. The sergeant in-charge of the checkpoint stepped forward to speak to the lead security officer of the Mexican delegation. He would request that all identity documents be handed over for registration, furthermore any weapons the delegation were currently carrying would also require registration prior to being allowed on to the premises.

Once the security check had been completed the delegation would be allowed to proceed, a GA Campus Security vehicle leading the way towards the Marble Manor. This would be a relatively quick drive through the campus where the various buildings of the Assembly and Secretariat stood out. As the vehicles turned onto the gravel driveway of the Marble Manor a ceremonial guard unit from the GA Police would be standing to attention with both the Mexican and GA flag being displayed by a flag bearer. Secretary General Clark Stone would be standing at the top of the staircase leading from driveway to the Marble Manor. As the cars pulled to a stop an officer in pristine dress uniform stepped and opened the door of the President's vehicle and saluted as he stepped out.

Once the President made his way to the top of the stairs the Secretary General extended his hand, "Welcome to the GA Campus Mr President. It is an pleasure to be hosting you here today. If you're ready then I would suggest we head inside to the State Room to discuss your petition.

Presidente Fox would step out his vehicle and give a half-handed salute back, not knowing to much of military customs. He would then proceed inside with his entourage and meet with the Secretary General, extending his hand to meet the Secretary Generals hand, giving a firm handshake.

"Thank you for hosting me. This is my wife, Lilian. We are excited to be here. Please lead the way, I feel there is much to discuss."

Presidente Fox would follow the Secretary General to the State Room and take his seat.
