I hope all is well in America.

The war in Turkey is over. Thousands of innocent lives were lost and tens of thousands of Turkish soldiers' perished following the commands of a dictatorship. While I wish I could say there would be no more deaths and that there would be peace in our time, I fear that is not the case. As you may know, during the war, Russian intelligence detected various military shipments coming from China to Turkey. My government contacted them, informing the Chinese of the crimes being committed in Turkey and the blockade the Coalition had enforced. They told my government that all shipments would halt, yet the Russian soldiers that liberated Ankara found a concerning sight: Chinese equipment that dated following that conversation.

The Chinese government actively funded and armed a genocidal government to war against the member states of the Coalition. It has prompted the Russian Empire to begin taking drastic steps to assure that the People's Republic of China cannot do something like that again.

Now with war raging between Thailand and Laos and the sudden radicalization of unified Korea from a democratic republic to a monarchy of unknown authority, it brings into question the current stability of the Asian continent. I fear that things may soon erupt into an event similar to that of what occurred in Turkey.

Therefore, whenever you are able, I would like to invite you to my home in Saint Petersburg on an official state visit so that we may discuss the situation in Asia in more detail.

I think I can speak for the rest of the United Coalition in saying that we are exceptionally thankful for the sacrifices made by Russia, and the bravery of Russian troops who fought in Turkey. The efforts of those countrymen fighting under the banner of the Russian Imperial Flag was, at the very least, noble and honorable. This political, diplomatic, and military undertaking between our countries and the other members of the coalition make it clear to me that the Cold War is over, and that the Russian Empire and the United States of America can share the world together and work for the greater good.

The information you have presented, however, is concerning. We have yet to have any formal diplomatic discussions with the new Chinese regime. But, if they were actively giving weapons to our enemy, that is troubling indeed. It would be my distinct honor to join you in Russia for an official state visit. However, in the coming days, I will be heading to London for talks between the British and Swedish Prime Ministers - my Secretary of State and Secretary of Defense will be joining me. With that being said, I would be happy to come to Moscow after the London conference. But if you feel that these matters cannot wait I can dispatch the American Ambassador to Russia, or another representative from the State Department or the Defense Department. I regret that we cannot meet sooner, but I do look forward to being able to shake your hand in Moscow. Please let me know how you would like to proceed further and I will do my best to oblige.

I am delighted to hear that you have been permitted to make your way to Saint Petersburg. There is much to discuss and I fear time is not on our side. I believe more than a day will be required for everything to be discussed thoroughly, as such, accommodations at my palace outside of Saint Petersburg will be offered to yourself and any who are accompanying you.

The Secret Service are more than welcome to come with you, as long as their firearms are concealed. Extra protection for yourself and your entourage will be provided by the Ruthenian Guard—by personal guard division. Russian media will be present, although minimally, for your arrival at the palace and then escorted off the property. From thereon, the only ones present at the palace will be yourself, your entourage and guard, myself, my guard, and Prime Minister Chernomyrdin.

Upon your arrival at Pulkovo Airport, you will be escorted to Tsarskoye Selo and the Grand Palace by the Ruthenian Guard.

Vice President Sinclair, senior members of his staff, and over one-hundred armed Secret Service agents flew on one of the VC-25s reserved for the President or Vice President. Along with these individuals were the Air Force pilots and Presidential Flight Crew for the aircraft, along with the Vice President's EWO Officer and his briefcase which allowed him to conduct a strategic war from anywhere on the planet. From Andrews Air Force Base (after being appropriately fueled and reaching the correct internal temperatures and performing the correct flight checks), Air Force 2 would take off (flying at cruising altitude and speed for the aircraft) with the aforementioned passengers and crew and would fly approximately to the California and Oregon border before turning to head in the direct direction to Anchorage National Airport in Alaska. The aircraft would be refueled with the appropriate fuel and then take the most direct route (without incurring in Finnish or Norwegian airspace) into the Russian Empire. Ahead of time, the Secret Service would secretly communicate to the Tsarina's office the route that the aircraft would be taking, as well as the approximate time that the aircraft would approach Russian airspace. Air Force 2 would request entry into Russian airspace and, if granted, continue to Pulkovo Airport. It would land on the designated runway and taxi as directed. From there, they would wait for a staircase to be brought to the aircraft so that everyone could depart. The Secret Service would maintain a close watch of the Vice President and would await further direction from the Russian government.​

Vice President Sinclair's trip to Russia would be delayed because it seemed the Russians needed more time to get things organized. In the meantime, the Vice President would remain in Washington D.C. at his official residence at the Naval Observatory. The other staff and security who would have been heading to Russia would also remain on standby in the United States since the Vice President would not be immediately traveling there. In the meantime, the Vice President would visit the White House and his office at the Capitol Building in order to continue his duties in the Executive and Legislative branches.​

If the Tsarina's office confirmed that she still wanted the Vice President to come to St. Petersburg, and that Monday was acceptable, he would depart as described below. The travel agenda, the time he left, and all other details are of course secret.

An bouquet of lilies (an even number) would be discreetly delivered to the Russian Embassy in Washington. The card on the flowers said that they were from the President, Vice President, and the American people, and that the United States offered its condolences to the Russian Empire and the Tsarina for the loss of the Tsarina's mother.

The Catherine Palace, St. Petersburg, Petrograd Oblast​

Since the passing of her mother in October, all of the world had become distant to her. Colors seemed dim, the air thick and boring, even the calls of the birds and her favorite music were unaffecting. The Tsarina spent most of her days performing her duties in solitude within the Palace, grieving with no one but her own thoughts. Such an isolation would have brought many to a state of meshugas but instead it allowed her to think, uninterrupted. Family had always been the most important thing in her life, people who would never betray you nor take advantage. But now with her mother gone, it seemed that the only family she had remaining were the very people who would betray and take advantage. A starving uncle and ambitious cousins had claimed the throne that was hers both by right and blood. Even with the nobility returning, she had barred their return to the Motherland. She still had Viktor, her greatest and most trusted friend, but without her mother Catherine was alone. The only solace that the Tsarina seemed to have found was with the official visit of Vice President Sinclair, to see someone from home would certainly lift her spirits, to be reminded of simpler childhood times. It was mid-December now, the sky gray with thickening clouds and the snow ran deep throughout St. Petersburg. Over five hundred Ruthenian Guards dotted the Palace grounds, dressed in pure white ushanka hats and thick fur winter coats. Armed with AN-94 assault rifles and GSh-18 pistols. They guarded the gates, the Palace doors, and patrolled the grounds. Further down in the city, the Guards patrolled the streets between the Palace and the airport, and roughly a hundred guards assured the airport itself was safe. Catherine herself, alongside a dozen Ruthenians and the Empire’s Prime Minister, stood along the Orel Gates. Made of thick black metal and adorned with golden flowers, suns, and mounted by a double-headed crowned eagle. Such design also decorated the metal fencing that spanned all around the Palace: stout and affluent, just like the Empire. Even dressed in her dark gray princess coat and fur, the air was bitter. “They’ll be arriving shortly.” Viktor’s voice broke the silence. “I will meet them at the airport and we should return within the hour.” As the Ruthernians walked past them towards the armored limousine, the Prime Minister turned to her. “Are you certain? I can always host this summit myself, they’ll understand.” “Your concern means a great deal.” She smiled. “But the wheel stops for no one, dear Viktor. I will not hide away as it turns and allow others to be crushed by its weight. I bear the crown and I’ve remained in my palace for too long.” “Very well. I won’t be long.” A duo of guards entered the limousine alongside him, the crunching of snow being heard as they grew further from the palace grounds. ***​ Viktor Chernomyrdin rubbed his hands together as his breath created mist before him. The wind had picked up in their short drive from the palace and the runway of the airport offered no cover from its chill. As he looked around, the presence of the Ruthenian Guard was most apparent. There were just about two hundred of them guarding the airport to assure the safety of the Americans and within St. Petersburg itself patrolled some six hundred Guards. Security was paramount and there was no one else in all of Russia better suited to handle such a task. The Prime Minister had not come to greet the Americans alone however. With him were the drivers for three armored ZIL-41047TB limousines, two ZiL-41072 Scorpion escort cars, and five ZiL-119 buses—offering more than enough transportation room for the Vice President, his staff, and the Secret Service that he brought alongside him. He had only waited twenty minutes for the American plane’s descent to finally be visible. A VC-25, quite a fat plane, perfect for American service he imagined. As it reached its destined hangar, the airport workers brought forth stairs to allow the occupants to descend and as they did, the visit officially began. Viktor approached the American Vice President and extended his hand. “Welcome to Russia, Your Excellency.” His English came with a very strong accent, but his words were clear thanks to the teachings of the Tsarina. “Hopefully your flight was without worry?” The Prime Minister would gesture towards the convoy of vehicles awaiting them. “We will be sharing a limousine, the rest of your entourage will need to fill up the other two and the buses.” Once everyone was inside their respective vehicles, the convoy would begin their near twenty minute journey south-east to the Palace grounds, led by the Scorpions. Viktor would be talkative during the drive, willing to discuss whatever Sinclair wished. But if the vehicle remained in silence then one could spot the many Ruthenians and their guard posts. Armed with assault rifles, snipers, and shotguns with various armored vehicles such as Tigrs near them. As the convoy drove up the road and grew to a crawl the palace in all its glory could be seen. White, light blue, and golden colors made up the structure. With the black and golden gates marking its ground. Even with the snow, the vastness of its domain was easily known, measuring over 33.7 million square feet. The motorcade came to a full stop as they reached the Orel Gates, where the Tsarina still stood and awaited them eagerly.

Vice President Sinclair would emerge from Air Force 2 wearing a black three-piece suit white a white shirt, black tie, black overcoat, and a small American flag lapel pin. He would be, at virtually all times unless otherwise stated, flanked by two Secret Service agents. Most of the Secret Service, and the Vice President's staff, would take the transportation offered by the Russians while Sinclair would ride with the Viktor to the palace. Ten Secret Service agents would remain behind to closely guard Air Force 2 and keep it under constant surveillance. The Vice President introduced himself to the dignitaries that greeted him at the airport and seemed especially interested in the Ruthenian Guard and their interesting outfits. The unusually tall leader had white hair that matched the snow of the cold Russian day that they experienced that day. He was a very contained individual who did show emotion, but was normally measured even in uncomfortable situations. Sinclair seemed especially concerned for the Tsarina and asked Viktor about her condition. After they reached the Orel Gates and it was time for Sinclair to get out, he did so carefully with a black cane that he used to support himself when he walked. From any casual observation, it seemed like he walked fine without it. Some rumors were that he had health issues because of his height, while other rumors were that he had some permanent injury that he received in war which was related to him being awarded the Medal of Honor.

The Vice President would approach the Tsarina on foot and extend his right hand to her. "Your Imperial Majesty, on behalf of the President of the United States, my family, and the American people, I am very sorry for you and your people's loss of your mother... How are you doing?" Part of the Vice President's charm was that he usually gave off the warm and wise vibes that a caring grandfather would.

Due to issues at home and abroad, Vice President Sinclair would have to fly back home to the United States, along with all Americans and personnel that went to Russia. After being fully fueled with the proper jet fuel, Air Force 2 would have all of the proper checks performed and brought to the correct internal temperatures before performing a standard takeoff and flying home in a similar way to which it came from the United States. Air Force 2 would refuel, when necessary, at American Air Force bases with runways of the appropriate length and to standard procedures. The final destination was Andrews Air Force Base - from there, the Vice President would return to either his primary office at the Capitol, the White House, or his residence at Naval Observatory One.
