Office of the Governor General of Canada

Message to the United Kingdom and the Royal Family
Private & Encrypted

To: Queen Elizabeth II; Prime Minister Andrew Evans
From: Governor General John Turner
CC: Peter MacKay, Prime Minister of Canada; Stephen Harper, Deputy Prime Minister of Canada

To Her Majesty, Queen Elizabeth II and the Right Honourable, Andrew Evans,

I am John Turner, former Prime Minister of Canada serving an interim from June to September 1984 and have been assigned under national emergency due to the economic crisis, dissolution of the government following the resignation of the Prime Minister, and the need for an immediate election. Using the powers of a Governor General, I called for this election immediately which has led to the new government under Peter MacKay forming, with an overwhelming majority for the Conservative Party of Canada. When the last election occurred and the Nationalist Party of Canada took to governance, the previous Governor General, Romeo LeBlanc attempted to contact the British government and the Queen, Her Majesty, Elizabeth II. The silence that followed led to his resignation and the vacancy of the positive for nearly three years, leading to a large standstill within the House of Commons and the Senate of Canada. It is my hopes, now that the government of Canada is more stable and that the royal family appears to be more active on the global scale that my message to the British government and the House of Windsor will receive a reply.

Unlike the previous Governor General, I am not contacting you to dissolve parliament. On the contrary, I believe that the Conservative Party of Canada under Peter MacKay and Stephen Harper will lead Canada back to the global stage, out of debt, and internally stable. Instead, I am contacting you in the hopes that we would be able to meet in person either here in Ottawa or within London to discuss various issues between Canada and the United Kingdom and Canada and the Crown. The most important topic that I would like to discuss with you is the dwindling belief of Canadians towards the Crown, many believing that abolition and becoming a republic to be the best option. However, I have another solution, one that I believe would rekindle the patriotism, honor, and pride with the Crown of Canada and the United Kingdom.

During this meeting, it is my hopes that Her Majesty would officially appoint me as Governor General of Canada to act on her behalf within the country.

If this is something that could happen, then please reply with your earliest convenience. I believe that hosting the meeting at Rideau Hall in Ottawa would be the most respectable and symbolic location for what is to be discussed, but I would be more than happy to fly to London if need be.

Kindest Regards,
John Turner
Interim Governor General
Canada

On behalf of Her Majesty The Queen, I wish to inform you that your nomination by Prime Minister MacKay to the position of Governor General has been officialy approved and that you may proceed with your duties as the Viceregal Representative to Canada. Her Majesty wishes to thank both yourself and Prime Minister MacKay for resetasblishing peace and stability and hopes that a prosperous future lies ahead.

I will be dispatching Assistant Private Secretary Sir Robin Janvrin to Ottawa immediately in order to participate in the meeting on behalf of the Royal Household. After a brief discussion with Her Majesty's Government in London, Ambassador Bob Doyle will rendevous with Sir Janvrin at Ottawa International Airport before joining the meeting as a representative of Her Majesty's Government.

Yours Sincerely,

Sir Robert Fellowes
Private Secretary

------------
Sir Robin Janvrin upon receiving his directives headed home to pack his bag before hailing a cab to take him to the airport where a ticked had been booked for the earliest flight from London to Ottawa. At the same moment the UK's Ambassador to Canada was also brought up to speed on the upcoming meeting with the Canadian government. Ambassador Doyle took the time to discuss the pertinent issues with his staff while he waited until the time came to head off the the airport to pick up the Assistant Private Secretary.

Upon landing in Canada, Sir Janvrin disembarked and made his way to border control where he presented his passport and explained his situation, hoping that either the ambassador or a representative of the Canadian government might be able to help him enter the country.

Upon the news that the British royal family were sending people to participate in the meeting, the Governor General and the Deputy Prime Minister of Canada immediately began preparations for the meeting and the arrival of such important individuals. Rideau Hall, the location of the meeting, would be closed off to the public and the Royal Guards of Canada would be patrolling and guarding the Hall and all of its surrounding areas. The RCMP would also aid the Royal Guards protect and patrol the streets of Ottawa between the Hall and the Canadian Forces Base Uplands (the Canadian Air Force base accompanying Ottawa’s international airport) to protect everyone from potential attempted attacks - especially from remnant Nationalist Party members and Maroon Shirts.

Deputy Prime Minister Stephen Harper would be filling in Prime Minister Peter MacKay’s spot as he was currently in a meeting with American diplomats. Harper, alongside Royal Guards, would be waiting for the arrival of Assistant Private Secretary Sir Robin Janvrin. In the meantime, some of the Royal Guards would have picked up and escorted Ambassador Doyle from the UK embassy in Ottawa to CFB Uplands. Royal Guards would be stationed around the airport to assure that no civilians or unauthorized personnel would enter CFB Uplands.

Once the British aircraft entered Canadian airspace, it was picked up by the various Canadian Forces Bases around eastern Canada and was guided towards Ottawa and finally was guided to touch down on CFB Uplands and guided to its respective runway. From there, Sir Janvrin’s passport was examined to assure that it was in fact him. Once this was confirmed, everyone was placed inside Royal Guard G-Wagons and escorted from the base to Rideau Hall, on the other side of the capital.

The drive lasted roughly half an hour and they passed by a few landmarks: headquarters of Canada’s Department of Global Affairs, the French Embassy, and the official residence of the Prime Minister before finally entering the driveway of Rideau Hall. The Royal Guards stationed at the gate would assure that those within the vehicles were authorized inside before allowing them up the hill and to the Hall.

The Hall sat upon a 88-acre estate, with the main building consisting of approximately 175 rooms across 9,500 square metres (102,000 sq ft), and 27 outbuildings around the grounds. The vehicles pulled up to the main façade of the building, an enormous fountain stood at the center of the roundabout driveway. Atop the building stood the Canadian flag, and on each side of the door stood a British and Canadian flag. The only civilians allowed on the hill of Rideau Hall were journalists and the press, who were all positioned behind small barriers which were guarded by Royal Guards.

Governor General John Turner stood waiting outside the main door, accompanied by: Emily Gale, Minister of Justice and Dawson Ostell, Minister of Canadian Heritage. Before they entered Rideau Hall, they would all pose for pictures for the press to use. It was the hopes of John Turner that the press would use this to support pro-monarchism across Canada.

With the pictures taken, Turner would escort everyone inside to the State Dining Room.

The State Dining Room itself was a private room, the curtains of the windows shut to block anyone from peeking inside and when they were all seated, the doors would be closed and they would be out of earshot from even the Royal Guards. Inside the room waited more Canadian politicians, however these ones were not Ministers, they were all members of the Queen’s Privy Council in Canada - the Queen’s advisors for Canadian affairs. John Turner would sit at the end of the table, Harper to his left, Sir Janvrin to his right and Ambassador Doyle to Sir Janvrin’s right. The Minister of Justice and Canadian Heritage sat to Harper’s left. Everyone else was seated at random.

When the seats were assigned, John Turner began speaking. “While the previous Canadian government is no longer a direct threat to Canada’s way of life… their ideals have still dug themselves into Canadians across the nation. While most of these ideals will die out with time, there is one which will not: anti-monarchism.” The Governor General took a sip of water, no longer being accustomed to speaking aloud. “While the Nationalist Party of Canada supported republicanism and while republicanism is supported by many, we can thank God that republicanism is not the majority belief of this now wide-spread anti-monarchism. There was something else that the Nationalist Party promoted with all of their might: nationalism. It is this nationalism which has seeped into the crevices of Canadian beliefs and I fear that this belief will not be going anywhere.” At this moment, the Minister of Justice would open her briefcase and take out a thick document. “It is why I have called you here,” Turner would continue and turn to the British diplomats, “to assure that the Crown of Canada endures - even through widespread anti-monarchism and nationalism. The majority of Canadians who support anti-monarchism do not do it because they wish to abolish the monarchy but they do it because they distaste the fact that the Crown of Canada is not Canadian.” Turner would take the document with shaking hands and hand it over to Sir Robin Janvrin. “We have spent many hours on this document,” he would tell them, “the Constitution of the Grand Principality of Canada.”

Stephen Harper would continue the Governor General’s speech. “The only way that the Crown of Canada will survive is if the Crown of Canada resides and rules here, in Canada. This new constitution, which will change Canada forever, has been written exactly for that purpose. With your approval and that of Her Majesty the Queen’s we will be able to keep the Crown of Canada alive.”

Stéphane Dion, President of the Queen’s Privy Council in Canada would comment. “We have chosen the title of Grand Prince and Grand Princess for the monarch instead of King or Queen to show respect to the British monarchy and the Queen.”

John Turner would make a last comment. “If you believe this to be a possibility to accomplish, then we may already have a candidate for Head of State in mind. Prince Michael of Kent. At the time of his birth he was seventh in line of succession, but now I believe he is closer to the 50th in line. His distance from the British throne would prevent potential succession issues in the future. Furthermore, Prince Michael has two children, assuring that the Canadian monarchy would continue after his passing.”

With all of that said, the Canadians would remain silent until the British spoke again.
