It is with great pleasure that I can announce the reelection of the Museveni Government and the continued success of the National Resistance Movement at the ballot box. With our return to power, our government is most eager to reestablish foreign relations with those whom we have worked close with in the past. The people of Russia have been great friends of the people of Uganda, and indeed your friendship was once necessary to help stabilize our nation, and it is likely it will be vital to that end once again. The storied friendship between our two people must continue to go on, and offers much to both Russia and to Uganda. Our government plans extensive investments into both education and infrastructure, Russian technicians and educators could be vital for this function, and our government would like to reach an agreement that would see help from Russian firms and experts in our plans to Modernize Kampala, and the rest of Uganda.
Further we believe that strong bilateral relations between our two states is necessary to aid in the security of Uganda. As such we would like to invite a delegation from your Foreign and Defense Ministries to Kampala, at your earliest convenience. The discussion of the procurement of arms for the Ugandan Defense Force as well as the furthering of bilateral relations in other ways can be discussed at length at such a meeting between our governments.
