While he would know about my initial numbers of chemical weapons, he should not know whether or not I have increased or decreased said numbers. All I ever stated in that registration was the number of weapons I had on hand at the time. I also icly never gave permission for anyone to keep tabs other then myself. One can sign all the contracts in the world, but as demonstrated with ownership rights unless acted upon it does not mean anything. Thus, he has no idea how many of these weapons I currently have and only knows about what I have stated in the past. Thus Logan is meta gaming.

Logan, and I quote has said "The type of warhead reported has changed from G3 Gas to simply Chemical. Furthermore, they have not begun reduction" As Per the Global Resolution, Countries with Strategic Arms should be reducing their Numbers.
I assume because the Vietnamese hasn't made a New Declaration on the Registrar, Logan (As Italy) believes you possess the same number of Warheads as before.
Because of this, he is claiming Vietnam are breaching International Law, Specifically the Resolution "S.A.L.T"

Any Changes to Quantity or Type of your Warheads should be declared under the Global Assembly Registrar. Of course, Vietnam has a choice not to disclose the full truth.
