A private and secure phone call would be made to the United States State Department from the Mexican Ambassador to the United States, Carlos Lupe-Garcia.

A fax would come into Lupe-Garcia's office. The fax would be directly from the President of Mexico's Office. He would sit in his chair at the embassy, waiting patiently for the United States State Department to answer. He would review the fax and become very anxious of how this conversation would go.

The Assistant Secretary of State for Western Hemisphere Affairs, Ryan Brown, answered the Mexican phone call on a secure line within the privacy of his office in the Truman building in Washington D.C. He answered, "Hello, this is Assistant Secretary Brown. How are you doing, Ambassador?" he asked.

"Hello Mr. Brown, this is Ambassador Lupe-Garica. I am calling you from the embassy. I have a rather interesting document that was just faxed to me from the Office of the President in Mexico. If I could schedule a meeting with you or another representative if you're too busy to discuss and show you this document. The document seems to be a list of offers and almost sounds like demands of the United States Government. While I do not wish to create any... ill-intentions, it is my duty to present this document to your government."
