The Prime Minister's words had been spoken only hours before reports of the Kuwaiti declaration. This action, was not expected to be so soon. Japan still had constitutional issues with sending soldiers to a potentially active warzone. Commanders of the Self-Defense Force were alerted and the country was placed on DEFCON 3. All soldiers, even those finishing the final days of their training, would begin to prepare for deployment. Police began 24 patrols in their districts. Military assets were brought in. The Navy was still partially at sea and had to be recalled from humanitarian efforts abroad. The newly formed Self Defense Force organizations would be put to the test in preparing to meet an actual threat.
Military assets were being transported to Tokyo harbor but would not be loaded onto any ships.

Ichiro Ozawa, the most outspoken member of the government about the Japanese Constitution led the charge in the session: "This constitution is unjust, invalid, and a relic of colonial powers imposing their will upon us. The Gulf War proved our disability in international affairs. We stood by and did nothing while a tyrant caused havoc in the world. Now the tyrant has taken the region back into conflict. Japan must take its rightful place in the world as a world leader. This includes the responsibility of ensuring world peace. We recently had a major hand in passing Global Assembly legislation around peacekeepers. We cannot be unable to participate. We must vote to repeal Article 9 of this constitution as the immediate first step. Japan must be a fully sovereign nation! Following this, we must work to fix the remainder of it."
Cheers went around from half the room, but the other side was extremely vocal. "Look at what happens when nations meddle in the world? The US and UK were major players in the Gulf War and were then hit by terrorists. We do not wish to invite the wrath of the world upon us!"
"COWARDS! Those are the words of cowards. A man cannot hide when his neighbor is being attacked in the hopes of protecting himself. A bandit unchecked will come for us all. We cannot side idly by while others ensure peace."
