French Foreign Minister would check the room to make sure that no one is snooping in. He would place in two armed guard. Upon getting green signal from Directorate-General for External Security, the call is full encrypted and top secret.
"Minister Le Drian, Leopold Albronda speaking, thank you for answering the call. I've been tasked with contacting you to understand the situation between your own nation and Argentina. We have gotten to know the Argentinian side of the story through their official statement, however we believe that by knowing both perspectives we can begin working towards peace."

"Understood, we will share all necessary information pertinent to attack. We hereby give you the authority to govern these overseas French territories and protect them from Argentine Invasion. Before we transfer the governance, I would like to mention that Kingdom of Netherlands cannot transfer the sovereignty of the islands to any other nation without French government permission. Once the war is over, Kingdom of Netherlands will hereby return these overseas territories to French Republic.

The minister signs the document and faxes it back to the Netherlands on a secure line.
"Thank you for your quick action. I will have to end this call as I am required to now make attempts at holding off Argentinian attempts at violating the sovereignty of the islands. Before I go, could I ask if the French government would be willing to allow the Dutch to attempt to mediate the conflict between yourself and Argentina?"
The signed treaty would be copied and stored securely into the government archives. Copies would be sent to the formerly French overseas territories to inform them in the chance in sovereignty. They would also be informed to not engage with Argentinian forces unless they had received further instructions from The Hague.
"Before you hang up, I would like to notify you that we have lost 1389 naval personnel along with 4 Frigates, 2 submarines, 1 tanker, 1 destroyer sunken in response to Argentine attack. It's a sad day for us, but we can't compensate for losing any more personnel and equipment. We will launch investigation. We have tried to talk to Argentine official but they never listened.
