Minister Osland,

I've been informed by my staff that the Kingdom of Norway is currently in severe debt, this is concerning as it could effect European stability and prosperity. In response I've been asked by the Prime Minister to offer you a two billion interest-free loan in order to allow your government to swiftly recover from this economic hardship. If you wish to accept this offer then we can proceed to negotiate a fair and feasible repayment period.

Minister Osland was presently in a meeting. However, the contents of the message managed to make their way to the Prime Minister. Dr. Frost picked up his phone and made a secure call to Jasper Martens, the Dutch Minister of Finance. He was alone in his office, except for his Secretary who was taking notes of the meeting so that the information could be later passed on to Minister Osland.

The Minister would be notified of the call by his secretary, once ensuring that the line was encrypted he answered. "Mr Prime Minister, how may I be of service?"

"Hallo, Minister Martens," Dr. Frost said. "I'm calling about the message which you sent to Bjorn Osland. He is currently in a meeting, so I thought I would handle this discussion myself. Firstly, please tell the Prime Minister that I thanked him for his offer of $2-billion, interest-free. This is a very generous offer from the Dutch government, I'm thankful that you came to us with this... I would like to accept this offer, however I have one request - instead of having the loan be interest-free, could we have grand interest rate of one-percent? This would mean that we would pay you back $2,020,000,000. I would like to avoid any accusations that we are accepting this money as a bribe, or that Norway accepting this money would give the Kingdom of The Netherlands any kind of control over Norway or its financial system... Would that be acceptable, Minister?" Dr. Frost asked.

"Ah, yes. Thank you for reaching out to me so soon Mr Prime Minister. Our objective is simply to assist our fellow European friends in times of need, I'm certain that your government would of done the same if the roles were reversed." The Minister would chuckle before responding, "Well, I see no reason to object your offer of a 1% interest rate, though what I do need to know is how many repayment period do you require on this loan?"

"If you would like to give us some breathing room," he said, "it would be very helpful for the date to officially be January 1st, 1997. However, in reality, I believe we can pay you back in six months (3 months), and once we have paid off our other expenses, payment to The Netherlands would of course be deemed essential and necessary," he said in response.

"Then that will be arranged, the loan can always be extended if required. I have sent over a draft agreement to your office for you to review, it is a simple draft in order to complete the request. Upon signing of this agreement I can have the funds transferred immediately."

"I will be sure to take a look at it, and pass it along to the Minister of Finance. Thank you for your time, and for offering us this loan," he said. If there was nothing else to discuss, he would hang up.

The Prime Minister reviewed the agreement and sent back the following request to the Dutch Minister, in an encrypted manner:
"Part 3 should be amended to: '3. Repay a minimum of $181,818,181.82 each month; the total interest shall be $20,000,000 (1%).'"

If the Dutch agreed to this, the Minister of Finance would sign the agreement for the loan and send it back to the Dutch.

"I have made the necessary amendments, once I have received a copy with a valid signature I shall direct the Central Bank to transfer the money to your account."

Upon receiving the signed document, the funds would be transferred.
