KINGDOM OF NORWAY
MINISTRY OF FOREIGN AFFAIRS

SUBJECT: Refugees
RECIPIENT: Maximiliaan Theunissen, Minister of Foreign Affairs of The Kingdom of The Netherlands (@Dutchy )
SENDER: Anthony Vinter, Minister of Foreign Affairs of The Kingdom of Norway
SECURITY: ENCRYPTED

Minister Thenissen,

As I am sure that you are aware, the situation in the State of Belgium has continued to deteriorate. The Norwegian embassy in Brussels has given temporary asylum to 259 Belgians who were part of the protests when the Belgian police opened fire on them. We have treated the wounded, kept them fed, and allowed them to stay in the embassy the past few days. The government has decided that the Ministry of Foreign Affairs will close our embassy in Brussels over the next few days, this will be announced very soon. We have the identities and fingerprints of all 259 of these Belgian citizens. We currently have plans to fly them home to Norway, however, I feel that they may be better suited to spend their time in The Netherlands as to avoid the culture shock that would come with moving to Northern Europe. If the situation in Belgium is not resolved in 60 days, our government will take full responsibility for these people and either accept them as full refugees in Norway, or deport them back to Belgium.

Please let me know as soon as possible if you are capable of helping us.

Best Regards,

Anthony Vinter

Minister Vinter,

The situation in Belgium is rather worrying, the rise of a communist state on our southern border threatens our national security. We have been and will be continuing to monitor the situation in order to determine a suitable course of action.

The Netherlands wishes to support those who do not desire to live under communist rule and are more than willing to open our doors to refugees fleeing the violence, therefore we can take responsibility for the custody of the refugees currently in your care.

Yours Sincerely,

Maximiliaan Theunissen
Minister of Foreign Affairs

Minister Thenissen,

Thank you for your help. His Majesty's government greatly appreciates this, as well as The Netherlands's humanitarian attitude for people in need. We will be evacuating all of our civilians and embassy staff from Belgium to The Netherlands, and from there to Norway. We will allow the refugees to stay in The Netherlands. We will also hand over all information we have about them, including personal details and fingerprints.

Also, please inform the Dutch ambassador to Norway that he is being summoned to Parkveien 45 to meet with the Prime Minister. This discussion will be on matters of national security, and Defense topics involving The Netherlands.

Best Regards,

Anthony Vinter

Official notice would be securely given to the Dutch ambassador in Oslo that he has been summoned to the Prime Minister's residence, Parkveien 45, to meet with the Prime Minister on matters of national security and the Defense topics involving The Netherlands. The message would make it clear that his presence was urgently required. A police escort would be waiting outside of the Dutch embassy to escort him to the Prime Minister's home.

The Dutch Ambassador to Norway Ilse Hendrikx, after receiving notification from the Foreign Minister about the summoning, would gather her belongings and step into the waiting vehicle which would take her to the Prime Minister.

The Dutch ambassador was quickly escorted to Parkveien 45 where some of the Prime Minister's private security were waiting outside. They welcomed the ambassador and escorted her inside to the building. She was taken outside of the Prime Minister's office where his personal secretary was sitting at her desk. She picked up her phone at the site of the ambassador, said something quietly into the phone, and then hung it up. "The Prime Minister will see you now," she said politely as she gestured towards the door.

Dr. Frost was inside his office, sitting on the edge of his desk as he looked over a few pieces of paperwork. The meeting was of course private, and only between the two of them. Felix stood up and nodded to the Dutch woman who was uncomfortably taller than him. Perhaps the Dutch had been trying to send some kind of message when she was appointed as ambassador, or maybe the Norwegians overthink things.

"Ambassador Hendrikx," he said in English. "Thank you for coming on such short notice. Please take a seat," he said as he pull out a chair for her in front of his desk and poured them both a glass of water. He sat down behind his desk and folded his hands. "I've asked you here about the situation in Belgium - I'm sure that's no surprise. We are currently closing our embassy in Belgium, as well as our consulates. We've also declared all diplomatic staff and personnel in Norway persona non grata in accordance with international law... I asked you here today, because the government would like to request some permissions from The Netherlands. Specifically, we would like to temporarily station troops and aircraft in The Netherlands in the event that the situation in Belgium results in war."

The Dutch Ambassador nodded thankfully to the private secretary before striding into the office of the Norwegian Prime Minister. "Thank you Mr Prime Minister," she said in response to his welcome.

"I was expecting the summoning to be in regards to that topic," she said with a slight smile. "We've made all the necessary preparations in regards to the transfer of custody of all the Belgian refugees currently residing in your diplomatic mission in Belgium."

Slightly shocked she took a moment to collect her thoughts, "Mr Prime Minister, war would be a severe escalation of the situation in Belgium and not a decision which should be taken lightly. The Netherlands does not desire war within the Benelux area and we continue to work to the best of our ability to prevent it. However, it should always remain an option of last resort, which is why I would like to inquire into the reasoning of your government to choose such a path if necessary, as I would have to relay as much information back to my government in order to allow them to decide on the issue. Other information which might prove useful would be troop number, rules of engagement and your plans for the territory in the event of a Norwegian occupation of Belgium."

Felix sipped from his water and kept a serious, stoic look on his face as he thought for a few moments, and chose his words carefully. "The opinion of His Majesty's Government is that an undemocratic, totalitarian, Marxist, socialist state in Western Europe is a threat to the existence of Western Civilization... No sane person in Europe desires war, but the Kingdom of Norway has never appeased before, and we are not going to begin doing so now just as we are about to enter a new millennium. The Storting has already passed legislation on this matter, so we are going to do everything we can to prevent conflict from happening. That being said, in the event that the worst-case scenario arises, we would like to place sixteen regiments in The Netherlands. We are still in talks with the Swedes, but I imagine they would also be willing to send a large quantity of troops. If that's the case, then we would likely decrease the number we send. If you forced a number out of me right now, I would say a very liberal estimate would be 25,000 troops total, and a more conservative one would be about 18,000. We have absolutely no plans to permanently occupy or annex Belgium, we just want a restoration of a version of its old government and economic system," he said.

"I've spent the past few days with the High Command, Ambassador, and this is the reality of the situation. If The Netherlands are not part of the Allied forces and we do not have your support, the war will be much longer and we'll likely lose 5000 to 7000 more men in battle then we would otherwise, not to mention the escalation in civilian casualties.. The Netherlands has been one of Europe's greatest international proponents for democracy and general liberty. We are rather certain that we're going to have to fight for it this time, and we need your help... That's what I'd like you to tell your government," he said.

"I will ensure that everything you have told me will be passed on to my government in order to allow them to make an informed decision of the subject."

"However, I'd like to make a limited response to the situation, based on my government's policy and my nation's history. The Netherlands has become the heart of international diplomacy and cooperation and this is reflected within my government as we seek to promote communication and cooperation and dialogue over conflict. To this effect, my government will be attempting to establish communication between Brussels and the Hague in order to better inform ourselves of the current situation."

"Unless there is anything else left to discuss, I believe I should take my leave and inform my government of your request."

"Thank you for your time, Ambassador," he said as he stood up and escorted her out of his office. The same police escort that brought her to the Prime Minister's residence would now take her home back to the Dutch embassy in Oslo.
