SUBJECT: Expulsion of Chinese Diplomats
RECIPIENT: Wang Yi, Chinese Minister of Foreign Affairs; Zuan Xi Zhong, Chinese Ambassador to Norway

Ministers Wang Yi and Ambassador Zuan Xi,

Per General Assembly Resolution: "Resolution for International Relations", this is the Norwegian Government's official notice to the People's Republic of China that Ambassador Zuan Xi, all Chinese diplomatic staff in Norway, all staff of the Chinese embassy and consulates in Norway, and any relatives who may (by extension) have a diplomatic VISA to reside in Norway are all hereby Persona Non Grata. The People's Republic of China's privilege to operate an embassy or any diplomatic institution in the Kingdom of Norway is hereby revoked. The aforementioned individuals have 48 hours to leave the Kingdom of Norway, after which time their diplomatic immunity will expire.

This message also serves as notice that the Kingdom of Norway will be vacating all diplomatic missions in the People's Republic of China and will adhere to this same 48 hour timetable guaranteed by the previously mentioned General Assembly Resolution.

All sensitive documents in the Norwegian embassy in Beijing were destroyed before the ambassador, all diplomatic staff, and all non-diplomatic staff for the embassy and any consulates (along with their families) vacated their buildings to head home to Norway immediately. This process would take approximately twelve hours in total.

75 special agents from the National Immigration Service were stationed both in Oslo and at Oslo's international airport. They were given a list of all the Persona Non Grata and what time they were required to leave Norway. 50 special agents from Kripos were assigned to the Chinese embassy and were ordered to follow any Persona Non Grata (PNG). The Chinese embassy was informed that any PNG who requested to have a police escort to the airport would be given one free of charge by Troopers with the National Mobile Police Service, or would be allowed to go under their own power.

We fail to see what brought this rift between Norway and China, with this sudden change of relations between both Nations, but China will adhere to the resolution, and both Diplomats and Diplomatic Details and Staff from both nations will leave unharmed and safe from their host countries, the Chinese Authorities will make sure that the Norwegian Staff are safe for departure. It is however worrisome that Chinese Nationals and Norwegian Nationals will be left with one less way of communication and help from their home nations due to the termination of these missions, as such we would require that Norway informs their citizens residing in China that if any bureaucracy, paper work or other matter that needs to be solved by a Norwegian Embassy or Consulate, do request help from another friendly Nation Embassy, such as the Netherlands Embassy or German Embassy to aid any Norwegian in need of help.

Again we are sadden that this action was taken by Norway and will respect its right to refrain from any explanation. We hope that in the future we can reconcile.

In Private the Chinese Staff in the Embassy and Consulates in Norway would terminate all sensitive documentations in their buildings and would leave will all their belongings and families back to China via Chartered Flights. If any of them felt in danger, they would accept the escort given by the Norwegians.
Meanwhile in China, a escort of 50 (100) Officers from the People's Armed Police along with transport vehicles and patrol vehicles, would be deployed in the Norwegian Consulate-General in Guangzhou and Shanghai to safeguard the security of the Norwegian Staff departing China. While 75 Officers with the same vehicles would go to the Norwegian Embassy and help there.
