His Majesty's government is interested in establishing closer diplomatic relations with the French Republic. I was hoping that we could possibly schedule a meeting between myself and your highest available diplomat. The Ministry of Foreign Affairs privately confirmed flight details and other necessary things with the French government while Ms. Montchalin headed to Oslo. Waiting at the airport was Jakob Vinter, the Minister of Foreign Affairs. With him were armed Kripos agents who were charged with keeping the Foreign Minister and the French visitor safe. Once she was on the tarmac, Jakob smiled and greeted her, "Welcome to the Kingdom of Norway, Madame Montchalin. I'm Jakob Vinter, the Minister of Foreign Affairs. I've gotten us a reservation at Oslo's best seafood restaurant for lunch, follow me," he said with a smile.

Jakob escorted her to the motorcade that was waiting for them. From Oslo International Airport, they drove to the capital and probably made small talk along the way. Once at the restaurant, he waited for her to sit, and then followed suit. "They have more than fish here, but this has to be my favorite place in the city," Jakob said as they were handed menus. The waiter took their drink orders, and then left them alone in the private dining room of the restaurant, which had a beautiful view of Oslofjord.

"I would have offered to go to Paris," Jakob said, "but since the King, Queen, and Prime Minister are in Washington, I'm technically the highest-ranking person in the country right now... I think that they would prefer that I stayed here," the young man said with a gleeful smile. "Anyway," he continued, "how are things going for your office, and the French state? Are you facing any major problems, at the moment?"

After landed at the Oslo International Airport, Madame Montchalin would be escorted by Kripos Agents where she had met with Norweigian Foreign Minister, Jakob Vinter. She would smile after Mr. Vinter greeted her. As soon as they both arrived at Oslo's best seafood restaurant, she would be offered seat. Madame Montchalin would speak, "I am pleasure to be here in Oslo. Such a beautiful atmosphere. Everything is well and fine at France. I am enjoying my time as a Secretary of European Affairs. There is no problem at French Republic. Especially FIFA is hosting world cup. I would like to invite Norway to participate in World cup. So, how's everything at Norway?"

A few appetizers that Jakob had ordered, which he offered to the Secretary of State, were brought over to the table. Jakob seemed to be happy that she was there. "That's good to hear that things are going well in France. We have to cherish when things are going well, because nowadays it seems like things can change so fast."

"I hear that the Prime Minister was disappointed we didn't participate in the international ice hokey games - I think there's a strong chance we'll send a team to represent Norway," he said.

"Things are going well here. Though, we are worried about the situations in Ireland and Kosovo. I hope that they can be resolved diplomatically, I really do. Ireland is one of my favorite places in the world, it's just a shame we seem to be seeing a return to the Troubles. Does your government have any stance on what's going on in these places?"

While earting appetizers, Madame Montchalin would paused for a moment after listening to just what Mr. Vinter said. She would continue, "Ireland is one of my favorite place and we are extremely worried that Ireland having it's own internal problem. Based on our view, their government is very sporadic and shortsighted. I guess the organization, which is CIS causing so much concern. Probably, Ireland is getting support from South American and other CIS nations. That's why, their government is crazy and expeling diplomats without any reason. Plus, they are acting harshly when we show supports to our British counterpart. I think we can solve the problem diplomatically.

Also, we support Kosovo. The Serbs are causing major concern. So, we should prevent them from invading other nations that closer to our vicinity. What do you say?"

"I'm actually quite surprised that the Irish haven't expelled our diplomats yet, especially after I wrote a public letter of support for the British. I have no idea what they're thinking... I agree entirely with you - Serbia is in the wrong here, and their invasion of Kosovo is not justified. I hear that there is something in the works in the Global Assembly right now - the GA has a decent track-record of resolving disputes in the past, so hopefully they can handle this. Otherwise, for all we know, the Americans might even get involved," Jakob said.

By now, their entrees were finally brought out, along with a bottle of wine for them to share. Jakob sipped from his glass, and then set it down. "I also wanted to discuss one of France's holdings in the Caribbean; Isles des Saintes. The government has been looking at different locations throughout the New and Old world, and we've pretty much settled on that small cluster of islands - I don't really know how else to ask this, so I'll be blunt. Do you think the French government would consider selling this small cluster of islands to Norway?"

Madame Montchalin would listen carefully while enjoying drinks, " Îles des Saintes is the part of French overseas department. I am sorry to say, French government would not allow selling any pieces of lands. But we can work on this other way around. How about we rent this island to Norway, so you can live happily as long as you desire. Plus, French government would not want their citizens to feel unhappy. So, I think that renting the island would be greatest option. I hope you understand. I mean this is the policy of French government and I don't want you to feel bad. Also, Vietnam requested French to deploy within Vietnam. If GA allows, then French can do peacekeeping within Kosovo."

"I see," Jakob said with some disappointment. "I will pass that information along to the Council of State. I hope you pass along to your government that we would give France much more than a fair deal on the islands. I would be happy to revisit this subject if they changed their mind," Jakob concluded. He started eating his main course and finished his glass of wine. The waiter came over and poured him another glass.

"Why has Vietnam requested the presence of French troops in Vietnam? Is something that I'm not aware of occurring?" he asked with some concern.

Madame Montchallin would slight chuckle, "We will pass the information to our President Macron and the decision is fairly president's discretion. Ah well, Vietnam has requested French troops to deploy due to they want us to use their place and maintain French presence within South China Sea. Again, South China Sea another key aspects to international matter and plus a lot of disputed areas that we don't want to be part of. But Vietnam wants French to defend if China attacks Vietnam. I believe that won't occur and time has changed. God knows anything can happen. So, small number of naval vessels and a battalion of French Foreign Legion would be deploy within Vietnam and they won't engage anything. They will be there to monitor activities within that region."

"Oh I see," Jakob said before he looked down at his phone. "I'm so sorry, I already have a few missed calls. Please excuse me for one moment," he said. He got up, answered the phone, and spoke to an Norwegian Army Captain in Kosovo.

"The Norwegian embassy in Kosovo has been bombed it seems... Our ambassador has been killed," he said quietly. "There are casualties and several wounded... Like I told you, I'm the highest ranking member of the government in Norway right now, I need to meet with the Council of State. Please forgive me for leaving, Madame Secretary. The Deputy Foreign Minister will be joining you, and he will finish our talks here. Lunch is on me.." he said, offering his hand to shake her's. "It was a pleasure meeting you."

Once the Deputy Foreign Minister arrived, Jakob left. The Deputy Foreign Minister introduced himself, "I'm sorry that you had to part ways with the Minister.. It seems like a lot is happening right now. I was told that France may be deploying troops to Vietnam. Why do the Vietnamese consider China a threat?"

Madame Montchalin would be fully in shock after hearing what happened at Serbia. She would quickly respond, "I am extremely sorry to hear that Norweigian embassy has been bombed at Serbia. Please let us know how can we help. Vietnam sees China as a threat. They wants us to defend Vietnam against Chinese power. To be honest, I feel odd too but our government prompted to help Vietnam. French has not deployed to vietnam yet due to we all are aware of global tensions. The deployment is under discretion of MOD. I have got a word, French will deploy."

"You mentioned that France would be willing to help.. We have some ships in the Mediterranean that may need to refuel, could they refuel in somewhere on your coast, preferably at one of your ports located on Corsica?" he asked.

Madame Montchalin would state, "Yes you can refuel your ships at Port of Corsica and Marseille Naval Base. You have given full access to refuel Norweigian ships. Also, let us know, so that our navy can move shortly. I hope our government should close the Embassy immediately to prevent furthur damage. I know what Serbia done and they are making sure we should be at war. So, let us know how we can help."

"Thank you," he said, "please keep the presence of these ships between our two countries. They probably wont be there to refuel for another day or two. We will inform you exactly when they are on their way, and they will hail your port. The Kingdom of Norway greatly appreciates this," he said.

"We have already closed our embassy in Serbia," he continued, "and I hear that the Dutch are doing so as well."

"We have ships that are now on the way to the port. They will refuel as asked. Please just let us know what the bill us, and we'll repay you for the fuel. I'm very thankful for your help, and I'm sure the rest of the government is too," the Deputy Foreign Minister said.

"Is there anything else you wished to discuss?" he didn't dare touch Dr. Holt's food, but he was happy to see the French Secretary of State enjoying her's. As promised, the Kingdom of Norway picked up the tab.

Madame Montchalin would state, "when Norweigian navy make into Marseille Naval Base for refueling purposes, the bill would be $2 billion dollar. It is because Marseille is highly secured naval base, that's why we charge you only $2 billion dollar. Also, once again, Serbian government has fallen. What do you like to say about Serbian matter? Since Europe is getting hurt on every edges, I was hoping that we should reconsider to open European Union. We know that ISAF runs globally and CIS is the biggest threat for European nations. I think once Ireland falls under the trap of CIS, CIS would get European foothold. I would like to know your viewpoint about this?"

The Deputy Minister of Foreign Affairs was sipping a glass of water when the French Secretary of State mentioned the cost of using the Navy port to refuel. He accidently did a spit take on the maitre d' who was standing next to him.
"$2-billion, Madame? $2-billion to refuel? Does the diesel have gold in it?" he asked, in a baffled state. "Like I said, we are more than happy to pay for the cost of the fuel, but that surely can't be $2-billion dollars?" he asked.

Madame Montchalin would respond, "Well yes it is 2 billion dollar. Given the proximity you would enter into French maritime boundaries, you would pay for fuel. But if not affordable, we can decrease the amount to $150 million dollar. Does that sound agreeable?

Also I have asked about the European Union and I hope to know your opinion about it. We know that ISAF runs globally and CIS is the biggest threat for European nations. I think once Ireland falls under the trap of CIS, CIS would get European foothold. I would like to know your viewpoint about this?"
