A handful of armed Kripos agents took a low-detail, black, government car to Oslo's International Airport. Soon, car rides such as this wouldn't be necessary once the high speed Capital Line would be completed. The agent-in-charge identified himself to the Minister and welcomed her to Norway at the gate in the airport. She was escorted to the vehicle outside, and was driven to the city of Oslo. However, once they made it to Oslo, the agents escorted her to a small marina where they took an ornate, but small, government yacht out into the harbor. It was explained to the Swedish Secretary that they were going to have lunch on an island in Oslofjord.

After a short ten minute boat ride, they arrived on a beautiful winter day to Revierhavnen Kro Hovedøya, which was a wonderful seafood restaurant. Minister Osland was waiting inside at a dining table in a private and secluded room that was normally used for special dining parties.
"Madame Secretary, thank you for coming on such short notice. Please, take a seat," he said, sitting shortly after she did. A waiter came over and asked what they'd like to drink, and each of them were given menus. The menu had a variety of seafood, as well as vegetarian options and some meat options as well. The waiter came back in a few minutes, and took their orders. Then they were alone to have a private discussion while their food was prepared.

"It's nice to finally meet you in person. How are you doing? I hope the boat ride here wasn't too troublesome," he said as he sipped on a Heineken.

The Swedish Air Force make use of one of two Airbus A330-300 VIP transport aircraft in order to transport the Secretary of Finance to Oslo International Airport, with her would be two Swedish Security and Intelligence Service personnel in full uniform and equipped with standard-issue firearms, personal protective equipment and communications. Their role was purely to secure and preserve the itegrity of the aircraft through the visit and the responsibility for personal protection was handed to the Kripos.

The Secretary would enter the vehicle and sit patiently for the journey thereafter to Revierhavnen Kro Hovedøya.

Upon arrival the Secretary marches into the building, eager to meet the Norwegians on her first foreign visit "Ah! Minister! It is a pleasure to see you, the journey here has been amazing" she said as she slowly takes a seat at the table; being keen to make a good impression she avoids messy foods, looking eagerly at the very green and healthy vegetarian options.

"I can honestly say I have been keen for some time for Sweden and Norway to have some form of cross-border discussion regarding our economies and how we can better the future"

The meeting between the two was of course private. Their dining area, as previously mentioned, was secluded and the waters outside were being monitored by Kripos and the Norwegian Royal Navy. Bjorn was sitting at their table by an open window with an incredible view of Oslofjord, and the city itself. When he saw her enter, he stood up with a friendly smile and greeted her, "It's wonderful to see you, Secretary Andersson. Please, take a seat," he said, waiting to sit until she had. A waiter promptly came by and poured them both some water before taking their orders for drinks. He would later return once they had decided on what their entrees would be. Bjorn ordered a modest, but delicious, seafood salad.

"The food is wonderful here," he said. "This is place here is honestly a bit of a getaway for me. It's just outside of the city, but it's expensive enough that I have to make it an occasional treat. So please," he said with a smile, "when you get back to Sweden, don't spread the word about this place."

"I've spoken with the Minister of Trade... I understand that our trade arrangements regarding our railroads are progressing in a moderate, but deliberate manner. I'm happy to hear that.. I've also had some limited communication with the Minister of Defense, and from what I understand, the Nordic Council and NORSCOM is progressing quite nicely. I actually needed to discuss with you some monetary issues that the Kingdom of Norway is presently in. The possibility of getting into war with Belgium forced the Ministry of Defense to spend an exceptional amount of money mechanizing our armed forces, and purchasing equipment and vehicles that would be used for an invasion of the country. This means that we had some very large, and unexpected expenditures... In short, I was wondering if it would be possible for Norway to get a no-interest or low-interest loan from the Swedish government for an extended period of time?"

Secretary Andersson took a seat and took a sip of water once the glass had been filled, glancing around the room before replying she echos the comments of the Norwegians "This place is gorgeous... you might have to stop me taking photographs whilst I'm here!" she briefly giggles before filling his mouth with water again.

"I have also been briefed on bilateral trade between our countries and am encouraged by our ongoing cooperation reinforcing the strong historic alliance between our countries. The Nordic Council, of course is the fort around Scandinavia, protecting the smaller initiatives and trade opportunities locally with NORSCOM is definitely a necessary and fundamentally important investment opportunity." the Secretary crossed her legs in her chair, listening carefully to the Norwegian request "Yes, the Belgian conflict came from nowhere and undoubtedly blast a hole in the pockets of many nations involved, how much were the unexpected expenditures you talk about? What sized loan do you desire? Of course I'll do everything in my power to continue to friendship we have built together"

The Minister of Finance was shocked when Secretary Andersson picked up his glass of water and put it to his lips to drink. He didn't know what to do or say, but he was about to ask this lady for essentially $6-billion of free money for his country so he just decided to go with it and took a sip from the glass as she tilted it towards his face. "Um... thank you," he said. He was unable to help from blushing as she set the water down. After that odd exchange, the food was brought out for the two of them and set before them. It looked delicious.

Once they were alone again, he spoke up. "We... we would desire a loan of $6,117,385,710.03," he said quite rapidly. "If Sweden was willing to make this a low-interest loan, we could make it simply a 1% total-interest loan, meaning we'd pay Sweden back a grand total of: $6,178,559,567.13..." he winced as he prepared for her to possibly laugh at him.

Secretary Andersson grins demonically, staring directly into the eyes of the Minister as she force feeds him the water "Oh yeah, you like that?" she mumbles as her breathing becomes noticeably shallow.

Almost like a light switch the snaps out of the trance she was in, shaking her head slightly as if to shake the absurdity from her mind, the grin turning into a smile before she responds to the request "Fucking hell... six billion dollars?! Well you slid that in nice and quickly didn't you?" She darts her eyes back to the glass of water before she responds, her palm wrapping quickly around the transparent material and lifting it from the coaster where it once sat... with the distance across the table a clear obstacle she leans forward in her seat, bringing the glass back to the lips of the Minister and tilting the liquid towards him "Drink up... don't be shy..." she repeats in her brain, not audibly making any sound other than a subtle heavy breath.

She stares... awaiting a response from the Minister, the weight of the glass causing her hand and arm to shake slightly but nevertheless leaning firmly over the table with the glass less than an inch from the Ministers face.

The French head chef of the kitchen just so happened to be watching the two. He was hoping to see how they would react to their freshly cooked food. Instead, what he saw was baffling. "What ze fuck?" he quietly said to himself as he watched the Swedish Finance Secretary hold up a glass of water to the Norwegian Minister repeatedly and force him to drink water. Water was rolling down the sides of his face as she tried to force him to drink more. Minister Osland decided, seeing as the woman was obviously mentally ill and having some kind of episode, that this would be the perfect time to have her sign a legally binding loan for $6,117,385,710.03.

"Yes... I do like it," he said. When she lowered the glass again, he took the opportunity to take out a formal piece of paper with a written agreement on it. It said that Sweden would issue Norway $6,117,385,710.03, and that Norway would repay it, plus 1%, by 1997.
"If you sign right here, I will drink more," he said, quite blandly. He briefly looked around the room, and saw a chef staring at them as he conducting high-level diplomacy with one of the most powerful women from Sweden.

Andersson begins to grunt, slamming the glass back down to the table and darting her eyes to the Minister. A few seconds go by before she again shakes her head to snap out of whatever weird vicious cycle she was in. She very quickly looks to the agreement before uttering "and how will the repayment occur, in bulk or over time?"

"In bulk," he simply said, "at the very end. Is that acceptable?" he responded as he watched her continue to go through her... whatever it was. He handed her a pen and pointed at an "X" next to where she should sign.

"I'd like to see $3bil paid by mid-way through 1996 and the remainder paid off by the start of 1997." Before the Minister can reply the Secretary picks her own glass from the table and begins to pour the water directly into her own lap. The water splashes onto the fabric of her clothing and whatever isn't absorbed ends up dripping onto the floor of the restaurant. Almost like a murderer from a movie her eyes dart back to the Minister before throwing her hand in the air to grab the attention of staff in the restaurant.

"CAN WE HAVE SOME FUCKING WATER PLEASE?!" she screams at the top of her voice.

"Yes, that's fine," he said. He calmly watched her scream and yell. He winced for a moment, and watched as a waiter hurried over and gave them more water. The document was amended to say that $3-billion was to be paid off by the end of June, and the rest would be paid off by the start of 1997. "Please sign here," he said.

She grabs the pen from his hand with such speed that her long nails scratch across his hand, not enough to pierce the skin but certainly causing reddening and slightly pain. She signs the agreement to have $3 billion dollars returned to the Kingdom of Sweden by mid-way through 1996 and the remaining amount by the beginning of 1996. She ensured that it is detailed that the full value should be paid off no later than March 1997.

As soon as the contract is signed the throws the pen across the room and grabs the glass of water, leaning back over the table to the Minister and pushing the glass up against his lips "Drink" she grumbled, smiling sweetly into his eyes.

By now, the Finance Minister's security detail was inside the room watching them both. He grabbed the paper, folded it in half, and put it in his breast pocket. He had no interest in drinking the woman's water. He stood up and silently indicated to the Kripos Agents that he wanted them to secure her. "Secretary Andersson, I don't think you're feeling well. I'm going to make sure that you're escorted back to Stockholm for your own safety. Thank you for your help..." he said. He stepped back and said to himself, "Fucking disgusting..." it was only loud enough for him to hear it. He looked over to the kitchen crew, who were now all gathered and watching the crazy woman and the Minister. "Could we get a to-go box for the Secretary?" he asked, wiping some water off his jacket. He got up and walked to a corner of the room. The Kripos Agents would escort the Swedish Secretary, by force if necessary, to the aircraft which she departed from. She would be handed over to the Swedish security detail, and the situation would be explained as: Secretary Andersson started to go crazy at the end of the meeting.

Shortly after the meeting ended, Bjorn wrote a digital message to the Prime Minister of Sweden.

Prime Minister,

I am writing to you with permission from the Prime Minister and Minister of Foreign Affairs. Today I met with your Secretary of Finance, Secretary Anderrson. She and I had a very productive meeting which resulted in a loan being issued to the Kingdom of Norway, which we are very thankful for. However... I'm not sure how to explain this, so please forgive me for being blunt. As our meeting was ending after our discussions had finished, she tried forcing me to drink water, poured water on herself, and was saying some exceptionally obscene things. We managed to keep this meeting private, and I had her escorted back to her security team... I hope she is alright, but I recommend that you have a medical evaluation done on her, for her own safety. Please let me know if there is anything I can do to help.

Secretary Andersson is detained by the Swedish Security and Intelligence Service immediately and escorted towards the awaiting Swedish Air Force Airbus A330-300 - she was dragged up the stairs with her legs and arms flailing by armed officers. From the staircase she screams at the top of her lungs "THE BASTARDS DIDN'T WARM UP MY ICE CREAM!"; the officers dart they gaze to each other in utter confusion, never having to detain a cabinet member let alone fight her into an aircraft. She is moved quickly into a side-room with the windows closed securely and the door of the Airbus fastened securely.

No response is received from Prime Minister Stefan Löfven out of utter embarrassment however changes were coming... and fast.
