The Kingdom of Norway is interested in purchasing a Domestic Production License for the H-4 Hercules "Spruce Goose". I understand that the United States is normally protective of its equipment and products, however the age of this aircraft and the fact that it has never been used on a large scale indicates to me that the United States may be comfortable with selling us a DPR. Would $50,000,000 be appropriate for this DPR? I look forward to hearing back from you as soon as possible.

On a secondary note, I echo the statements of Prime Minister Frost in regards to the recent attack on the United States in New York. The Kingdom of Norway stands by our friends in Europe and the United States. We will offer any assistance we can in the war against Iraq.

I'm sorry that it has taken me so long to get back to you. As you can imagine, things are a bit hectic around here what with the current War with Iraq. We have a confirmed a price tag of a total of $120,000,000.00 for the rights to produce the 'DC-7C Seven Seas' and the H-4 Hercules. Please let me know if this is suitable.

The Americans would securely receive confirmation that the payment of $120-million had been made. Now, the Norwegian government only required confirmation that the production licenses were officially their's.
