Mr. President and Mr. Prime Minister,

I hope this message finds you both well in body, mind, and spirit.
I am writing this communication out of great concern and trepidation regarding the events unfolding within South-East Asia, between Thailand and Myanmar. While it is not yet a full blown crisis within the region, the rate at which tensions are rising between Myanmar and the ever-increasing Imperialistic tendencies of Thailand it will not be long before such a crisis erupts and further destabilizes the region. Members of Poland's Ministry of National Defense believe that this could be one of the largest conflicts within the region in modern times. The expected loss of civilian life and damage to infrastructure is more than that of the Republic of the Congo during that brief border skirmish that saw the devastation of the capital and the obliteration of the second largest city. What we are witnessing is a self-proclaimed world power that is attempting to force their view of humanity on another self-governing nation. While none of us may agree with the government of Myanmar nor their actions to achieve power, this does not give Thailand the casus belli to begin regional conflicts. If that was the case, our three nations would have a valid reason to declare war on 70% of the world's nations.

The reason I am reaching out to your two governments is to attempt a multinational intervention in the crisis to prevent further escalation and significant loss of human life. With Poland's navy position in the Med, Poland's access to station an aerial refueling wing within Egypt and unlimited access through the Suez as well as an advanced force stationed at New Caledonia, with a British advance force, I believe our three nations are at a unique position to be able to prevent the escalation of this conflict.
Sincerely,

Stanislaus Grabowski

His Majesty Grabowski, President Gore,

The tensions surrounding Thailand and Myanmar are a growing concern and although the dispute is not something we would be looking to police directly, there is a correlation between the situation we're seeing unfold today and a number of incidents in the last couple of years. Ranging from armed fleets headed towards Europe, a threat of annexation in New Caledonia and attacks on embassies and diplomatic staff ... Thailand. It is becoming evident that the government is, intentionally or otherwise, a genuine security risk. Despite this, based on our experiences, they have demonstrated a willingness to communicate and amend their policies.

I am not opposed to an increase military presence in the region to prevent escalation but I think a meeting with the Thai Government should be undertaken as soon as possible to understand their intentions further and to persuade them to think otherwise. Based on the number of events we've seen, their government seems to be 'testing the waters' for what the international community would allow before bowing down when opposed. This does mean that the chance of de-escalation may be quite high.

For security reasons, I would opt for a video call and would say the UK, USA and Poland to join with a participating Thai government. Perhaps an extended invitation to Myanmar?

Please let me know your thoughts.

Kindest Regards,
Lawrence

ENCRYPTED MESSAGE

TO: Larence Adams, Prime Minister of The United Kingdom ( Jamie )
TO: His Majesty Stanislaus Grabowski, King of Poland ( ManBear )
FROM: Al Gore, President of the United States of America

Prime Minister and Your Majesty,

I have been in direct communication with the Prime Minister of Thailand. I informed him, in no uncertain terms, that an armed conflict with Burma would bring an intervention from the United States. My administration and the federal government stand behind that statement. While the United States has its own issues with the current Burmese government which is essentially a military junta, I have no faith in the Republic of Thailand to execute an armed invasion of the county and install a legitimate democratic government. Even if they had genuine intentions to do this, it could result in the deaths of tens-of-thousands civilians and soldiers alike and be a disruption to global commerce, and the regional stability of southeast Asia. I am ordering a significant increase in the presence of U.S. forces in the area so that we can make it clear that we will carry out our promise.

I have told the Prime Minister of Thailand directly that the United States would be willing to facilitate in-person, sit-down talks between Thailand and Burma. It is clear to the State Department, and myself, that Thailand has not made a legitimate effort to solve this situation diplomatically since so short a time has passed when it began. I can see no other reason that Thailand is doing this, other than to stretch their military muscle and, possibly, to annex Burma or install a friendly government that they can have total control over. I want to make it overwhelming clear that the United States will not tolerate this.

With that being said, we ourselves would still be willing to hold diplomatic negotiations with Thailand and Burma, in person, provided that they agree to a ceasefire during the talks. If that is the case, we could arrange to hold the talks at Guam or Hawaii. I have a feeling that Thailand may just try to string us along, or make some lame excuse that makes war unavoidable. Nevertheless, I still think it is important that we exhaust diplomatic options before resulting to violence.

Prime Minister, at this time I would invite the Royal Air Force to send a combat wing to the United Kingdom's facility in the United States. If your government would be willing to do so, the Air Force and the RAF could engage in combat patrol missions off the coast of the California.

Your Majesty and Prime Minister, if you are both interested in deploying military assets into the Pacific, I could offer temporary fleet-basing rights at Pearl Harbor in Hawaii. While I understand you may not want to get directly involved at the moment, it would nevertheless be helpful to have assets nearby in the Pacific and be in place.

Please let me know of your thoughts about what I have said. I will inform both of you if the United States government has any more meaningful diplomatic communications with the Thai government.

Respectfully,

Al Gore
President of the United States

President Gore,

I would be happy to oblige with your request for additional aircraft to support combat air patrols in California, will the USAF be providing support aircraft such as AWACS and Air-to-air Refuellers during this period or are you content with the deployment of support assets from the Royal Air Force? At this time, although to be confirmed, we would be able to offer a full squadron of twelve Eurofighter Typhoons.

Deployments to the Pacific are been considered but it's unsure in what capacity, we are also been cautious as to not been the cause of any escalation. Current considerations range from a small task group of frigates to a potential carrier strike group to protect allies in the area. If it does turn into a full conflict, we will be willing to offer surplus equipment to Myanmar as part of their defence.

Kindest Regards,
Lawrence

Prime Minister Adams,

While the USAF could provide support aircraft, it may be better for your squadron if they have RAF support craft so that there are not any issues with logistics, especially since the RAF and the USAF have not had the opportunity to perform cross-missions where logistics are handled by one side, and the other side provides the firepower. If the RAF is willing to commit to sending in logistics aircraft, we would welcome them - if the RAF is not capable at this time, we will support the RAF deployment to the best of our abilities. I just ask that your government informs the Defense Department when the aircraft are leaving the United Kingdom, as well as their quantity. We can offer numerous airbases from the different branches of the armed forces for your aircraft to refuel while flying over the mainland United States.

Furthermore, I recommended Pearl Harbor as a FOB for British and Polish naval forces as it is in the Pacific, but not close enough to the conflict to cause a direct increase in tensions. While they are based there, I would have no issue with the British and Polish navy sitting in port or performing exercises in the Pacific off the coast of Hawaii, provided that they do not interfere with international commerce or Coast Guard patrols.

I welcome your deployments and your support. It is my strongest desire that a diplomatic solution is found to this problem, but sometimes showing military might is a legitimate diplomatic tool to inform agressors that we are serious about our intentions. I welcome further correspondence.

Respectfully,

Al Gore

President Gore and Prime Minister Adams,

Forgive me for not making it clear that Poland is looking for a diplomatic solution to the crisis emerging in south-eat Asia. Poland's first and foremost goal in any conflict is a peaceful solution that does not require the loss of life. This is evident from the attempt with Poland heading the peace talks with Turkey during the beginning stages of the Congo-Turkey war that resulted in massive loss of life in Turkey and Saudi Arabia. However, we do find ourselves in the same position as the United States in the belief that Thailand will eventually string us along until a 'legitimate' excuse for war is found and the Thai military can launch a full invasion.

The most alarming to us, however, is the Thai disregard towards the GA and their rules. Attached to this email will be an official communique from the Thai Prime Minister, Thaksin, regarding the GA Resolution on International Diplomacy after the embassy bombings in Bangkok and Poland's attempt to reopen its embassy there. In short the Prime Minister will be quoted as saying “Due to the indifferent nature of the Global Assembly, their laws are usually skipped by us because the majority of the world nations do not endorse them.” With this in mind, we cannot expect the Thai military from following the rules of engagement, any convention that would demand humane treatment of civilians or prisoners of war, or any other aspect of the crisis evolving in the region. It is after this communication that I have decided to reach out to the other two world powers in an attempt to resolve the crisis with as few casualties as possible.

As for operating out of Pearl Harbor for the time being as a show of force in the region, Poland finds this agreeable. Having a force stationed in Hawaii, will allow Poland's navy to conduct exercises in a new theater as well as have capabilities to respond to any new information regarding the Thailand-Myanmar crisis rapidly. In the communication attached below, you will also see the Thai plans to build and commission 15 helicopter carriers, 75 multi-role frigates, 15 supply and logistic vessels, and a compliment of 360 helicopters to outfit their helicopter carriers. While I am aware the modernization of a nation's navy is their own business, such a remarkable increase in force for the region at such a time as the beginning stage of war with Myanmar can be overlooked.

We will transition a force from the 1st Flotilla, currently stationed in the Mediterranean undergoing training exercises, towards Pearl Harbor where they will finish their exercises in international waters.
Sincerely,

King Stanislaus Grabowski
